The Assistant Director will be responsible for the following: Meets with Infrastructure and other departments to determine the proper timing to proceed with a new Passenger Facility Charge Applications. Leads the development of the capital and operating budget. Leads the completion and submission of the City of Houston's Monthly Operating Financial Report (MoFR) per City of Houston budget schedules. Develops a full understanding of HAS’s airline use and lease agreements, including all rates and charges, and the associated impact on financial planning and projections. Delivers an Actual vs. Budget Capital Report monthly. Works with financial advisors, bond counsel, and the City of Houston Finance Department to determine when HAS must enter the capital market to continue financing its Capital Improvement Plan. Develops advanced proficiency in the update of HAS’s long-term financial planning model. Provides analytical insight on operational statistics, cost trend analysis, KPI trends, revenue trends, business performance, etc. Communicates abnormal financial performance trends as necessary to assist in managerial decision-making. MINIMUM REQUIREMENTS EDUCATION REQUIREMENTS Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field. THE POSITION The Fleet Services Manager is responsible for the operations and financial status of the Fleet Services Bureau and the Fleet Fund. The Bureau operates a full-service maintenance operation, a 24/7 towing and vehicle lien sales operation, acquisitions, and the City’s underground storage tank program. In addition, the City’s 16 fueling facilities are also managed by the Fleet Services Bureau. The Bureau’s maintenance operation manages the acquisition and maintenance of over 2,000 vehicles and related equipment utilized by various City departments. The Long Beach fleet is diverse consisting of a full array of automobiles, light to heavy trucks, street sweepers, refuse trucks, fire trucks and fire engines, boats, helicopters and many specialized vehicles of various sizes, and powered equipment of various types. The Bureau mostly maintains this equipment with in-house staff and facilities, while contracting out some of the specialized work. MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS Education and Experience Bachelor’s degree in Engineering, Construction Management, Business Management, or a related field. A minimum of ten (10) years of relevant and progressively increasing experience in engineering or construction. Experience must include at least four (4) years of program management of complex engineering or construction projects and four (4) years of experience managing the work of staff and/or consultants. A minimum five (5) years' design or construction experience with a Commuter/Passenger or Class 1 Freight Railroad or as a consultant or contractor working on long-term assignments involving Commuter/Passenger or Class 1 Freight Railroad Projects. Proven capability and direct experience managing multiple complex projects over $50M, including overall responsibility for quality, schedule, and budget. California Professional Engineers License preferred. A combination of training, with a minimum of an Associate Degree and/or experience that provides the required knowledge, skills and abilities may be considered when determining minimum qualifications. HEALTH ADVOCACY SERVICES: SCRRA offers you and your eligible dependents free health advocacy services through Health Advocate. RETIREMENT PLAN: The SCRRA contracts with the California Public Employees' Retirement System (CalPERS). You pay a 8.00 percent employee contribution and SCRRA pays an employer contribution, which varies each year. To be eligible for service retirement, you must be at least age 52 and have a minimum of five (5) years of CalPERS-credited service. Upon retirement you are entitled to a monthly retirement benefit based on your years of credited service, age, and average compensation during your last three (3) years of service (“final compensation”). The retirement formula for New Members is 2%@62, which means at age 62, you receive 2 percent of your final compensation for every year of service. Upon separation from employment with less than 5 years of credited service, you may request a refund of your employee contributions only, including interest, and end your membership with CalPERS, or leave it in your account and retain your service credit should you decide to work for another CalPERS-covered agency. If you are vested upon separation but do not retire, you may leave your contributions in your account until retirement or elect a refund. SOCIAL SECURITY: You do not participate in Social Security except for Medicare.
