Legal Counsel

DOLIR Office of General Counsel

Annual Salary Range: $66,000 - $76,000

This position provides legal advice and work product in a variety of matters for the Department. An attorney in this position will exercise discretion and independent judgment under the direction of the Department's general counsel within the framework of statutes, regulations, and policies governing the Department and its operations.

What you will do:
  • Provide legal support to the divisions of the Department.
  • Research and prepare memos on a variety of legal issues including workers' compensation law, labor standards, employment security, and other areas of administrative law.
  • Assist the Division of Workers' Compensation with questions regarding Medical Fee Disputes, Line of Duty Compensation Fund, and Tort Victims Compensation Fund.
  • Prepare and review contracts, leases, and other legal documents.
  • Respond to requests under the Missouri Sunshine Law.
  • Represent the Department in hearings before administrative tribunals in prevailing wage, unemployment tax, and unemployment benefit matters.
  • Prepare appellate briefs in cases involving unemployment benefits and argue those cases in Missouri appellate courts.
  • Represent the Department in a variety of litigation in trial courts, which may include subpoena enforcement and defense, collection actions, bankruptcy claims, defense of liens on real property, housing discrimination, and child labor claims.
  • Serve as a neutral mediator in employment discrimination disputes filed with the Missouri Commission on Human Rights.
  • Assist in responding to comments and inquiries from private citizens and public officials.
All you need for success:

Qualifications
  • Applicants must be licensed to practice law in Missouri and be in good standing with the Missouri Bar.
Desired Attributes
  • Applicants must possess strong research and writing skills and should be comfortable drafting a variety of legal documents including motions, memos, and appellate briefs.
  • Two or more years of experience in employment law, workers' compensation, insurance law, state administrative law, or related fields is preferred.
