The Water Systems Operator performs installation, maintenance and repair on water distribution and wastewater collection facilities and operates a variety of heavy equipment, specialized equipment and other department-related equipment. We are hiring for all levels of operators. The salary range for this position is dependent on qualifications and experience. This position will remain open until filled. The hiring range for an Entry level Water Systems Operator is $23.80 - $ 26.68, with a salary range of $23.80 to $27.30. The hiring range of a Journey Water Systems Operator is $26.00 - $29.47, with a salary range of $26.00 to $33.03. The hiring range of a Senior Water Systems Operator is $30.50 - $32.40, with a salary range of $30.50 to $37.56. Operates, maintains and performs minor repairs on a variety of machinery and equipment including backhoe, trencher, skid steer loader, tapping machine, air compressor, and grinder pumps, sewer machine and line locator. Repairs leaks and breaks within water and wastewater lines; digs up water and wastewater lines; locates water line leaks and breaks; refills trenches after repairs have been made to specifications. Performs cut-offs of water valves to replace broken valves and performs water or wastewater taps for new service. Turns meters on and off for new service; removes old or malfunctioning water meters and sets new meters as required. Installs wastewater clean-outs to determine the location of blockage; determines the most advantageous location in the wastewater line to use the wastewater jet to unclog blockage and perform procedures to unclog wastewater lines. Troubleshoots and investigates water and wastewater line problems; traces and locates leaks and breaks; excavates water and sewer lines in a manner that will not damage the lines. Responds to service calls concerning water and wastewater utilities emergencies or problems on a stand-by basis; works to reduce state of emergency and correct problems; performs overtime duties as necessary or required in order to maintain proper functioning order as assigned. Repair, replace, and install structures such as manholes, cleanouts, and pressure-relief valves. Calibrate, test, and operate air-monitoring devices. Depending on assignment, work in areas with the potential to contain biohazards. Assist with environmental cleanup; mitigate damage related to sewer spills. Read and interpret maps. Learn a variety of semi-skilled and manual work involved in the maintenance, cleaning, and closed circuit television (CCTV) inspection of sewer lines and structures. Perform heavy manual labor. Work outdoors in a variety of weather, terrain, and undergrowth conditions, with or around environmental hazards such as poison oak, stinging insects, and blood- and water-borne pathogens. WORKING CONDITIONS Position requires sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements in the performance of daily duties. The position also requires both near and far vision when operating assigned equipment. Acute hearing is required in both the field and the office. The ability to lift, carry and push tools, equipment and supplies weighing up to 70 pounds, such as a jackhammer, is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, heat, and cold. The incumbent may be exposed to fumes, dust chemicals, biohazard materials and air contaminants. The nature of the work may also require the incumbent to climb ladders, use power and noise producing tools and equipment, work in confined spaces, drive motorized vehicles and work in heavy vehicle traffic conditions. Minimum Qualifications Education and Experience The minimum qualifications for education and experience can be met in the following way: Maintenance Worker II A high school diploma or GED equivalent, AND Six months of experience performing duties comparable to those of the City's Maintenance Worker I classification. Knowledge, Skills, and Abilities Maintenance Worker I Some knowledge of: The proper use and care of common hand tools. Ability to: Safely perform heavy manual labor. Learn the operation of power tools and equipment and the performance of a variety of semi-skilled tasks. Learn to safely handle toxic materials. Follow oral and written instructions. Work effectively as a member of a crew. Act in a courteous and diplomatic manner with members of the public. Willingness to: Wear a uniform. Licenses/Certificates Possession at time of hire and continued maintenance of a valid California Class C driver's license and a safe driving record. Maintenance Worker II Knowledge, Skills, and Abilities Working level as required for the Maintenance Worker I, plus the following: Working Knowledge of: The basic techniques, equipment and materials used in the maintenance of water systems, sewers, trees and/or streets, as required by the program to which assigned. The safety procedures for operating equipment and power tools. Ability to: Work effectively alone and as a member of a crew. Locate utilities and understand Underground Service Alert (USA) procedures. Willingness to perform on-call duty assignment and call-back work as required. Licenses/Certificates Sewer and Storm, and Water Distribution Sections: Completion of the Entry Level Driver Training (ELDT) requirements for a commercial driver's license (CDL) and possession of a valid California Class B driver's license with tanker endorsements is required within the probationary period. Continued maintenance of a valid California Class B driver's license with tanker endorsements and a safe driving record is required through the duration of employment.
