Distinguishing Characteristics: The Metering Systems Technician III position is distinguished from the Metering Systems Technician I and II by the following: In the absence of the Water Maintenance Supervisor, responsible for supervising the crew, preparing work schedules, daily/weekly logs and reports and administrative responsibility for the work order system. Assist in the training of Metering Systems Technician in proper procedures and responsibilities in both routine and emergency situations and provide on-the-job training. Make recommendations to the Supervisor regarding the selection, counseling and training of employees. May initiate purchase requisitions and material sign out sheets. Provide input to the Supervisor for reviews and performance evaluations of Metering Systems Technicians. Responsible for the Large Meter Maintenance Program, including all maintenance databases. Summary of Duties Install, maintain, test, calibrate, repair, troubleshoot and make recommendations for modification to all sizes (5/8" to 36") and types of District meters including: positive displacement, turbine, single jet and propeller. Read and interpret blueprints and installation manuals for metering systems and provide technical support and advice to other departments or outside customers. Coordinate with electrical and other departments regarding type of equipment and parts needed. Perform preventive and demand maintenance on all District meters utilizing the Customer Care & Billing System (CC&B) and the Computerized Maintenance Management System - Tabware (CMMS) or other computerized programs. Diagnose meter failures and repair/replace as appropriate. Provide miscellaneous support to other Operations and Maintenance groups regarding any systems maintenance. Ensure maintenance of stock and supply of meters and meter repair parts. Advise and request from supervisor, requisition of supplies, materials, tools and equipment. Coordinate with Engineering Department on new meter installations with customers, contractors and developers for recycled and domestic water meters 2" and smaller. Ensure customer and interdepartmental coordination for water interruption to perform meter maintenance. Comply with District Dechlorination Procedures. Qualifications Education: High School graduation or equivalent. For degrees obtained outside of the U.S., an official equivalency evaluation is required. Capital Projects Engineering Project Development:
Assist in the relative tasks from project planning through construction during implementation of engineering contracts.
Assist in preparing project initiation documents, including but not limited to the schedule, cost estimate, project maps, PowerPoint presentations, and other supporting documents.
Assist in drafting and releasing Requests for Proposals, reviewing consultant proposals, and giving feedback for contract negotiations.
Review improvement plans and project specifications for conformance with established engineering standards and city codes.
Review engineering estimate for conformance with project specifications, including quantity checking.
Research necessary environmental permits, and process permit applications and other associated documents.
Locate utilities, easements, property lines, and/or other information within archived records.

Perform soil contamination research for given project areas and draft supporting documentation.

Construction & Inspection:
Perform site constructability review.
Perform inspection for roadway, water, sewer, storm water, grading and erosion control, and other public infrastructure projects.
Ensure quality control of projects as well as public safety aspects while under construction.
Complete daily inspection and field activity reports.
Document photos of daily construction activities.
Perform stormwater management inspections, as needed, and inform engineer of any issues.
Act as liaison between City staff and professional consultant construction manager and inspector; provide coordination support and overall assistance as needed.
Understand and maintain appropriate communication channels established by the project engineer.
Participate in construction meetings and provide input/recommendations as necessary to assist with or resolve construction related matters or conflicts.
Perform meter and tie-in inspections according to established procedures by insuring installations meet City Design & Construction Standards or approved plans and assuring adequate notification of service interruptions or items needing correction are given to customers.

Project Closeout:
Complete and archive all applicable design and construction documents, and final record drawings consistent with Department archiving procedures.
Survey Section:
Act as the Survey Party Chief and/or a chain, rod, or instrument-person.

Perform topographic, boundary, control and construction surveys.

Asset Management: Planning & Assets:
Perform analysis of infrastructure asset data using CMMS software, ARCGIS and MS Access.
