Division of Academic Affairs Administrator III RESPONSIBILITIES & DUTIES: Serves as the chief research officer of the institution with direct supervision over the Office of Research and Sponsored Programs operations and staff, ensuring compliance with the federal, state, CSU system, and university policies governing graduate study and university-sponsored research (including protection of human subjects, animal welfare, intellectual property, misconduct in research, and recombinant DNA). Represents CI at semi-annual meetings of the CSU Research Advisory Council. Communicates with faculty members and other stakeholders to match sponsored project initiatives with suitable funding opportunities. Ensures CSUCI and/or CSUCI principal investigators are eligible to submit to appropriate funding opportunities. Offers and coordinates periodic training on various research administration topics; creates and delivers or coordinates workshops on research development topics and/or topics specific to a committee for which administrative support is provided (e.g., Research and Grants). Oversees the pre-award proposal administrative review (PAR) process and consults with pre-award staff and principal investigators (PIs) on compliance requirements. Meets with PIs and pre-award staff during proposal development as needed to provide technical expertise on budget and solicitation analysis. Oversees, assesses, and evaluates current processes and develops efficient and effective processes for training and transitioning principal investigators and administrative support staff to the post-award administration of sponsored projects. Oversees subawards and subcontracts. Reports to Vice Provost those grants, contracts, and PIs that may be out of compliance with reporting requirements or policies. Oversees award acceptance, contract language development, contract negotiations, and execution. Develops and maintains relationships with external sponsors. Reports to the Vice Provost questions and concerns regarding institutional commitments and policy exceptions. Reviews proposed sponsored project budgets during PAR process and recommends for approval or revision. Implements existing and new policies and provides solutions for complex problems and issues pertaining to research and sponsored programs administration and budgeting in accordance with federal policy and CSU and Cl guidelines. Serves as a designated Authorized Organization Representative for electronic submission of grants and contracts on behalf of CSU Channel Islands. Performs highly specialized and complex administrative activities to support campus-wide electronic grant submissions to external sponsors, ensuring a smooth transition process from pre-award to post-award, including provision of proposal and award documentation to post-award staff in Business and Finance, the updating of the sponsored project database, and award setup meetings with PIs to ensure a mutual understanding of budget, administrative, and programmatic requirements and limitations, terms of the award, and answer questions. Oversees the process of draft contracts for downstream subcontractors and reviews contracts from upstream subcontractors. Ensures annual sub recipient monitoring is carried out in a timely manner and reviews results with PIs to establish appropriate management plans. Reports federal activities to FSRS.gov. Creates agreements for other types of relationships (e.g., MOUs, NDAs, CDAs, CRADAs, gift agreements, licensing agreements). Ensures appropriate reviews and approvals are in place. Works with the Division of Business and Financial Affairs to gather information required for IDC rate negotiations. Ensures all appropriate compliance actions and certifications are current and reported to the appropriate federal websites (e.g., SAM.gov, FSRS.gov, Research.gov, eCommons, iEdison). Serves as (or supervises) the primary administrative support staff for the Institutional Review Board (IRB) and RSCA committees, ensuring minutes are taken and distributed in a timely manner. Acts as the administrative support and institutional authority on compliance with regulations regarding use of human subjects in research projects. REQUIREMENTS OF POSITION: Possession of a terminal degree in an academic field and a record of professional achievement as a scholar and a teacher to be appointed with tenure at the rank of Professor are required. PURPOSE : Reporting directly to the President, the Provost and Vice President for Academic Affairs serves as the chief academic officer, the senior member of the President's Cabinet, and chief executive officer in the absence of the President. Direct reports include the Academic Deans, Associate/Assistant Vice Presidents/Provosts, and the Dean of the Library. The Provost and Vice President for Academic Affairs will have a strong academic record as well as a proven record of leadership and administrative ability. ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following : Provides central and academic administrative leadership. KNOWLEDGE, SKILLS AND ABILITIES : A senior administrator who will provide strong central and academic administrative leadership with the primary responsibility to plan, develop and administer all aspects of the University's programs, activities, personnel and budget in the support of students and student learning. The Provost assists the President in the overall management of the university, serving as the second in command, and in the place of the President upon request. An educational leader committed to student learning engagement, with rich experience in the implementation of various high impact practices, and the ability to advance the University's role as a regional steward. As the Chief Academic Officer, the Provost plans, organizes, directs, monitors, evaluates and coordinates all aspects of the academic program; and plays a significant role in recruiting and retaining top scholars and educators, providing oversight to the promotion and tenure process, and participating in the collective bargaining process; works with the President and faculty to develop effective shared governance structures and procedures. The Provost provides vision, direction, and guidance to the general growth of the campus's undergraduate and graduate programs, and research, scholarly and creative activity. An individual focused on student success achieved through alignment of the academic program plan with the outreach, recruitment and retention efforts of the campus. The Provost strives to broaden the connection and collaboration between the academic units and student support services to establish effective models for student success specifically related to a residential campus. A strong fiscal manager who serves as the main steward for the campus's academic budget. The Provost works closely with the President's Cabinet and the Vice President for Administration and Finance to define the priorities of the campus and plan, implement, and monitor short - and long- term budget strategies accordingly. The Provost has direct authority and responsibility for fiscally supporting and managing the Academic Affairs division budget. A strategic administrator responsible for implementing and showcasing operational best practices in the everyday management of the division of Academic Affairs. This position executes and maintains the University's Strategic Plan, and other on going operational planning initiatives. The Provost has overarching administration of the division, to include Colleges, Extended Education and International Programs, Library, Sponsored Programs, Institutional Assessment and Research, academic program management and review, and several other areas within the division. The Provost may also advise the President in areas of operational efficiency and effectiveness as needed to ensure student success. An experienced facilitator able to maintain academic standards and serve as the central point of contact for on going accreditation from WASC and other accrediting agencies. The Provost will be asked to engage in audits of the campus and support the general review and assessment of institutional effectiveness. A community builder committed to the University's Vision, to campus civility and to fostering positive and cooperative relationships campus wide. The Provost will also collaborate with educational institutions in the tri county area and build relationships with other external constituencies to foster opportunities for engaged learning and research, and to strengthen the University's role in regional stewardship. MINIMUM QUALIFICATIONS : An earned doctorate or appropriate terminal degree. Distinguished record of intellectual leadership and scholarship sufficient to warrant appointment in an academic unit at a senior level. Five years of successful leadership in an administrative role in higher education. Evidence of innovative leadership in academic planning and implementation, program development and personnel and budget management.
