Generates landings estimates and other relevant statistics from the data in support of fisheries management. Provides leadership in program coordination with staff. Participates in the Division's Quality Control program. Communicates and interacts with the public, scientific community and agency peers. Prepares reports, maps or other technical information in paper and digital formats for Coastal Fisheries projects, programs, technical workgroups and committees. Participates as an effective member of the team and program. Operates equipment safely and maintains gear, equipment and facilities. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as required. Complies with all Agency, Division, and Branch rules, regulations and procedures. Qualifications: MINIMUM QUALIFICATIONS : Education : Graduation from an accredited college or university with a Bachelor's degree OR higher in Biology, Ecology, Wildlife or Fisheries Science, or one of the Natural Sciences. Experience : Two years of professional experience in data analysis. Licensure : Must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license. ACCEPTABLE SUBSTITUTIONS : Experience : Graduation from an accredited college or university with a Master's degree in a related area of Natural Sciences may be substituted for one year of required experience; Graduation from an accredited college or university with a PhD in related area of Natural Sciences may be substituted for two years of required experience. PREFERRED QUALIFICATIONS : Education : Master's degree or PhD from accredited college or university in Biology, Ecology, Wildlife or Fisheries Science, or one of the Natural Sciences. Experience : Experience with querying data from large databases using SQL. KNOWLEDGE, SKILLS, AND ABILITIES : Knowledge of survey sampling techniques; Knowledge of statistics and data analysis; Knowledge of Texas marine recreational fisheries and their management; Knowledge of fishery management concepts, protocols and research techniques; Knowledge of marine fish species of Texas and the Gulf of Mexico; Skill in using MS Word, Excel, PowerPoint, and Outlook; Skill in effective verbal and written communication; Skill in managing several projects simultaneously; Skill in meeting deadlines; Skill in problem solving; Skill in making sound, independent and timely decisions; Skill in identifying, researching and compiling information; Skill in the use of software for data analysis including SAS, R, or Python; Skill in use of SQL to query data from a complex relational database; Ability to communicate effectively with the public; Ability to accurately follow instructions; Ability to work under stressful conditions; Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities; Ability to work as a member of a team; Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.; Ability to conduct detail-oriented tasks with efficiency and precision; Ability to take on projects with minimal instruction; Ability to quickly learn new technical skills; Ability to administer a coastwide saltwater creel survey with a complex design; Ability to work effectively with the public and members of government agencies; Ability to work independently and accomplish serval tasks concurrently; Ability to plan and evaluate programs and proposals; Ability to prioritize workloads and meet deadlines; Ability to maintain working relationships with superiors, subordinates, and peers; Ability to conduct work activities in accordance with TPWD safety procedures WORKING CONDITIONS : Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays and holidays; Required to perform work outdoors, occasionally in adverse weather and/or difficult environmental conditions, extreme temperature and inclement weather; Required to perform work in water-based field activities, including work aboard seagoing vessels, wading in water and deep mud, or over rough and uneven surfaces or bay bottom; Required to perform manual labor, including lifting supplies and materials up to 50 lbs.; May be required to operate a State vehicle; Required to travel 10% with possible overnight stays; This position is suitable to telework two days per week and the candidate may be allowed to telework with supervisor approval; Must conform to agency work rules, safety program, and dress and grooming standards; Non-smoking environment in all State buildings and vehicles.
