Job Description and Duties As the state’s federally mandated Medicaid Fraud Control Unit (MFCU), the Division of Medi-Cal Fraud and Elder Abuse(DMFEA) works aggressively to investigate and prosecute fraudulent activities and the illegal diversion of health care resources from California’s most vulnerable citizens. Under the general direction of the Senior Management Auditor, the Investigative Auditor IV Supervisor trains, supervises and evaluates the performance and work product of the Alameda, Fresno and Shasta county audit staff assigned to the elder abuse and criminal fraud teams; makes case assignments; advises and consults with Supervising Deputy Attorney Generals, Special Agent In Charge, and case supervisors and agents in developing plans, procedures and methodologies for assessing and implementing auditing strategies; and acts as principal advisor to the Senior Management Auditor on forensic auditing and investigative techniques. Provides technical expertise and training to Investigative Auditors, Special Agents, and Special Agent Supervisors in conducting false claims, tax evasion, trust fund, and cost report audits for the Medi-Cal Fraud and Prosecutions programs. Independently conducts a limited number of the most complex, publically sensitive audit/investigative assignments and the most difficult and controversial field investigations. Participates, conducts, and oversees other Investigative Auditors’ interviews of suspects, witnesses, and experts. Prepares affidavits in support of search and arrest warrants and participates in search warrants. Officers must be able to restrain probation youth physically. Essential Job Functions Ensures the care and safety of probation youth during normal nighttime sleeping hours. Makes periodic rounds of the living unit to verify the presence of all probation youth assigned and to guard against problems such as fires. Maintains order and security in the living unit and investigates unusual sounds and occurrences. Takes appropriate action to prevent escapes, rule infractions, or other disturbances and observes and records the behavior and actions of individual probation youth and comforts or disciplines as necessary. DISTINGUISHING CHARACTERISTICS The Health and Human Services Program Supervisor level recognizes positions that perform full, first-line supervisory responsibilities including planning, assigning and evaluating the work of subordinate staff and are responsible for a program area within a major work unit, division, or multi-disciplinary and collaborative program/project. Represent assigned program/projects to other organizations, local communities, special interest groups, schools, businesses, clients, and the general public; respond to inquiries; and promote the program’s mission and goals. Establish and maintain open communications with other Department programs, projects, and multi-disciplinary teams; coordinate data, resources, and work products as necessary and upon request in support of a productive and positive working environment. Perform related duties as required. WORKING CONDITIONS Work is typically performed in an indoor office environment with controlled temperature conditions. Position may require travel to and from other locations in a variety of outdoor weather conditions. MINIMUM QUALIFICATIONS Experience and Training Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Experience: Four years of increasingly responsible experience in providing professional and/or clinical client services with at least two years of the qualifying experience at the journey level or higher. Training: Equivalent to a Bachelor's degree from an accredited college or university. Designated positions may require major course work in specific and concentrated areas of study. Required License or Certificate: May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.
