Verifies the proper manufacture, storage, preparation and transportation of foods, drugs, and dairy products ensuring process is free from contamination, adulteration, or mislabeling; investigating suspected food poisonings and other complaints; inspecting such facilities as hotels, motels, jails, mental institutions, multiple family dwelling housing, and boarding homes for compliance with established environmental standards; approving plans for the construction of public swimming facilities and the installation and maintenance of facility equipment; ensuring that potable water meets Federal, State, local, physical, chemical, and bacteriological standards; approving sewage disposal installations and inspecting water treatment, sewage disposal and water reclamation plants; and conducting specialized testing procedures to ensure that no potentially dangerous connections exist between industrial equipment, industrial processing water and plumbing fixtures whereby toxic chemicals, sewage or contaminated water could be introduced into the domestic water supply system. Meets with concerned parties from private industry and companies to provide current information on environmental procedures and public health laws, to discuss correction of deficiencies, to develop a corrective plan, and to obtain compliance through appropriate enforcement action, including quarantine, embargo, condemnation of food or drug products, the issuance of citations, and the confiscation of evidence of violation including equipment, and by providing expert testimony in criminal prosecution. Develops and implements staff development and training programs designed to provide Environmental Health staff with current information on environmental health procedures and public health laws, and to improve the quality of environmental health inspections, investigations, and services to the public. Performs administrative studies or analyses of public health laws and ordinances by comparing Federal, State, and local codes in a specific area such as food service to determine their impact on environmental health programs and operating methods. Provides technical direction to district environmental health staff who are inspecting, investigating, and enforcing laws pertaining to environmental health and consumer protection by reviewing work, both administratively and in the field, advising on methods and techniques applied, and determining their effectiveness in enforcing applicable public health laws. Conducts special investigations such as food poisoning; or provides support in the resolution of the more difficult investigations. Reviews the preparation of evidence for the prosecution of environmental health cases on non-compliance with public health laws and regulations by ensuring that subordinate staff have prepared samples of adulterated foods according to prescribed methods, that the findings of tests conducted by laboratory technicians are available and in the prescribed format and that all material required by city or the District Attorney for prosecution has been provided. CLASSIFICATION STANDARDS : Positions allocable to this class work under the general direction of a Principal Radiation Protection Specialist or the Head, Radiation Control in the Department of Public Health, Environmental Health Division. Positions are responsible for performing the more difficult, complex, or non-routine inspections, investigations, and tests of radiation emitting equipment used in medical, dental, industrial, educational, or research facilities for proper licensing, shielding, safe operating procedures, and equipment calibration parameters and to ensure compliance with applicable State, Federal, and County laws and regulations. Utilizes a variety of radiation measuring instruments, test equipment, phantoms, and computers, following established procedures, to determine compliance with Federal, State, and County laws and regulations, and radiation safety practices. Measures the adequacy of shielding in walls using radiation detection instruments. Prepares written reports of inspection findings, including letters and Notices of Violations to users; follows-up on violations to ensure timely and appropriate corrective action; prepares written reports and letters to applicants of shielding adequacies or deficiencies. Enforces State, Federal, and County laws regarding the manufacture, installation, and use of X-ray equipment located in medical, dental, industrial, research, and academic facilities; enforces the State's certification law regarding licentiates, technologists, and technicians who use X-ray equipment. Uses hand tools and precision instruments to install, maintain, adjust and repair indicating, recording, telemetering, and control instruments used to measure and control variables, such as pressure, flow, temperature, motion, force and chemical composition of boiler and refrigeration water. Disassembles, inspects, and tests instruments for conformance with specifications, using test instruments such as potentiometers, resistance bridges, manometers and pressure gauges Disassembles malfunctioning instruments, and inspects and tests mechanisms and circuitry for defects. Performs annual boiler testing for emissions. Tests, operates and maintains emergency diesel-powered electric generating equipment, and synchronizes electronic controls and Automatic Transfer Switches. Prepares drawings for the fabrication and modification of instrument parts and components. Inspects, adjusts, repairs and maintains refrigeration units for food storage boxes. Inspects, maintains, and adjusts oxygen and vacuum systems for proper pressure, leaks or stoppages and makes emergency repairs. Work with outside contractors and verify work is satisfactorily completed as assigned. Request quotes from vendors for equipment, parts, tools, or service and generate purchase orders as assigned. Requirements MINIMUM REQUIREMENTS: One (1) year of experience in the maintenance and operation of high pressure heating plants and refrigeration plants at the level of Los Angeles County's class of Stationary Engineer II* -AND- One (1) year of experience in the repair and maintenance of industrial control instruments; or fifteen (15) semester units, 22.5 quarter units or its equivalent, from an accredited junior college, college or trade school in the technology or the application of technology directly related to the repair and maintenance of electronic, pneumatic or hydraulic industrial control instruments, at least nine semester units of which must have been in electronics DESIRABLE QUALIFICATIONS: Credit will be given for experience in excess of the minimum requirements at the level of Stationary Engineer II. LICENSE: A valid California Class C Driver License is required to perform job-related essential functions. An Unlimited Steam Engineer's License issued by the City of Los Angeles' Department of Building and Safety. Environmental Protection Agency (EPA) approved Universal Technical Certificate in compliance with Federal license requirements as provided in Chapter V, Section 608. SPECIAL REQUIREMENT INFORMATION: *Experience at the level of Stationary Engineer II is defined as: Has responsibility on a shift for the operation and maintenance of a combined high-pressure heating and central refrigeration plant - OR- in a very large facility, has responsibility on a shift for assignments which include either the operation and maintenance of a high-pressure heating plant or refrigeration plant. - OR- is assigned to a geographic area of a major multi-hospital medical center which requires maintenance and operation of steam reducing stations, ventilation and refrigeration equipment, and various mechanical and electrical equipment and controls.
