CAREER DESCRIPTION BEHAVIORAL HEALTH CLINICIAN I Correctional Health Services (Formerly Clinical Social Worker/Marriage Family Therapist I) In addition to performance-based merit increases, this position is scheduled to receive a salary range increase on the following date: Effective June 27, 2025 - 4.00% increase Please note that a valid Associate Clinical Social Worker (ACSW), Associate Professional Clinical Counselor (APCC), or Associate Marriage and Family Therapist (AMFT) number issued by the California Board of Behavioral Sciences (BBS) is required to be placed on the eligible list. THE OPPORTUNITY: The County of Orange has adopted a Stepping Up Initiative, with a primary goal of reducing the number of individuals with mental illness in the jails and recidivism rates. ACHS is seeking qualified Behavioral Health Clinicians in the CHS Mental Health Services and in the Jail to Community Re-Entry Program (JCRP) to perform extensive case management and discharge planning with the incarcerated population. The CHS Mental Health Program consists of services to Adults and Older Adult populations who are justice involved. The position provides professional counseling and treatment services for these populations exhibiting a wide variety of mental health, drug abuse and/or alcohol related disorders in an institutional setting. The JCRP provides services within CHS, providing discharge planning and linkage services to Adults and Older Adult populations who are justice involved. The Health Services Manager in Forensics is responsible for overseeing programs, which are legislatively required, and may be called upon for courtroom testimony and collaborating with various County, State, and justice stakeholders. The position also oversees and maintains multiple Department of State Hospitals (DSH) contracts and budgets, collaborates with justice partners, provides feedback, and supervises various types of court reports, and will help to develop and build new programs. THE PROGR AM Forensics and Justice Involved Division provides oversight, evaluation, and treatment for all of the mental health justice involved for Orange County. This includes Collaborative Courts, AOT, Mental Health Diversion, AB109 & Re-entry, Assisted Intervention Court, Whatever It Takes collaborative court, and Recovery Court/Opportunity Court, CONREP, LPS Psychology Unit, SB317 Incompetent to Stand Trial Diversion unit, CARE Court, and Early Access and Stabilization Services. THE OPPORTUNITY There is one (1) immediate vacancy in the Forensics Division. The Health Services Manager in Forensics is responsible for overseeing programs, which are legislatively required, and may be called upon for courtroom testimony and collaborating with various County, State, and justice stakeholders. The position also oversees and maintains multiple Department of State Hospitals (DSH) contracts and budgets, collaborates with justice partners, provides feedback, and supervises various types of court reports, and will help to develop and build new programs. The Health Services Manager will also provide oversight to the Conditional Release Program (CONREP) and Early Access to Stabilization Services (EASS) which are under the jurisdiction of the County's Health Care Agency (HCA) and the Department of State Hospitals (DSH). CONREP is a statewide system of structured treatment protocol and community-based supervision for forensic patients. CONREP is for patients found not guilty by reason of insanity, incompetent to stand trial, mentally disordered sex offenders, or the civil committed with a mental disorder. The EASS program provides Early Access and Stabilization Services, as specifically set forth in subsection B, below, to individuals charged with felony offenses and found by the courts to be Incompetent to Stand Trial pursuant to Penal Code section 1370 and are housed in Orange County Jail. This management position is also responsible for overseeing placement evaluations for both misdemeanor and felony Incompetent to Stand Trial (IST) for individuals who are waiting for a forensic inpatient psychiatric bed in a DSH facility or placement in a jail-based competency treatment program. Additional duties include: Plans, coordinates, and evaluates health services programs and/or projects in areas including, but not limited to public health, mental health and recovery, correctional health, and medical health. Directs, coordinates, and participates in the development and implementation of program goals, objectives, policies, procedures, and priorities that balance both mandated services and community needs. Researches, analyzes, develops, and reviews medical, clinical, grant, and related reports, agreements, applications, presentations, and other documents. Negotiates, develops, and manages contracts; and monitors and evaluates for compliance with contractual obligations. Develops and maintains effective working relationships with a variety of public and private organizations, including other County departments and agencies, advocacy groups, and client organizations. Prepares, administers, and monitors the program budget to ensure the accomplishment of program and service objectives within budget restrictions. Prepares and presents a variety of reports and correspondence to higher-level management, staff, and the community. Supervises professional, paraprofessional, and support level staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures. Ensures compliance with applicable regulations, policies, and procedures. Performs other duties of a similar nature and level as assigned. These conditions often render the client vulnerable to ongoing abuse and neglect and at risk for additional medical emergencies, further traumatizing clients and creating cycles of recidivism. Casework may include home visits (to client's residence, hospital, board & care home, health clinic, day program or skilled nursing facility) to conduct an assessment, engagement of the client and client's informal and formal support system in accordance with the service plan of the APS Social Worker, which is designed to reduce or eliminate risk for the client. PHNs will provide health education to clients and their caregivers and/or family and will advocate on behalf of clients for access to required medical services. PHN Case Managers may recognize and coordinate care for varying stages of dementia and cognition; identifying and facilitating appropriate level of care, which could lead to out-of-home placement (such as skilled-nursing facilities, board and cares etc.); facilitating the enrollment process and care provider selection for In-Home Support Services (IHSS) or the selection of other care appropriate providers; and coordinating services, such as Meals-on-Wheels, Friendly Visitors, transportation services (i.e. Paratransit). Nurse Family Partnership Nurse-Family Partnership is a home visiting program that partners nurses with low income first-time moms residing primarily in Oakland, in order to improve birth outcomes, increase self-sufficiency and improve child development. Case management services begin in pregnancy and continue until the child reaches two years old. During that time, families receive health education and assessments, child development information and screenings and help with goal setting so that they can create better lives for their child and themselves. Nursing Administration The Nursing Administration Office sits inside of the Public Health Nursing Division and is comprised of the Central Intake and Referral Unit, Education and Professional Development Unit, Public Health Nurse Recruitment and Retention Unit, Quality Improvement and Nurse Informatics Units, and Occupational Health Unit. Public Health Nurses (PHNs) as analysts, consultants, coordinators, educators, improvement specialists, and recruiters work as part of multi-disciplinary teams in the Nursing Administration Office to advance and strengthen the role, function, and development of PH Nursing services. Staff in the Nursing Administration Office collaborate with internal and external partners in the development of policy and professional nursing standards of care that support the health of Alameda County residents. Tuberculosis Control (TB) The Tuberculosis Control program staff includes public health nurses, community health outreach workers, physicians and clerical support staff working collectively toward the program's priorities and objectives to: Ensure early identification and reporting of all persons with TB and ensure timely completion of appropriate therapy; Ensure contacts to persons with infectious TB are promptly identified, examined, and if appropriate, complete treatment for latent TB infection (LTBI); Reduce occurrence of sentinel events (pediatric TB cases and TB deaths); and Identify persons (other than contacts) with LTBI at risk for progression to TB disease, and treatment of those persons with an effective drug regimen. TB staff also consults with physicians, schools, hospital nurses and others in the community on Tuberculosis. IHSS Program The IHSS Program is a home visiting program across all 58 counties in California. The Alameda County Public Health Nurse primary role is to conduct an assessment/reassessment of clients that are at risk for out of home placement and to prevent premature institutionalization and/or nursing home placement. The program serves eligible individual across the lifespan who are aged, blind, and disabled to remain safely in their own homes. The public health nurse carries a caseload focused exclusively on IHSS recipients identified as having paramedical service needs for example GT feedings/Tracheostomy/diabetes management/home dialysis. The PHN conducts comprehensive in-home assessment and reassessment to address the medical, nursing, and psychosocial aspects of the client’s health. In addition, the PHN provides health education and management of chronic medical conditions. The PHN is expected to have knowledge of the health delivery system, applying the nursing process, comfortable conducting a thorough assessment, and communicate effectively with clients. Casework may include home visits (to client's residence, hospital, board & care home, health clinic, day program or skilled nursing facility) to conduct an assessment, engagement of the client and client's informal and formal support system in accordance with the service plan of the APS Social Worker, which is designed to reduce or eliminate risk for the client. PHNs will provide health education to clients and their caregivers and/or family and will advocate on behalf of clients for access to required medical services. PHN Case Managers may recognize and coordinate care for varying stages of dementia and cognition; identifying and facilitating appropriate level of care, which could lead to out-of-home placement (such as skilled-nursing facilities, board and cares etc.); facilitating the enrollment process and care provider selection for In-Home Support Services (IHSS) or the selection of other care appropriate providers; and coordinating services, such as Meals-on-Wheels, Friendly Visitors, transportation services (i.e. Paratransit). Nurse Family Partnership Nurse-Family Partnership is a home visiting program that partners nurses with low income first-time moms residing primarily in Oakland, in order to improve birth outcomes, increase self-sufficiency and improve child development. During that time, families receive health education and assessments, child development information and screenings and help with goal setting so that they can create better lives for their child and themselves. Nursing Administration The Nursing Administration Office sits inside of the Public Health Nursing Division and is comprised of the Central Intake and Referral Unit, Education and Professional Development Unit, Public Health Nurse Recruitment and Retention Unit, Quality Improvement and Nurse Informatics Units, and Occupational Health Unit. Public Health Nurses (PHNs) as analysts, consultants, coordinators, educators, improvement specialists, and recruiters work as part of multi-disciplinary teams in the Nursing Administration Office to advance and strengthen the role, function, and development of PH Nursing services. Staff in the Nursing Administration Office collaborate with internal and external partners in the development of policy and professional nursing standards of care that support the health of Alameda County residents. Tuberculosis Control (TB) The Tuberculosis Control program staff includes public health nurses, community health outreach workers, physicians and clerical support staff working collectively toward the program's priorities and objectives to: Ensure early identification and reporting of all persons with TB and ensure timely completion of appropriate therapy; Ensure contacts to persons with infectious TB are promptly identified, examined, and if appropriate, complete treatment for latent TB infection (LTBI); Reduce occurrence of sentinel events (pediatric TB cases and TB deaths); and Identify persons (other than contacts) with LTBI at risk for progression to TB disease, and treatment of those persons with an effective drug regimen. TB staff also consults with physicians, schools, hospital nurses and others in the community on Tuberculosis. IHSS Program The IHSS Program is a home visiting program across all 58 counties in California. The Alameda County Public Health Nurse primary role is to conduct an assessment/reassessment of clients that are at risk for out of home placement and to prevent premature institutionalization and/or nursing home placement. The program serves eligible individual across the lifespan who are aged, blind, and disabled to remain safely in their own homes. The public health nurse carries a caseload focused exclusively on IHSS recipients identified as having paramedical service needs for example GT feedings/Tracheostomy/diabetes management/home dialysis. The PHN conducts comprehensive in-home assessment and reassessment to address the medical, nursing, and psychosocial aspects of the client’s health. In addition, the PHN provides health education and management of chronic medical conditions. The PHN is expected to have knowledge of the health delivery system, applying the nursing process, comfortable conducting a thorough assessment, and communicate effectively with clients.
