About the Pflugerville Community Development Corporation
The Pflugerville Community Development Corporation (PCDC) is charged with promoting the economic development of the City of Pflugerville. It accomplishes its mission by marketing Pflugerville as a desirable place for new and existing businesses to invest. To this end, PCDC can also provide various incentives to businesses including assisting with the construction of needed infrastructure such as roads, utilities, and drainage projects. PCDC also promotes community quality of life development and provides funding for parks and recreation projects to enhance to the quality of life within the city, thereby making it a more attractive location to live and conduct business.
The PCDC is a Texas 4B Economic Development Corporation that collects a one-half cent sales tax from taxable goods purchased in the City of Pflugerville to promote economic and community development in Pflugerville. PCDC utilizes the services of the City of Pflugerville for management of finances as well as payroll and human resources.
Board of Directors
The Pflugerville Community Development Corporation is led by a seven-person Board of Directors who each serve two-year terms. Directly reporting to the Board, the Executive Director manages the PCDC staff and day-to-day operations to ensure the vision of the Board and City Council comes to fruition. This vision is largely captured in a Comprehensive Economic Development Strategy (CEDS) version 3.0 recently adopted by the Board and City Council, and it provides a general framework and direction for the City. However, it will be important for our new leader to provide their input and adapt this “living document” to meet the future challenges and opportunities of the dynamic central Texas market.
The Position
The Executive Director leads the organization in the promotion of economic development activities, is responsible for growing the local economy through attraction and expansion efforts, local retention programs, workforce and education initiatives, and developing marketing strategies, and has chief administrative and financial responsibilities for the organization.
Essential Functions & Responsibilities
Work with the Board of Directors to develop initiatives and policy designed to encourage economic growth through business attraction, retention and expansion programs that result in the creation of jobs and capital investment
Develop and implement the comprehensive economic development strategic plan, incorporating internal and external goals that align with local, regional, and other stakeholders and partners
Analyze key industry sectors and develop targeted markets for business development
Hire and manage staff to conduct the business of the Corporation subject to the Board’s approval of the budget
Responsible for the financial oversight of the corporation, working collaboratively with City finance in the preparation and administration of annual budgets, forecasting, annual audits and making financial recommendations to the Board
Represent the Corporation before the City Council, in all economic development negotiations, at corporate activities and events, at professional conferences and events relevant to economic and community development, and serve as the Corporation’s media spokesperson
Manage the overall structuring, financing, incentive negotiation, and deal closure on behalf of PCDC
Attend recruiting functions including broker events, site selection conferences, trade shows, venue marketing, and related events as needed
Provide PCDC exposure and involvement in events hosted by other local, regional, national, and international economic development and business groups and at education and workforce events
Work in partnership with educational leaders, business partners, and other aligned organizations to further the workforce development system
Work to establish and maintain collaborative partnerships with local, state, and federal government officials, educational leaders, community stakeholders, and business leaders to further the region’s economic strength and diversity
Manage and develop maximum use of the assets owned by the PCDC to include, but not limited to land, leases, road and utility expansions, and other types of development approved by the Board
Develop, research, and maintain qualitative and quantitative data regarding local industry for marketing efforts and to provide information for press releases and marketing materials
Maintain & improve professional knowledge, accreditations and alliances through educational conferences, seminars and/or webinars
Critical Knowledge, Skills, and Abilities
In-depth Knowledge of the principles and practices of economic development
Demonstrated ability to attract new businesses, including high-quality retail, restaurants, mixed-use developments, office, and technology-related businesses, creating opportunities for new jobs; and encouraging existing business expansion
Experience working with site selection consultants and real estate brokers
Knowledge of applicable Texas economic development laws, governmental laws, rules, regulations, and ordinances, contract administration procedures including procedures and policies, municipal budgeting processes and procedures
Knowledge of effective strategic planning and coordination techniques
Education & Experience
Qualified applicants will have a Bachelor’s degree or higher with major work in business, communications, economic development, or a related field, and at least (5) years of full-time professional experience in economic development in a Type 4A or 4B corporation (preferred) or other economic development organization. Professional experience with contract and project management, budget analysis, and record keeping is mandatory.

The department is responsible for providing comprehensive services and programs that promote student recruitment, matriculation, financial support, and academic success. Specific responsibilities include enrollment management and providing associated services to various stakeholders utilizing the PeopleSoft enterprise system, supplemental software applications, and comprehensive reporting systems that support the enrollment planning process with critical data for student, academic, and financial planning. The Office of Student Systems and Operations (SSO) was formed to provide ongoing coordination and continuity between Enrollment Management & Services and the University's central enterprise systems support teams. SSO supports EM&S administrative offices, academic departments, faculty, staff, and students in their use of PeopleSoft Campus Solutions and related student systems. The department is responsible for providing comprehensive services and programs that promote student recruitment, matriculation, financial support, and academic success. Specific responsibilities include enrollment management and providing associated services to various stakeholders utilizing the PeopleSoft enterprise system, supplemental software applications, and comprehensive reporting systems that support the enrollment planning process with critical data for student, academic, and financial planning. The Office of Student Systems and Operations (SSO) was formed to provide ongoing coordination and continuity between Enrollment Management & Services and the University's central enterprise systems support teams. SSO supports EM&S administrative offices, academic departments, faculty, staff, and students in their use of PeopleSoft Campus Solutions and related student systems. SSO objectives are to maximize the benefits of PeopleSoft; interact with the university's Division of Information Technology and other central systems support organizations; advise and alert other administrative areas on potential impacts; coordinate system usage and changes; manage system upgrades; and create support, and maintain EM&S ancillary systems. DUTIES AND RESPONSIBILITIES Systems Analysis and Development Systems Analysis: Analyze user system and application needs, determine and evaluate alternative solutions and approaches to meeting those needs, and select the optimal technology solution. Examples of typical work activities include: Consult with users to identify and document software/system purpose, workflow issues, and output needs and to determine overall functional and technical system requirements and specifications. Develop alternative solutions and conduct feasibility studies. Evaluate the procurement of third-party software and troubleshoot new software installations. Systems Development: Develop specifications and requirements for the optimal integration and implementation of systems and equipment. Examples of typical work activities include: Develop requests for proposals for system components. Evaluate specifications and requirements against available systems. Design fully integrated systems, including applications, databases, networks, and related systems. Application Design/Modification Design application programs to meet user requirements that optimize the use of available resources. Applications Installation and Maintenance Maintain and support assigned systems to ensure minimal downtime and loss of productivity and service. Evaluate and enhance the efficiency of existing programs in meeting current and future user needs. Maintain and support associated databases. Install new, modified, or third-party software releases and/or updates. Evaluate and supplement vendor-supplied documentation for third-party software. Database Analysis Structure, implement, and maintain database systems to optimize data access and security. Design database systems and programs, which include access methods, access time file structures, device allocation, validation checks, statistical methods, and security. Work with the user community to understand data access and integration needs. Ensure the integration of systems through the database structure. Monitor database standards and procedures, system usage, and performance. Troubleshoot and resolve database and data problems. Develop and administer disaster recovery plans. Administration and Support Establish and administer policies, standards, and procedures for strategic data planning, data analysis and modeling, and data element standardization and use to ensure accurate, useful, and readily accessible data. Develop and administer data use policies, procedures, and standards. Monitor, analyze, and verify data to ensure data integrity; develop assigned databases to support specific applications. Analyze data requirements, develop and document data dictionary, and develop data models. Maintain the database archives by acquiring and installing data sets and documentation. Assist in data transfers or sharing of files. Develop policies and procedures to access or interact with remote resources. Conduct file maintenance. Maintain the data dictionary. Functional and Technical Support (Module Lead) Provide functional and technical support in the analysis, development, documentation, implementation, training, and operation of application software to ensure optimal, efficient, and effective use of technology solutions that meet our user's requirements with a level of technical and consultative services provided. Provide functional support as a designated Module Lead for the Student Records/Academic Advising/Campus Community modules in the PeopleSoft Campus Solutions system. Provide backup support for one or more other PeopleSoft Camus Solutions modules in partnership with other business analysts to ensure continuous and accurate processing of these mission-critical functions. Provide daily functional support for users of our student administration systems, including (but not limited to) CMS PeopleSoft Campus Solutions, OnBase, and other related systems. The incumbent is responsible for leading, developing, coordinating, documenting, and implementing comprehensive business process reviews that are complex in nature and have significant impacts on internal and external constituencies for the Registrar's Office. Explore root causes and propose solutions to eliminate future problems. Responsible for the development, monitoring, and execution of project plans in support of student records/academic advising/campus community module functionality. Coordinates and oversees online system functionality supporting enrollment, graduation, batch discontinuation, term activation, advising holds, and related functions. This includes campus and external systems such as the National Student Clearinghouse and coordination with the various external parties. Collaborates on the annual cycle start-up. Maintains Cross-Modular plans, including, but not limited to, Monthly Processing Plans, Grading Cycle Plans, Testing Plans, Census Plans, and end-of-term Close-out Plans. Directs and coordinates system priorities with documentation trainer to create and maintain business process guides, end-user training guides, and end-user training curriculum. Assists in executing the training curriculum. Represent the department as one of our campus module leads on Chancellor's Office calls and conferences. Serves on the team that will review, research, and resolve complex student data problems and student account issues pertaining to, but not limited to, collaboration on processes related to petitions, duplicate IDs, transfer credit, and test scores. Works with the Registrar's Office to automate internal and external reporting processes. Provide managers and staff with effective tools and ongoing information to monitor workload and complete processing by assigned deadlines; provide baseline and completion measures to determine unit efficiency and productivity. Serve on committees and attend and participate in departmental and campus meetings/events/activities. Utilizes advanced communication and listening skills through effective interpersonal interactions and written correspondence with Department, Division, University staff, and external contacts in person, by online communication tools, and via email. QUALIFICATIONS To enter this classification, a basic foundation of knowledge and skills in applications programming systems analysis and related programming support functions is a prerequisite. This foundation would normally be obtained through a bachelor’s degree, preferably in computer science or business, or equivalent training and applied experience. Depending on the position assignment, foundation knowledge and skills for the Analyst/Programmer may include working knowledge of a specific industry standard applications programming language and knowledge of standard systems analysis techniques. The career level is broad and includes intermediate through senior-level positions. Incumbents at this level work relatively independently and possess the experience to be fully proficient in performing most or all of the work assignments defined for their positions.
