DEFINITION: Under the direction of a licensed and qualified pathologist, prepares and performs gross examination and dissection of anatomic pathology specimens and human postmortem examinations. Essential Job Functions Prepares surgical specimen for pathology gross examination through a comprehensive macroscopic examination and evaluation of all surgical pathological specimens, including measuring, weighing, inking margins, dissecting, and sectioning tissues. Obtains relevant clinical information, identifies necessary techniques or procedures, describes gross anatomic features of specimens, dissects surgical specimens, and prepares tissue for histological examination. Obtains related clinical history (i.e., scans, x-rays, and laboratory data) to direct the processing of specimens. Obtains biological specimens for studies, such as flow cytometry, image analysis, immunohistochemistry, etc. Assists the Pathologist with rendering the provisional gross anatomic diagnosis, through observations made in dissection. Performs frozen sectioning and staining for intraoperative consultation. Performs biomedical photography of specimens. Performs postmortem examinations including external examinations, in situ organ inspections, evisceration, dissection and recording of applicable data. Moves bodies from crypt to autopsy table and manipulates other large surgical specimens. Updates and maintains laboratory databases and orders supplies for the grossing and frozen section rooms. Fulfills administrative duties in the grossing room, including coordination of specimen type to grossing station, accessioning specimens, managing holding times for stored specimens after processing, and managing inventory. Assists in troubleshooting workflow issues and recommends changes using process improvement techniques. Acts as a preceptor and assists Pathologist in training pathology residents and other pathology lab personnel. Assists in the organization and coordination of anatomic pathology conferences. Communicates with surgeons, pathologists, residents, and ancillary medical staff for continuity of care concerning orientation, gross findings, and margins. Assists in maintaining surgical pathology policies, protocols, procedures, and quality reports. Participates in departmental inspections and surveys to ensure regulatory compliance. Assists in obtaining proper legal authorizations for autopsies and notifies appropriate authorities to coordinate requests for tissue sampling. Assist with receiving and processing cytology specimens (i.e., gynecological and non gynecological) as needed. Perform accessioning of specimens as needed. Requirements Minimum Requirements: LICENSE: Current certification* as a Pathologists’ Assistant from the American Society for Clinical Pathology (ASCP). Desirable Qualifications: Additional credit will be given to applicants who possess the following desirable qualification. Internship or shadowing or work experience as a certified Pathology Assistant in an approved Pathology Department. Introduction ABOUT THE CORONER’S BUREAU The Alameda County Coroner’s Bureau is located in the Oakland hills which serves a population of 1.6 million people and is currently the 7th most populous county in the state of California. The Coroner’s Bureau is the Regional Mutual Aid Coordinator for California’s Region II (16 counties) whose responsibility includes the coordination of intra- and inter-regional mutual aid in large scale events. The Coroner’s Bureau shares a brand-new, state-of-the-art facility with the Alameda County Crime Laboratory and Alameda County Public Health Department. When fully staffed, the Coroner’s Bureau operates with six full-time Morgue Technicians, three Forensic Pathologists, a Chief Forensic Pathologist, and additional locum tenens Forensic Pathologists. The Coroner’s Bureau also has an in-house board-certified neuropathologist and is staffed with ABMDI-certified Death Investigators. The Coroner’s Bureau has access to forensic anthropology and odontology services and multiple contracted toxicology services. The Coroner’s Bureau receives death notifications and performs investigations 24 hours a day, 7 days a week. Autopsies are normally performed Monday through Friday, excluding most holidays. However, occasional situations requiring a pathologist to conduct an autopsy outside of normal business hours or visit a death scene may arise. DESCRIPTION THE POSITION Under general direction, to serve as the primary medical advisor to the Sheriff/Coroner or his/her designee, for cases under the jurisdiction of the Alameda County Coroner's Bureau; to perform professional level, forensic medical evaluation and analysis involved with determining the cause, manner and circumstances of death and injuries sustained by deceased persons; to develop forensic evidence for use in legal proceedings; to testify and serve as an expert witness in concerning findings; to administer and manage the operations in the morgue; and organize, manage and coordinate all forensic medical activities at the Coroner's Bureau. The Chief Forensic Pathologist is licensed to practice medicine or osteopathy in the State of California and is certified by the American Board of Pathology to practice forensic pathology. This is a single position class located in the Coroner's Bureau, reporting to the Sheriff/Coroner or his/her designee. Introduction ABOUT THE CORONER’S BUREAU The Alameda County Coroner’s Bureau is located in the Oakland hills which serves a population of 1.6 million people and is currently the 7th most populous county in the state of California. The Coroner’s Bureau is the Regional Mutual Aid Coordinator for California’s Region II (16 counties) whose responsibility includes the coordination of intra- and inter-regional mutual aid in large scale events. CAREER DESCRIPTION DEPUTY CORONER T his recruitment is open to the public beginning Monday, November 6, 2023 for a minimum of five (5) business days, and will remain open on a continuous basis until 11:59 p.m. (Pacific Time) on the day the Department's needs are met. Incumbents will be periodically rotated through assignments, shifts, including nights, weekends and holidays. POSITION/RECRUITMENT INFORMATION This recruitment is being held to establish an Open Eligible List to fill current and future Deputy Coroner vacancies until the next recruitment. THE DIVISION The Coroner Division is an investigative unit responsible for carrying out the statutory duties of the Coroner. Those duties include investigation into the circumstances surrounding all deaths falling within the Sheriff-Coroner's jurisdiction for the purpose of determining the identity of the deceased, the medical cause of death, the manner of death, and the date and time of death. Medico-legal death investigations are conducted countywide on all homicides, suicides, accidents, suspicious and unexplained deaths. Other duties include notifying the next of kin, safeguarding personal property, collection of evidence, and completion of mandatory records and documents. The Division is also proactive in the community, participating in programs geared towards preventing drunk driving and drug use; identifying consumer products causing fatal injury; domestic violence, child abuse and elder abuse; and providing educational services for medical, legal and law enforcement professionals. CAREER DESCRIPTION DEPUTY CORONER T his recruitment is open to the public beginning Monday, November 6, 2023 for a minimum of five (5) business days, and will remain open on a continuous basis until 11:59 p.m. (Pacific Time) on the day the Department's needs are met. Incumbents will be periodically rotated through assignments, shifts, including nights, weekends and holidays. Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization. POSITION/RECRUITMENT INFORMATION This recruitment is being held to establish an Open Eligible List to fill current and future Deputy Coroner vacancies until the next recruitment. THE DIVISION The Coroner Division is an investigative unit responsible for carrying out the statutory duties of the Coroner. Those duties include investigation into the circumstances surrounding all deaths falling within the Sheriff-Coroner's jurisdiction for the purpose of determining the identity of the deceased, the medical cause of death, the manner of death, and the date and time of death. Medico-legal death investigations are conducted countywide on all homicides, suicides, accidents, suspicious and unexplained deaths. Other duties include notifying the next of kin, safeguarding personal property, collection of evidence, and completion of mandatory records and documents. The Division is also proactive in the community, participating in programs geared towards preventing drunk driving and drug use; identifying consumer products causing fatal injury; domestic violence, child abuse and elder abuse; and providing educational services for medical, legal and law enforcement professionals. Other contributions to the community includecooperative relationships with non-profit organ and tissue procurement agencies to enhance the quality of life and save lives. The Division also collaborates with research organizations pursuing medical science advancements. General Duties: Conduct medico-legal death investigations of all sudden, violent, and unexpected deaths that occur within the County of Orange in order to determine the circumstances, manner, and cause of death, and the identity of decedents coming under the Sheriff-Coroner's jurisdiction; order autopsies performed by professional staff; and do other work as required. THE IDEAL CANDIDATE The ideal candidate will possess basic software computer skills such as Microsoft Outlook, Word, Internet Explorer. Option II Two years in the Orange County class of Forensic Assistant, Forensic Specialist, or Forensic Scientist OR two years in a science or paramedical field such as Autopsy Technician, Registered Nurse, Paramedic, Police Evidence Technician, Criminalist, or any other medical/science related experience which demonstrates possession of the required knowledge and abilities listed. Option III Possession of a Bachelor's Degree from an accredited university in Criminal Justice, Biology, Nursing, Forensic Science, Mortuary Science, or other related subject to be evaluated on a case by case basis. Option IV Possession of an Associate Degree from an accredited college in Criminal Justice, Biology, Nursing, Paramedic Science, or Mortuary Science combined with some experience as a Reserve Peace Officer, Coroner's Volunteer, Forensic Assistant, Orange County Sheriff's Special Officer, Mortician, Licensed Embalmer, Emergency Medical Technician I, Reserve Firefighter, or other related experience. License/Certification: Possession of a valid California Driver License by date of appointment. Option I Must possess and maintain a valid California Peace Officer Standards and Training (P.O.S.T.) Basic Certificate. Option II Must possess and maintain a valid California Peace Officer Standards and Training (P.O.S.T.) Specialized Basic Certificate. Option III Must maintain a valid California Peace Officer Standards and Training (P.O.S.T.) Proof of Eligibility (P.O.E.) and obtain and maintain a valid California Peace Officer Standards and Training (P.O.S.T.) Basic Certificate or a valid California Peace Officer Standards and Training Specialized Basic Certificate upon completion of probation. A P.O.E. is not transferable between agencies and expires upon obtaining a valid California Peace Officer Standards Training (P.O.S.T) Basic Certificate or a valid California Peace Officer Standards Training (P.O.S.T) Specialized Basic Certificate. SPECIAL REQUIREMENTS Must maintain periodic firearm qualification. Requirements for Deputy Coroner per California Government Code Section 1031: Incumbent will be required to successfully complete a Penal Code 832 (Arrest and Firearms) course and the Coroner’s Death Investigation course within one year of date of hire. Applicants must not have been convicted of a felony or be on any form of probation and must pass an extensive background investigation to the satisfaction of the Orange County Sheriff-Coroner. Background screening includes completing of a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e.. degree, license, or official transcripts). Requirements for Deputy Coroner: Be legally authorized to work in the United States under federal law. Must be at least 21 years of age by date of appointment. Not have been convicted of a felony and not be otherwise subject to disqualification under California Government Code Section 1029. Be free from any physical, emotional, or mental condition, including bias against race or ethnicity, gender, nationality, religion, disability, or sexual orientation, that might adversely affect exercise of Deputy Coroner powers, as determined by a license examining authority in accordance with California Government Code Section 1031. Have graduated from high school or attainment of a satisfactory score on a General Education Development (G.E.D.) test or California High School Proficiency exam or have attained a two-year or four-year degree from an accredited college or university. Pass a background investigation conducted in compliance with California Government Code Section 1031, to the satisfaction of the Sheriff-Coroner.
