MoDEx Information Technology Specialist - Department of Public Safety, Office of the Director

Since September 11, 2001, law enforcement professionals have seen the need for information sharing to combat terrorism as well as crime in their jurisdiction. The Missouri Data Exchange (MoDEx) process began with an overarching goal to link and share criminal justice information across jurisdictional boundaries. Since December of 2019 MoDEx started a multiyear upgrade process to expand and improve the existing law enforcement information sharing capabilities within Missouri.

The Department of Public Safety, Office of the Director is seeking a MoDEx Information Technology Specialist. This position serves as a dedicated MoDEx IT staff member that can expedite the process for adding new agencies to the various information technology systems within the MoDEx process, as well as manage the daily IT demands with all the various systems to ensure the MoDEx process functions properly.

Job Description:

  • Work with outside Record Management System (RMS) and Jail Management System (JMS) vendors IT staff to establish SFTP and web-service connections to the State network to facilitate the sharing of Criminal Justice information related to the Missouri Data Exchange (MoDEx) and the Missouri Victim Automated Notification System (MoVANS).
  • Monitor the flow of information into and out of MoDEx and MoVANS to ensure records are transferred in a timely and accurate manner.
  • Work directly with technical contacts associated with MoDEx and MoVANS participants to ensure that data is syncing correctly between the various systems and interfaces.
  • Troubleshoot any technical problems that arise concerning missing or incomplete data that is submitted to the MoDEx and MoVANS programs.
  • Onboard new RMS and JMS vendors/agencies that wish to begin participating in MoDEx and/or MoVANS, to include assisting with the testing and validation of records being submitted by these partners.
  • Make code changes, as required, to MoDEx and MoVANS applications and interfaces in order to fix bugs and/or enhance functionality.
  • Make recommendations concerning resources that are allocated to the MoDEx and MoVANS applications and associated infrastructure.
  • Perform other IT functions as assigned to facilitate criminal justice information sharing.


Work Schedule : An employee in this position works an eight-hour shift as directed; however, working hours are subject to change at the discretion of the commanding authority.

Job Location: This employee will work at the Missouri State Highway Patrol-CJIS Division located at 1510 E. Elm Street but will be an employee of the Missouri Department of Public Safety-Office of the Director.

Required Knowledge, Skills, and Abilities:

  • Working knowledge of the principles of computer programming and systems analysis, design, testing and documentation as it relates to the agile scrum methodology, concepts, and practices.
  • Working knowledge of the general operating principles and capabilities of computer hardware and software.
  • Knowledge of software development languages and software development tools.
  • Knowledge of information technology platforms.
  • Knowledge of database management systems.
  • Knowledge of the principles of project management as it relates to the agile scrum methodology, concepts, and practices.
  • Knowledge of continuing trends and developments in software development languages and tools.
  • Knowledge of the agency's functions and inter-relationships.
  • Knowledge of the information strategic planning process.
  • Knowledge of the systems management process.
  • Possess successful time management techniques.
  • Possess good organizational skills.
  • Ability to learn how to effectively coordinate/organize projects involving multiple organizations and/or groups.
  • Ability to learn and apply agile scrum methodology successfully in project management and application support.
  • Ability to learn to comprehend, analyze, diagnose, and effectively modify applications and/or their programming.
  • Ability to prepare and maintain standards, policies, procedures, guidelines, and technical manuals.
  • Ability to handle restricted and confidential information in a professional manner and maintain the information as such.
  • Ability to communicate in English clearly and concisely, both orally and in writing.
  • Ability to establish and maintain harmonious working relations with others.
  • Ability to work with material that may be of a sexual nature relating to criminal activity (e.g., written material, photographs, and/or verbal language, etc.).
  • Ability to work hours as assigned.


Preferred Knowledge, Skills, and Abilities:

  • Familiar with local, state, and federal cyber security resources


Qualifications:

Possess a Bachelor's degree from an accredited four-year college or university with at least fifteen (15) credit hours in Computer Science, Computer Information Systems, Information Technology, or related field.
