This position is scheduled to receive salary range increases on the following dates:

Effective June 28, 2024 - 4.25% increase

Effective June 27, 2025 - 4.00% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

OC PUBLIC WORKS
OC Public Works provides services on a regional basis to unincorporated areas, cities, and other County agencies and departments. The primary mission of the department is to protect and enrich the community through the sustainable delivery of projects and services. OC Public Works is a unique County department comprised of ten service areas: Administrative Services; OC Development Services; OC Fleet Services; OC Facilities Design & Construction; OC Facilities Maintenance & Central Utilities; OC Environmental Resources; OC Operations & Maintenance; OC Construction; OC Infrastructure Programs; and OC Survey.

O C CONSTRUCTION
OC Construction provides construction management services for road, bridge, bikeway, and flood control capital improvement and maintenance projects, manages the County's pavement maintenance program, and performs quality assurance testing of construction materials for County construction projects. OC Construction is a service area of OC Public Works.

T HE OPPORTUNITY
OC Public Works - OC Construction is seeking an Engineering Technician for its Special Projects/Pavement Management unit. This position supports our Pavement Management Unit in the execution of the 7-Year Pavement Maintenance Improvement Plan by determining the scope of work, cost estimates, and specifications of various maintenance & repair projects within unincorporated Orange County and other County of Orange agencies.

Such projects include Job Order Contract (JOC) projects such as slurry seal, asphalt overlays, road & sidewalk repair, rehabilitation, and other pavement projects throughout the County of Orange.

Incumbents in this position work primarily in the field about 70% of the time. The job duties include, but are not limited to:
  • Preparing the scope of work for pavement and asphalt maintenance, rehabilitation, and repair projects
  • Preparing engineering cost estimates, plans, and exhibits
  • Preparing the specifications required for Pavement Management projects
  • Working closely with project managers, civil engineers, managers, contractors, and public stakeholders
  • Collecting field data related to pavement maintenance


DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
Two (2) or more years of direct experience related to field data collection and analysis, advanced computer skills, and civil engineering design including, but not limited to, Computer Assisted Drafting (CAD), quantity take-offs, and cost estimating is highly preferred.

In addition to the above, the successful candidate will possess the following core competencies:

Technical Expertise and Knowledge
  • Knowledge of the principles, practices, and mathematics used in engineering design and construction, including but not limited to percentages, fractions, decimals, volumes, ratios, present values, spatial relationships, and statistics
  • Knowledge of Computer Aided Drafting (CAD)
  • Experience with engineering software suites such as AutoCAD, GIS, Bluebeam, and BIM
  • Experience with Microsoft suite such as Word, Excel, PowerPoint, and Power BI.
  • Knowledge of plans, estimates, engineering reports, and specifications
  • Ability to follow specific procedures for inspecting existing field conditions of asphalt, concrete, and other pavement surface materials
  • Ability to estimate project costs and determine the scope of work of various maintenance and rehabilitation projects.
  • Experience with public works infrastructure
  • Some knowledge of ADA rules, regulations, and specifications
  • Some knowledge of the Job Order Contracting (JOC) process
  • Some knowledge of pavement preservation
Analytical Skills and Problem-Solving Skills
  • Ability to analyze data and establish criteria to determine consequences and identify and select alternatives
  • Ability to exercise independent judgment, decisiveness, and creativity in situations involving the evaluation of information against measurable criteria
  • Ability to solve simple mathematical problems and perform precise engineering-related computations using algebraic, geometric, and trigonometric formulas
Communication Skills
  • Ability to communicate orally and in writing with project managers, engineers, architects, contractors, developers, consultants, and the public
  • Ability to communicate technical and complex information in a clear, easy-to-understand manner to a wide variety of audiences
  • Ability to draft technical reports and correspondence
  • Ability to establish and maintain collaborative and positive working relationships with others

LICENSE REQUIREMENTS
This position requires a California Class C driver's license

RECRUITMENT PROCESS
