Job Description

ENGINEER IV - AT WILL

Multiple vacancies with the Resource Management Agency (RMA), located in Visalia, CA. This recruitment will establish an employment list to fill current and future vacancies with the agency. the anticipate life of the employment list is six months. This position is responsible for the management and delivery of multiple projects and the coordination and supervision of multi-disciplinary teams of county professionals and consultants.

Typical Duties

Act as supervising engineer on one or several design, construction, maintenance or specialty projects; direct the work of engineers, survey parties, drafters and aides in the preliminary studies, laws, designs, estimates and final reports for engineering projects; research laws; perform complex engineering work pertaining to drainage systems, bridges, rural and urban highways, right-of-way calculations, legal property descriptions and material coordination, water and wastewater systems, flood control systems, and/or other related disciplines; schedule, coordinate and direct construction projects; administer contracts, inspect work in progress, approve final work; review and check final plans and supervise progress of projects; make field inspections to insure compliance with laws and County standards and practices; direct maintenance and operation of flood control facilities; make engineering and economic feasibility studies; supervise issuance and inspection of encroachment and overland permits; prepare specifications and related documents used to secure project bids; act as liaison agent for the County in negotiations for agreements and contracts with public agencies, consultants and the general public; prepare contract status reports and environmental impact reports; handle correspondence relating to engineering matters; speak to public groups; interview, select and train new employees; assist with preparation of the annual division budget; maintain records and files.

Employment Standards

MINIMUM QUALIFICATIONS
Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Education/Experience : Equivalent to graduation from an accredited college or university with major course work in civil engineering or a closely related field and four (4) years of progressively responsible experience in civil engineering, one (1) of which was in a lead supervisory capacity.

Knowledge of: Civil Engineering principles and practices; surveying practices and laws; Civil engineering calculations; construction methods and materials; Federal, State and County laws governing contract specifications; advanced math including trigonometry and calculus; supervision and management methods; Federal, State and County ordinances pertaining to highway design, construction and maintenance, subdivision and flood control and safety; local, County, State and Federal design standards; cost analysis and budget preparation; record and filing systems.

Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; write contract specifications, agreements, property descriptions and environmental impact reports; analyze and solve technical civil engineering problems; give verbal instructions; make cost analyses of projects; interpret budget and financial reports; use patience, tact and courtesy to deal with employees and the public under various circumstances; organize and schedule work; interview job applicants; evaluate employees' performance.

License or Certificate:
  • Possession of, or ability to obtain an appropriate, valid California driver's license,
  • Possession of or ability to obtain by time of appointment registration as a professional engineer as issued by the State Board of Professional Engineers, Land Surveyors, and Geologists.

DESIRABLE EMPLOYMENT STANDARDS

Knowledge of: Environmental elements and requirements of the National Environmental Policy Act and the California Environmental Quality act relevant to Tulare County.

Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave : 12 set days and 1 personal holiday.

Vacation Accrual :

2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

Group Term Life Insurance : $10,000; Provided by Standard Insurance Company.

Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled. Provided by Standard Insurance Company.

Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation : A voluntary deferred compensation plan is available.
