Job Description

The Workforce Data Analyst is responsible for developing and presenting data analytics of a complex nature, utilizing extensive knowledge of data collection and interpretation, public data sources, the proprietary CRM (Customer Relationship Management) and relational SQL databases, and data visualization software for Jefferson County Human Services. Create a variety of charts, metrics, maps, and special custom reports for the department/division for use in program performance evaluation and management, standard operations, quality control, strategic imperatives, and in understanding relevant economic and local professional occupational industry conditions. Orchestrate communications with staff, management, IT, administrative leadership, and other internal and external partner agencies and stakeholders to ensure accurate data reporting and effective delivery of services, discuss additional data and information needs, and optimize the process of data analysis from initial research to presentation. Complete special projects that enhance the overall effectiveness of the department/division. Function as a member of the Workforce Quality Assurance Team by providing technical assistance to staff on formula and discretionary grant regulations and reporting, including reading, interpreting, negotiating, and writing policies and procedures. Assist local and state staff with managing the proprietary CRM and relational SQL databases. The ideal candidate will be a solutions-driven professional who functions as a member of the Workforce Quality Assurance Team by providing technical assistance to staff on formula and discretionary grant regulations and reporting, including reading, interpreting, negotiating, and writing policies and procedures. Assist local and state staff with managing the proprietary CRM and relational SQL databases. Collaborate with subject matter experts and as a key member of the Colorado Workforce Intelligence Data Expert (WIDE) team.

Schedule:

This position is scheduled to work four, 10-hour days as a part of our 4-day business week. However, due to business needs, this positionmay be required to work after hours to support management staff.

Compensation:

Target Hiring Rang e: $ 63, 162.34 - 75,004.17 USD Annua l

Essential Duties:

  • Research, extract, interpret, validate , format, analyze, report, and present program and economic data. Present complex data in written documents, infographics, visualization tools such as Tableau and Excel, and through frequent formal verbal presentations to staff, management, boards, and other stakeholders. Map and design database tables in the SQL server for housing and ETL (Extract, Transform, Load) of proprietary CRM data. Write SQL queries using SQL Server Management Studio (SSMS) to produce data files for custom reports.
  • Perform economic research and analysis, and local professional occupational industry research and analysis, including occupational wage and growth analysis.
  • Maintain proficiencies in systems and applications/software required to collect, extract, analyze, and report complex data. Provide system and software instructions and guidance to staff. Ensure systems are continuously working by troubleshooting and resolving problems. Adapt to changing or emerging technology by learning new software programs or other tools for improved data and economic analysis.
  • Plan, organize, secure, monitor, and manage activities and resources to bring about the successful completion of data, economic, and policy project goals and objectives .
  • Collaborate with management and other program leaders to formulate short and long-range program goals and objectives . Develop strategies to meet performance measures. Advise management on issues related to data analytics and identify emerging trends to assist in the development of focused strategies and intended solutions. Make recommendations concerning necessary changes for the collection of data.
  • Provide analysis, interpretation, and guidance on workforce policies, procedures, laws, and regulations to staff and management. Compare practices to local, state, and federal requirements and determine if the practices are acceptable. Write policies and procedures. Negotiate, with staff and management, the content of written policies and procedures. Review policies and procedures with staff as necessary.


  • Provide technical assistance and training to staff and management in the use of custom reports and new or existing systems and processes. Decide who requires training/re-training, when and where training will be held and the content and presentation of the training. Mentor staff and interns on data projects. Develop data standard procedures and training for staff.
  • Perform research for the department as needed, including the impact of programs on the well-being of various demographics and demographic equity analysis, the impact of local housing costs and conditions on the local workforce and economy, assistance with community development projects, the collection and analysis of data for human service programs.
  • Track proprietary CRM database usage, including data entry accuracy and activity. Review and resolve data abnormalities. Monitor database errors and corrections, and determine who is responsible, how each error must be corrected, who will make the correction, or if a programming bug exists. Collaborate with the CDLE MIS team regarding database and program reporting changes. Ensure integrity and quality of data by testing and troubleshooting the proprietary CRM databases and relevant reporting software.

Minimal Qualifications:

  • A bachelor's degree AND
  • A Minimum of 3 years of professional experience working with a variety of systems, data, and reporting technologies.
  • OR any combination of education and experience.


Preferred Qualifications:

  • Experience in a fast paced, deadline driven, and changing environment, where individually responsible for producing accurate detailed and summary reports essential to organizational and team success
  • Experience with ownership of business problem resolution using data analysis, data collection, and reporting
  • Experience summarizing, visualizing, and presenting key information to both business and technical teams.
  • Experience implementing and/or developing enterprise-class Business Intelligence tools such as Tableau, or similar
  • Experience working with version control systems such as Git and experience using scripting languages for data manipulation such as Python
  • Applicable experience in elections and/or with elections related data


  • Basic project management experience and ability to apply it in managing one’s workload and/or in directing the work of others
  • Solid understanding and experience applying relational database theory and practice
  • Highly proficient in one or more relational database technologies; creating relational database schemas and data models; understanding and building complex queries, stored procedures, functions, and views; and creating dynamic links between databases and other Microsoft 365 applications like Excel, Word, and Forms
  • Highly Proficient in creating filtered views, pivot tables, graphs/charts, advanced formulas, and linked tables in Microsoft Excel
  • Ability to quickly and independently understand and apply complicated ideas, as well as learn and adapt to new hardware and software solutions
  • Ability to effectively organize, present, and explain complex information to a variety of audiences
  • Self-motivated and self-reliant with ability to organize, plan, prioritize, and manage one’s time effectively
  • Ability to work both independently and as part of a cross-functional team
  • Experience in grant management, specifically around budget development and spending allowability
