Job Summary: Under general direction of the Director and in collaboration with the Manager, Talent Acquisition the Talent Acquisition Specialist provides support functions throughout the hiring life-cycle. Responsibilities Talent Acquisition: - Coordinates the talent acquisition and recruitment processes for staff and Management positions, including strategic sourcing; the development and/or review of interview questions and test materials; coordination of interview schedules; and advising Hiring Managers on the appointment recommendation process. - Consults with and advises key stakeholders on critical aspects of searches, including planning, attraction, selection, offer, and onboarding. - Conducts detailed recruitment planning meetings with Hiring Managers to establish recruitment strategies and timelines. - Develops job announcements and posts recruitments; screens applicant pool and refers qualified candidates to Hiring Managers. - Proctors recruitment testing; plans, designs and develops selection tools, such as supplemental questions, written tests, performance exams, interview questions, and other related test materials. - Proposes solutions to recruitment problems. Reviews all interview documentation and recommendations from departments to ensure compliance. - Updates Manager(s) on progress of all recruitments. - Conducts research, analysis and provides recommendations to key areas of recruitment, including policy, procedure, outreach, assessment, technology, continuous process improvement, retention, and best practices. - Utilizes and maintains applicant tracking systems for optimal performance. - Monitors recruitment and testing processes and procedures for compliance with Federal, State and Collective Bargaining Agreements. - Promotes diversity and inclusion; assist in the development of diversity, equity, and inclusion strategies. - Responds to inquiries from internal and external customers; develops strong rapport with campus stakeholders. - Utilizes a variety of performance indicators and statistical analyses to advise key stakeholders on cost, quality, time, and satisfaction goals. Compliance & Processing: - Oversee the background check process for all staff and MPPs employment and maintains compliance with policy standards. - Reviews results for all pre-employment physicals. - Reviews all Live Scan results for campus. - Conducts and/or consults on specialized background checks for UPD in compliance with POST requirements and regulations (background investigations, pre-employment physicals, psychological evaluations) Programs/Presentations/Committees: - Assist with planning, presenting and/or coordinating the New Employee Orientation (NEO). - Assist in conducting CSU Recruit trainings. - Coordinates with hiring managers and staff on pre-boarding activities to ensure excellent first-day experience for all new hires. - Assists with HR special projects, workshops and events as needed. - Other duties as assigned by Director or Manager. SHORT TERM DISABILITY: You are covered under the California State Disability Insurance (SDI) Program. Your maximum benefit amount is 52 times your weekly benefit amount or the total wages subject to SDI tax paid in your base period, whichever is less. Employees pay a mandatory contribution, through payroll deductions, for coverage under the SDI program. The contribution rate for 2023 is 0.9 percent of earnings. The SDI taxable wage limit is $153,164, with a maximum withholding of $1,378.48 per employee for calendar year 2023. LONG TERM DISABILITY : SCRRA provides for income replacement of 60 percent of monthly earnings subject to a maximum benefit of $7,500 per month up to age 65.
