Job Description

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Either 1. three years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;

Or 2. an associate's or higher level degree or 60 college semester credit hours AND one year of supervisory experience in the construction, operation or maintenance of a park, recreational facility, or campus.*

*A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Transfer Opportunity: Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

**For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description

Under the general direction of the Park Manager, the incumbent will be a working supervisor responsible for planning, coordinating, and overseeing park operations within Midway State Park. The incumbent performs a variety of administrative duties; plans, assigns, and assists with the completion of work projects; assists in the development and implementation of departmental schedules and procedures; and may function as the first-in-command when needed. Duties include, but are not limited to:
• Supervise the day-to-day operations of the grounds and cleaning department and ride staff.
• Respond to patron issues or complaints in a courteous and professional manner.
• Prioritize and assign work to meet deadlines for job assignments that are under time restrictions.
• Provide general oversight regarding park upkeep and upcoming events.
• Draft schedules and approve timecards using the Leave and Attendance Tracking System for permanent and seasonal employees as needed.
• Provide training with respect to agency and departmental policies and procedures, park rules and regulations, and assigned equipment operation.
• Provide ongoing communication with staff on pressing issues and current events.
• Track inventory, identify needs, and process requests for departmental supplies and materials.
• Obtain approval, procure materials and supplies, and reconcile purchases using the Budget Expenditure Tracking System and Statewide Financial System in a timely fashion following state purchasing guidelines.
• Attend and conduct meetings as needed to plan work projects and work cooperatively with all departments to complete projects in a timely and safe manner.
• Supervise and perform administrative duties in support of the park including preparation of various reports which include, but are not limited to seasonal progress evaluations, automated external defibrillator inspections, fire extinguisher inspections, playground inspections, and utility usage reports.
• May assist in the execution of departmental responsibilities in the absence of subordinate staff.
• Monitor all pesticide and herbicide applications within the park, and assure proper handling, storage, use, and disposal.
• Assist grounds supervisor with hazardous tree assessment.

OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must possess Hazardous Tree assessment certification or be able to obtain certification within the probationary period.
• Must possess Game of Logging 1 and 2 or be able to obtain them within the probationary period as a term and condition of employment.
• Must be able to follow written direction as well as accurately record and document required information.
• Must be able to communicate effectively with park and administrative staff and park patrons.
• Must have good organizational skills, accuracy, and the ability to multi-task.
• Must have basic computer skills including use of the internet and a working knowledge of Microsoft 365 Office programs including Word, Outlook, Excel, and Teams.
• Must be able to answer general questions about the park from patrons and employees.
• Must be able to give presentations about the park.
• Experience in accounting and revenue tracking is preferred but not required.
• Must have the ability to perform medium to heavy physical labor.
• Must be able to work a variable schedule, including evenings, weekends, and holidays.
• Must possess pesticide applicator’s license or to be able to obtain one during probationary period.
