Essential Job Functions A Departmental Facilities Planner II is responsible for performing a combination of the following essential job functions: Confers with administrative and operating personnel regarding function, scope, and operational requirements of proposed buildings space utilization needed to prepare program statements, justifications, and space layouts. Conducts surveys and makes recommendations as to site requirements for new facilities and the suitability of available buildings or sites. Determines or supervises the determination of space needs in terms of anticipated operational requirements, making projections and recommendations for intermediate and long-range building expansion or alteration programs. Approves plans and specifications prior to the start of construction, having ascertained that they are in conformity with the expressed needs of the department and in accordance with standards imposed by local, State or Federal agencies which participate financially. Inspects or supervises the inspection of capital projects and other building or alteration projects during and after construction to ensure compliance with department's needs; evaluates proposed changes and makes recommendations. Prepares and supervises the preparation of drawings, specifications, and estimates for building alterations and equipment installations which are to be carried out by County building craftsmen. Makes preliminary cost estimates for major construction projects and ascertains that projects are kept within budgetary limitations; approves change orders for additional work. Prepares or supervises the preparation of applications to agencies which may participate financially in building projects and provides those agencies with technical or such other information and periodic reports as may be required. Prepares or supervises the preparation of specifications for purchase of building equipment and evaluates bids received. Expedites and coordinates delivery and installation of building equipment and ascertains that deficiencies are corrected during the warranty period. Coordinates building and equipment maintenance, telephone moving, and miscellaneous related services incidental to primary responsibilities. Represent special fund agencies to negotiate and recommend contract architects' fees and architectural services agreements and related documents outlining scope of projects and budget, which are submitted for approval to the Board of Supervisors. Supervise a staff which participates in facilities planning and related services. Requirements MINIMUM REQUIREMENTS: Option 1: Two years' experience as a Departmental Facilities Planner I* planning and executing major** capital projects.*** Option 2: Graduation from an accredited four-year college -AND- four years' experience at the architectural associate level**** in connection with the planning, development, design or coordination of major** architectural building and alteration projects. Option 3: Four years' experience at the architectural associate level in connection with the planning, development, design or coordination of major architectural building and alteration projects or four years in responsible staff capacity analyzing and making recommendations for the solution of problems of major building projects. Position Summary The Coastal Science Education Coordinator for the San Francisco Bay National Estuarine Research Reserve (NERR) develops and leads educational programs that connect people to science and the estuary. The SF Bay NERR program is part of the national NERR system of 30 coastal reserves. The education program engages community members, students, and teachers with the SF Bay NERR field sites and partner organizations through programs that foster scientific literacy and understanding of estuaries. The education coordinator’s primary responsibilities are to support the SF Bay NERR’s Management Plan’s goals and objectives and sustain programs that meet stakeholder needs identified in the 2022 Education Program Needs Assessment: to expand understanding, practice, and application of estuarine and coastal science and to promote public appreciation and stewardship of the SF Estuary, with a specific focus on underserved or underrepresented audiences. The position requires leadership, creativity, networking, and collaboration to develop and sustain broadly distributed educational programs; create relevant and useful educational resources; assess and track program outcomes; coordinate and mentor volunteers and interns; establish and meet program goals; and write grant proposals to enhance support for the full scope of program goals and objectives. One of the major required educational programs is an annual fully-funded NERR Teachers on the Estuary teacher-training program. The Reserve’s sites are tied to culturally diverse communities and partner organizations and located on ancestral lands and waters of the Coast Miwok and Southern Patwin peoples. SF State serves one of the nation’s most diverse student populations, is a Hispanic Serving Institution, and has a strong social justice mission. Culturally appropriate and relevant educational outreach and relationship building in these communities, and in collaboration with the SF Bay NERR’s partner organizations, is a core component of the program and the position. SF Bay NERR sites include 3,700 acres of two of the best remaining remnants of ecologically intact tidal wetlands and associated upland habitats in the entire SF Estuary. The SF Bay NERR is hosted by SF State’s Estuary & Ocean Science Center, on the 53- acre historic shoreline Romberg Tiburon Campus. The education coordinator works with the small SF Bay NERR staff, attends the weeklong annual NERR systemwide meeting held at reserves around the United States, collaborates with the education coordinators from the other 29 reserves and NOAA office for coastal management, and has opportunity to guide the direction of the education program. The Position Conservation Crew Supervisors supervise crews of Nevada Department of Corrections (NDOC) inmates and/or Nevada Division of Forestry (NDF) staff, maintain security, and provide training in equipment use and safety in completing projects in resource conservation and/or fire management. Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training. Incumbents receive training in performing all or part of the duties outlined in the series concept and in specialized areas in either Natural Resource or Fire Suppression. This position is for a Conservation Crew Supervisor - Option A (Natural Resources), and will be enrolled into the Regular retirement in PERS and will not be covered under the Heart and Lung Bill. The Division of Forestry's mission is to provide professional natural resource and wildland fire management services to enhance, conserve and protect forest, rangeland and watershed values, endangered plants and other native flora. The Division of Forestry has a unique partnership with the Department of Corrections to train and provide labor skills in natural resource and wildland fire management to minimum security inmates to help rehabilitate and reduce return rates. Under the supervision of the Conservation Camp Supervisor, this position supervises and directs up to 12 inmate crew members on natural resource conservation projects. Conservation projects can include, but are not limited to, timber stand improvement, timber harvest, insect and disease abatement, vegetative fuels reduction, tree planting, reclamation of wildfire damaged lands, riparian enhancement, watershed and range improvement, wildlife habitat enhancement, park maintenance, prescribed fire fuel reduction projects, and application of herbicide and pesticide for noxious weed and insect control. Conservation crew supervisors supervise and evaluate crew member skill levels; plan, assign and review work; brief crew regarding work requirements and processes, job hazards and safety standards; direct projects to ensure timely completion and production rates are met; identify problems and take corrective action; and ensure the custody and security of crew members. Crew supervisors also compile data and prepare records and reports related to project outcomes and accomplishments; equipment usage, maintenance and repair; and crew member evaluations, training and cohesion. NWCG Task Books for Faller 3 (FAL3), Faller 2 (FAL2), Helicopter Manager (HMGB), or Crew Boss (CRWB) will be granted reciprocity for equivalent qualifications for the requirements of Option A: Natural Resource. Incumbents employed at the Conservation Crew Supervisor I and II - Both Options, must initiate and successfully complete the required NDF or National Wildland Coordinating Group (NWCG) task books within three years of appointment, and as a condition of continuing employment, in order to progress to the next level in the series.
