A vacant position currently exists in Central Office, Division of Offender Rehabilitative Services for an Assistant Division Director to the DORS Director. The individual in this position must possess supervisory and managerial skills as well as organizational skills and effective written and oral communication skills and have experience managing budgets. The individual must be capable of making sound decisions and must be detail oriented. Knowledge and ability to use DOC computer equipment is beneficial. Although the position reports directly to the DORS Director, the individual assigned should be capable of working on an independent basis with minimal supervision.

The position entails a variety of responsibilities, which include but are not limited to:
  • Participates in the development of DORS budget requests; monitors expenditures according to budget allocations/appropriations; and assists in the overall DORS budget preparation and management and communicate to the DORS team.
  • Conducts special projects, special studies, and operational analyses as assigned. This includes preparing and/or reviewing reports and related information to evaluate existing resources, policies, procedures, and practices.
  • Acts as a change agent to help facilitate effective deployments/modifications to current practices.
  • Serves as DORS's liaison for the information technology steering committee.
  • Participates in contract evaluations and contract oversight.
  • Participates in oversight of DORS’s policies and procedures.
  • Participates in the oversight of DORS’s vacancies and positions.
  • Reviews and evaluates the effectiveness of new policies, procedures and management systems, etc.
  • Oversees and/or independently reviews and evaluates the organizational effectiveness and operational management for an assigned program, division, department or other designated organizational unit.
  • Reviews and prepares responses on proposed legislation that may affect DORS. In addition, analyzes and interprets potential legislation for its effect on DORS.
  • Evaluates and prepares fiscal notes on bills affecting DORS.
  • Participates in necessary conferences, training sessions, committees, procedural workgroups, and meetings as assigned.
  • Supervisions of team members
  • Other duties as assigned.

Minimum Qualifications:

4 years of professional experience in social services, education, workforce development, probation and parole, corrections casework, guidance and counseling, mental health, health, substance abuse, law enforcement, public or business administration, or a closely related area.

Preferred Qualifications/Skills:
  • extensive knowledge of state laws, policies, rules and regulations that impact divisional operations,
  • extensive knowledge of offender supervision practices, strategies, and objectives of institutional programming,
  • detailed knowledge of divisional operations, fiscal and personnel operations, and divisional statistics,
  • the ability to establish and maintain effective collaborative relationships with state agency officials, department and divisional officials, co-workers, employees, and the public, and
  • extensive written communication skills and the ability to effectively communicate divisional policies, goals and objectives.

Some positions are eligible for a shift differential of $173.34 semi-monthly, which is provided to employees with shifts that begin on or between 12:00pm (noon) and 5:00am, and who work at a 24/7 worksite (i.e. institution, transition center, supervision center, or command center), or whose work requires regular visits to these locations. If selected for interview, eligibility may be discussed at that time with the hiring manager.
