The Position:

The Supervising Human Resources Analyst plans, organizes, supervises, and participates in the work of staff providing a variety of professional and advanced level research and analytical activities in support of the City's Human Resources management programs.

The Ideal Candidate:

Employee Relations: The ideal candidate will be an established public sector labor/employee relations professional with experience in managing progressive discipline, employee training and development, and assisting with labor relations and negotiations. The incumbent will be detail oriented and have lead or supervisory experience in a municipal government agency.

 

Recruitment & Selection: The ideal candidate will be an established public sector recruitment and classification and compensation professional with experience managing full-cycle recruitments from requisition to hire utilizing the NEOGOV applicant tracking system. The incumbent will be a forward-thinking strategist with the ability to source and hire exceptional talent, provide detailed classification and compensation analysis in order to make recommendations that best align with City and department goals and initiatives; and have lead or supervisory experience in a municipal government agency.

 

The Supervising Human Resources Analyst will supervise a team of human resources professionals, foster a high-performance culture focused on process improvement, efficiency, and consistency. Both ideal candidates must be politically savvy and professional with excellent interpersonal skills, possess strong organization skills and work well in a high volume environment.

Minimum Qualifications

 

Education and Experience:

Equivalent to a Bachelor's Degree from an accredited college or university in Business, Public Administration, Human Resources, Psychology, or a closely related field;

 

AND

 

Three (3) years of professional human resources experience in recruitment and selection, benefits, risk management, or employee relations; OR an equivalent combination of education, training, and experience.

 

Licenses, Certifications, and Equipment:

A valid State driver's license is required.

City Benefits:

The City offers an attractive compensation and benefit package, that includes:

  • Retirement - Participation in the California Public Employees' Retirement System (CalPERS). Tier I Employees hired before 10/3/11: CalPERS 2.7% at 55; Classic members with less than 6 months separation: CalPERS 2% at 55, single highest year plan. New members, CalPERS 2% at 62, three highest year average plan.
  • Health Insurance
  • The City contributes $1,125.00 (Employee Only), $1,377.00(Employee+1), or $1,841.00(Employee+Family) for medical, dental and vision premiums.
  • Eligible employees who waive all medical, dental, vision, supplemental life, and supplemental AD&D benefits will receive an annual “Health Insurance Waiver Stipend” of $4,000.00 every first paycheck of December.

 

  • Leave
  • Administrative Leave - 80 hours annually, upon hire; accrued annually July 1st of every fiscal year.
  • Vacation - 80 hours annually , accrued bi-weekly; available for use after one (1) year.
  • Sick Leave - 96 hours annually, accrued bi-weekly; available for use after ninety (90) days.
  • 13 holidays, plus 18 hours of floating holiday time.

 

  • Life & Accidental Death and Dismemberment Insurance - The City provides Term Life and Accidental Death & Dismemberment (AD&D) Insurance.
  • Other - Optional Deferred Compensation Plan, flexible benefits plan, pre-tax childcare plan, employee assistance program, and all other benefits which are received by Management/Confidential unit employees of the City per Memorandum of Understanding.
