Major/Essential Functions Texas Tech University Health Sciences Center is recruiting a Newborn Hospitalist to join our division of Pediatric Hospital Medicine in Lubbock, Texas. Our hospital medicine division is comprised of 10 pediatric hospital medicine physicians. The position consists of clinical and teaching responsibilities in the newborn nursery at Covenant Childrens Hospital. This is an inpatient role managing a census of 8-12 newborns per-day. There is a requirement to perform circumcisions. No delivery attendance is required. NICU providers are available in the hospital at all times. The schedule is 7 days on/7 days off with allowance for flexibility. There are opportunities available for involvement in quality improvement, participation in an outpatient high-risk newborn follow-up clinic, and administrative activities. Learners including medical students, residents and PHM fellows rotate through the newborn nursery allowing for a spectrum of educational opportunities. Our division works closely with the TTUHSC medical school and pediatric residency program providing oversight on inpatient rotations, education in hospital medicine, and mentorship. We have a well-established, accredited PHM fellowship program with one fellow per year. We are committed to training students, residents, and fellows to be successful in their future careers and place a strong focus on education and evidence-based practices. Faculty within the division serve in a variety of roles across the medical school and hospital systems including the freestanding childrens hospital CMO, leaders of the organized medical staff, assistant dean for undergraduate medical education, director of the fourth-year pediatric student curriculum, third-year student pediatric clerkship director, and leaders in quality improvement and health information technology at our clinical sites. Use advanced health assessment skills to differentiate between rounds and variations of normal and abnormal findings. Manages the health/illness status of patients and families over time. Elicits detailed patient histories. Educational Supplement: Any bargaining unit nurse who meets at least one of the following criteria will receive an Educational Supplement equal to 5% of their base salary: For those classifications that require an Associate's Degree of Nursing, the nurse has a Bachelor's of Science in Nursing. (Nurses who work in Mental Health may substitute a Bachelor's Degree in Pyschology or Social Worker for a degree in Nursing.) For those classifications that require a Bachelor's of Science in Nursing, the nurse has a Master's of Science in Nursing. Possess National or approved International certification in the specialty area in which the nurse currently is assigned. Possess CCRN Certification and active ACLS Certificate. Provide proof of completion of a critical care class and active ACLS Certificate. License/Certificate Fees : The County provides reimbursement for specific classifications under the CNA MOU for fees required to renew State required license/certification. Fees associated with initial license/certification will not be covered. Pre-Employment Physical Exam : If required, will be conducted at San Joaquin County General Hospital at no cost to the employee. Job Sharing : Any regular, permanent full-time employee may agree to job-share a position, subject to approval by a Department Head and the Director of Human Resources. Educational Reimbursement Program : The County offers an Educational Reimbursement Program. Oral Exam : The oral exam is a structured interview process that will assess the candidate’s education, training, and experience and may include a practical exercise. The oral exam selection process is not a hiring interview. A panel of up to four people will determine the candidate’s score and rank for placement on the eligible list. Top candidates from the eligible list are referred for hiring interviews. If the oral exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list. Written & Oral Exam: If both a written exam and an oral exam is administered, the written exam is weighted at 60% and the oral exam is weighted at 40% unless otherwise indicated on the announcement. Candidates must achieve a minimum rating of 70% on each examination in order to be placed on the eligible list. Rate-out: A rate-out is an examination that involves a paper rating of the candidate’s application using the following criteria: education, training, and experience. THE POSITION
Essential duties and required skills include but may not be limited to the following:
Administers construction contract activities and construction operations.
Manages and delegates design work through consulting engineering firms, which includes the preparation of design data and official cost estimates.
Implements long range and immediate plans and objectives of the City, and formulates into specific capital improvement plans.
Maintains City-wide capital improvement plan schedule; evaluates plans to ensure they are meeting planned scope of work, schedule, and budget; performs field reviews of project activities.
Participates in conferences and discussions with various field representatives for the purpose of reviewing potential problem areas.
Provides engineering expertise, guidance and planning for the City’s construction program; provides technical and professional guidance to all assigned personnel.
Prepares revisions to plans, reports, and specifications for approval by the Public Works Director/City Engineer.
Ensures operational and administrative completion before transferring projects from construction phase to operation and maintenance status.
Attends various meetings and coordinates with other City departments and various local, state, and federal agencies regarding implementation and explanation of new programs, problem resolution, and explanation of policies and objectives of the City.
Provides recommendations for the development of revenue programs which recover the City’s cost of providing engineering services.
Performs preliminary engineering review and consultation on various public and private projects with various developers, designers, and project engineers; reviews maps, plans, specifications, and projects for compliance with sound engineering practice and existing laws; and reviews initial studies and environmental impact reports for adequate mitigation of infrastructure impacts.
Negotiates, in conjunction with other City management, all developer agreements and reimbursement agreements, in order to provide for the orderly and equitable administration of developer contributed assets.
Develops and implements City standards and procedures for engineering related functions; maintains City’s construction records.
Prepares and presents comprehensive technical reports and economic analysis, including the comprehensive Fee Schedule analysis and comparison studies, estimates for operational and capital budgets, manpower projections and traffic safety, and engineering analyses. Compiles annual Public Works Department fee schedule and listings of fees to build, plans and schedules long-range engineering, planning programs, and environmental impact reports.
Prepares city policies and guidelines for engineering activities including the installation of traffic control devices, traffic calming policy, pavement markings, street lighting, and various studies to meet the operational needs of the City.
Selects, trains, motivates, and evaluates engineering personnel; provides or coordinates staff training; works with employees to correct deficiencies; prepares performance evaluations, professional development plans, and performance improvement plans.
Manages the City’s construction inspection services which include the collection of fees.
Oversees inspection work orders and proper receipt of assets; monitors development activities as necessary to ensure that easements, land and other assets are transferred into the City’s name.
Plans, organizes, coordinates, directs, and/or conducts administrative and Assistant Public Works Director management studies relating to the City’s Public Works Assets and Services.

THE POSITION
Essential duties and required skills include but may not be limited to the following:
Administers construction contract activities and construction operations.

Provides recommendations for the development of revenue programs which recover the City’s cost of providing engineering services.
Performs preliminary engineering review and consultation on various public and private projects with various developers, designers, and project engineers; reviews maps, plans, specifications, and projects for compliance with sound engineering practice and existing laws; and reviews initial studies and environmental impact reports for adequate mitigation of infrastructure impacts.
Negotiates, in conjunction with other City management, all developer agreements and reimbursement agreements, in order to provide for the orderly and equitable administration of developer contributed assets.
Develops and implements City standards and procedures for engineering related functions; maintains City’s construction records.
Prepares and presents comprehensive technical reports and economic analysis, including the comprehensive Fee Schedule analysis and comparison studies, estimates for operational and capital budgets, manpower projections and traffic safety, and engineering analyses. Compiles annual Public Works Department fee schedule and listings of fees to build, plans and schedules long-range engineering, planning programs, and environmental impact reports.
Prepares city policies and guidelines for engineering activities including the installation of traffic control devices, traffic calming policy, pavement markings, street lighting, and various studies to meet the operational needs of the City.
Selects, trains, motivates, and evaluates engineering personnel; provides or coordinates staff training; works with employees to correct deficiencies; prepares performance evaluations, professional development plans, and performance improvement plans.
Manages the City’s construction inspection services which include the collection of fees.
Oversees inspection work orders and proper receipt of assets; monitors development activities as necessary to ensure that easements, land and other assets are transferred into the City’s name.
Plans, organizes, coordinates, directs, and/or conducts administrative and Assistant Public Works Director management studies relating to the City’s Public Works Assets and Services.
