Job Description

THE POSITION

With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice.

THE POSITION

This position is within the Development Engineering section of the Engineering Services Division, within the Department of Public Works. This position serves as the subject matter expert related to the subdivision map act and mapping process. This position also manages technical staff responsible for reviewing mapping related applications submitted by developers and surveyors.

The ideal candidate has both field experience in leading a survey crew and experience in developing and processing final maps, parcel maps, lot line adjustments, lot mergers, and other related mapping applications submitted to a government agency for review and approval. DEFINITION

Under general direction, the Licensed Land Surveyor performs responsible professional, supervisory work directing the operations and functions of the City’s Mapping Section; oversees the review and processing of all private and public development activity within the City for conformance of master, parcel, and final maps, lot line adjustment/lot mergers, acquisitions, dedication of easements, rights-of-way and parcels; resolves difficult survey issues; and certifies final subdivision maps and related documents.

DISTINGUISHING CHARACTERISTICS

This is a single class position. The Licensed Land Surveyor performs technical survey work and supervises the Mapping Section. Work is technically complex and impacts private and public development activities within the City. Duties include extensive involvement with private developers and other City agencies to ensure compliance and to expedite processing. This classification differs from engineering classes in that it is the sole licensed professional in the survey field and performs both supervisory and oversight work as well as responsible professional technical work.

SUPERVISION RECEIVED AND EXERCISED

General direction is provided by a higher level manager or division head. Responsibilities include the direct and indirect supervision of professional, technical, and clerical staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Depending upon the assignments, duties may include, but are not limited to, the following:

- Organizes, supervises, and reviews the work of professional and technical staff engaged in the review and processing of private and public development activity within the city for conformance of master, parcel and final maps, lot line adjustment/lot mergers, acquisitions, dedication of easements, rights-of-way and parcels; reviews City abandonment council reports for technical accuracy and legal conformance.
- Develops and implements policy and procedures for technical staff in review, processing, coordination, and approval of map check and certificates of compliance for public and private development; provides technical advice to subordinate personnel in solving difficult assignments.
- Directs the processing of subdivision maps and maps of surveys for filing as required by the Subdivision Map Act and Land Surveyor’s Act, and local ordinances; initiates and presents all subdivision maps for council approval; directs the processing of various projects relative to special districts, annexations, right of ways, and related projects; maintains records and archives of maps, street ties, benchmarks, certificates of compliance, easements, and deeds for public and City staff access.
- Meets with private engineers and land surveyors relative to research on subdivisions, surveys, or relative to problems involving projects; responds to requests for information and complaints related to the City’s mapping process and services; recommends and establishes technical requirements and approves professional service agreements for mapping services on development-related projects.
- Represents the City as the City Surveyor at meetings, hearings, and presentations.
- Other related duties may also be performed.

QUALIFICATIONS

Knowledge of:

- Principles, practices, methods, and techniques of land surveying pursuant to the Board of Registration for Engineers and Land Surveyors.
- Applicable Federal, State, and local laws, rules, and regulations including Subdivision Act, Land Surveyor’s Act, and Federal Land Division Requirements.
- Development guidelines.
- Mathematics through trigonometry as applied to land surveying and pertinent standard engineering calculations.
- General principles and practices of civil engineering as applied to land surveying.
- Modern developments, current literature, and sources of information regarding the assigned area of engineering.
- Principles and practices of supervision and administration.
- English language, grammar, and construction of technical and business reports.

Skill in:

- Supervision of personnel.
- Problem solving utilizing limited resources.
- Use of automated engineering and survey aids including computer hardware and software.

Ability to:

- Manage, plan, assign, and supervise the work of a staff.
- Establish and maintain effective working relationships within various work groups.
- Communicate effectively both orally and in writing.
- Apply required knowledge to work and resolve technical problems of considerable difficulty.

EXPERIENCE AND EDUCATION

Experience:

Three years of experience performancing licensed land survey work, including two years of supervisory experience.

Substitution:

A Bachelor's degree from an accredited college or university with major coursework in surveying, civil engineering, or a closely related field may substitute for two years of experience performing licensed land survey work.

SPECIAL QUALIFICATIONS

Driver’s License:

Possession of a valid California Class C Driver’s License at the time of appointment. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.

Certifications:

Possession of a valid State of California Certificate of Registration as either 1) a professional engineer if registered prior to 1982; or 2) a Land Surveyor.
