Job Summary/ Objective:

Performs professional work in the review and inspection of land development and public improvements; assures compliance with County ordinances as well as State and Federal Laws. Performs responsible professional, technical and administrative work in support of the erosion and sediment control and storm water management requirements of County Ordinances.

Essential Functions:
  • Review erosion and sediment control plans, storm water management plans, mitigation plans, and building permit applications for compliance with the County’s Water Protection Ordinance and State design standards and guidelines.
  • Perform field inspections of roads, drainage improvements, grading, stormwater management (SWM) facilities, and erosion and sediment control (ESC) measures.
  • Coordinate with applicants, other departments or divisions, and outside agencies as part of the development review process.
  • Assist in development of processes to improve the development review program.
  • Interpret technical plans and specifications and perform field inspections to determine conformance with the County’s Water Protection Ordinance and specific project design criteria.
  • Make recommendations for improving the County’s Erosion Control Program.
  • Prepare estimates for project-related costs on erosion and sediment control bonds, water quality bonds, road bonds and other construction cost estimates.
  • Performs related work as required.


Competency: Knowledge/ Skills/Abilities:

  • Thorough knowledge of terminology, practices and techniques of erosion and sediment control and stormwater management design standards and specifications.
  • Working knowledge of road, drainage and grading design and construction practices.
  • Working knowledge of ESC and SWM calculations and general surveying methods.
  • Substantial knowledge of soils mapping, types and engineering properties, as related to SWM and ESC measures.
  • General knowledge of County and State ESC and SWM regulations.
  • Work effectively with contractors, engineers, and the general public to resolve conflicts.
  • Working knowledge of computers, tablets, Microsoft Office Suite tools, and other tools essential to the effective performance of this position.
  • Maintain effective professional relationships with contractors, developers, and the public.
  • Effectively read and interpret construction documents, including ESC plans, Stormwater Pollution Prevention Plans, Pollution Prevention Plans, and SWM plans.
  • Express ideas clearly and concisely, orally and in writing.
  • Effectively enforce VSMP/VESCP program inspection requirements.


Required Education and Experience:

  • Any combination of education and experience equivalent to graduation from an accredited college or university with coursework in civil engineering or construction.
  • Minimum two years of experience in site development, site design, or surveying.
  • Virginia Department of Environmental Quality (DEQ) ESC Plan Reviewer and ESC Inspector certifications required within 6months of start date.
  • DEQ SWM Plan Reviewer and SWM Inspector certifications required within 12 months of start date.


Preferred Qualifications/Certifications:

  • Possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia.


Physical and Mental Requirements:

  • Tasks involve frequent vehicle operation.
  • Extensive walking on construction sites over difficult terrain and steep slopes, and activities such as climbing over and around structures in various stages of construction.
  • Occasionally lifting and carrying moderate weight (15-25 lbs.) objects and is required during adverse weather conditions.
  • At all times, this requires consistent alertness to avoid potentially hazardous situations.
  • Regular contact with the public, staff, construction personnel, County officials, and design professionals.

Remote Work:

This position is not eligible for remote work. All County staff must maintain residence within the Commonwealth of Virginia.

The Salary Range:

The hiring range for this position is $29.13 - $32.20 hour (approx. $60,598 - $66,977 per year.) Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
