Salary: $2,291.67 - $2,708.34 semi-monthly *Salary may be commensurate of education and/or experience

Job Location: This position is with the Missouri Department of Natural Resources, Division of Administrative Support, and will be located at the Lewis & Clark State Office Building at 1101 Riverside Drive, Jefferson City, MO 65101. This position may be eligible for a hybrid work location schedule.

The department is seeking a senior-level budget analyst who is an independent thinker, can develop and oversee individual and team work assignments, takes initiative, and collaborates effectively with others. The successful candidate will assist and oversee budget analysis and development, perform fiscal analysis, and develop funding assumptions and scenarios. The individual will work closely with other department and division-level budget and fiscal staff.

What you'll do:
  • Collaboratively develop fiscal year budget schedule for department programs and divisions
  • Provide technical assistance and advice to division and program staff for budget preparation
  • Review, analyze, and assist with performance measurement development and improvement
  • Ensure budget proposals (cores, program descriptions, new decision items, coding, and other financial data) is accurate, complete, and conforms with policies and procedures
  • Assist in the development and coordination of analyses, information, and justifications to department management, the Legislature, and Office of Administration Budget and Planning
  • Analyze appropriation bills for potential budgeting and financial effects
  • Review and analyze fiscal notes impacting assigned divisions and programs
  • Query and extract data, develop detailed financial reports and executive reports/summaries
  • Analyze and monitor allocations (appropriations, expenditures, lapse) for assigned divisions and programs
  • Analyze and interpret the department's financial data for reasonableness, financial solvency, attainment of goals and objectives, fiscal impact, future effects, and desired outputs; and present findings, recommendations, and suggested alternatives to division and department management
    • Review and maintain complex fund solvency data and projections (revenues, expenditures, lapse) for assigned divisions and programs
    • Look for alternative funding opportunities and approaches and provide recommendations
  • Prepare SAM II budget control documents for assigned divisions and programs and keep program director apprised of spending issues that occur as the fiscal year progresses
All you need for success:

Minimum Qualifications
  • Bachelor's degree and 2-4 years of relevant experience (substitutions may be allowed)
  • Proficiency with Excel
  • Strong verbal and written communication skills
  • Skilled at handling fast-paced environments, last-minute deadlines, and stressful situations
  • Strong networking and relationship-building skills, including negotiation and conflict management
  • Ability to formulate an opinion and explain your decision
  • Ability to work overtime as needed, especially during the Budget preparation time-frames
Preferred Qualifications
  • Familiarity with the statewide accounting system (SAM II Financial and HR), and the data warehouse is strongly recommended
  • Proficiency with reporting/querying software (Microsoft Access)
  • Knowledge of the State of Missouri's budget process
