ESSENTIAL DUTIES AND RESPONSIBILITIES • Serves as the initial contact for members of the public submitting permit applications and building plans for review and approval. Provides customer service, technical assistance and information to customers. • Conducts the most complex technical reviews of all aspects of building plans for completeness, accuracy and compliance with established building codes and regulations, including structural, electrical, plumbing and/or mechanical systems. • Confers with and assists builders, engineers, architects, contractors and the public regarding building codes and permit requirements; responds to questions and inquiries and performs special investigations of complex building and construction related issues in order to develop resolutions to problems. • Coordinates plan check activities with other City departments and personnel. • Maintains and updates records of building plans and files; prepares required reports and correspondence as required. • Provides day-to-day work direction, lead and technical oversight to subordinate personnel. • Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification. QUALIFICATIONS Knowledge of: • Principles and practices of plan review. • Industry standard technical specifications for commercial and residential construction methods and materials including, electrical, plumbing, and mechanical systems and sub-systems. • Building construction and design practices. • Pertinent Federal, State and City Ordinances, laws and regulations including Uniform Building, Plumbing, Mechanical, Electrical and Fire codes. Skill in: • Identifying sufficiency, accuracy and completeness of building and construction plan submissions and compliance with applicable codes. • Interpreting the most complex technical requirements and perform calculations related to structural, electrical, plumbing and mechanical systems and sub-systems. • Responding to technical questions and providing assistance to members of the public. Ability to: • Accurately perform comprehensive plan checks in a timely, responsive manner. • Resolve difficult technical issues and problems while ensuring customer service standards are satisfied. • Identify technical and procedural deficiencies in plan submissions and accurately communicate required corrections or changes. EXPERIENCE AND EDUCATION Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Six years of experience in building construction work that involved the use of engineering or architectural building plans; performing comprehensive building construction plan check work in a municipal or county government agency and an accredited plan examiner certificate; or equivalent experience as a building or construction inspector in a municipal or county government agency. Education: Completion of high school or possession of a G.E.D. certificate. Substitution: Each year of college education in building construction, engineering, drafting, architecture or related courses may substitute for a year of experience. Description Reviews for code compliance all plans and construction documents submitted for permitting for new construction, alteration and repair work on commercial, residential and industrial projects. Provides courteous and professional customer service. Supervises subordinate Plans Examiners. Examples of Duties Reviews engineered and non-engineered commercial, residential and industrial plans to ensure compliance with all local, state, and federal codes, ordinances and laws before, during and after construction, including but not limited to building, energy, handicap accessibility, flood zone, plumbing, gas, electric, mechanical, etc. Approves plans, specifications and standards. Reviews multi-family housing plans for ADA compliance in accordance with the Fair Housing Act. Reviews permit applications as submitted for completeness and accuracy; tracks applications. Reviews mobile home permits for compliance with State requirements pertaining to set-up, set-back and electrical, plumbing and mechanical requirements. Reviews Florida Energy Code forms for compliance. Prepares sketches to detail code requirements. Reviews submitted plans for compliance with adopted Flood Ordinance. Determines Flood Zones in order to certify building elevation certificates and enforcement. Attends Development Review Meetings. Corresponds with comments to ensure compliance. Reviews plats, site plans, construction plans, architectural drawings, engineering plans and shop drawings for compliance with all applicable building codes and regulations. Prepares, processes and submits various documents, including plan review logs, inspection logs, vehicle mileage logs, violation notices, sketches, review notes, memos, correspondence, etc. Researches and obtains evidence and prepares reports concerning violations which have not been corrected. Testifies in legal proceedings as directed. Maintains up-to-date knowledge of all current codes and inspection/enforcement procedures. Maintains required certifications through state-mandated continuing education. Interprets requirements and recommends compliance procedures to contractors, trades-workers, property owners and the general public. Assists customers at the counter. Performs Building, Electrical, Plumbing and Mechanical Inspections as needed in areas of licensure. Supervises subordinate plan review staff to include selection, disciplinary issues and performance reviews. Provides direction to field inspectors relative to code requirements and processes for specific projects. Attends required meetings, conferences, training courses and seminars to maintain knowledge of industry trends and technology. Performs a variety of routine office duties as required, which include but are not limited to, preparing reports and correspondence, entering computer data, attending meetings, answering the telephone, etc. Interacts and communicates with various groups and individuals such as immediate supervisor, building official, co-workers, other County personnel, County Commissioners, complainants, property/business owners, contractors, architects, engineers, various community/civic organizations, various other governmental agencies, vendors and the general public. Preference will be given to applicants who also hold Inspector Licenses. Must possess and maintain a valid State Driver’s License. KNOWLEDGE, SKILLS AND ABILITIES : Knowledge of construction techniques, procedures, technology, and materials; Knowledge of construction safety laws and requirements; Knowledge of state and federal laws and regulations relevant to construction practices; Knowledge of International Building Codes, International Plumbing Code, International Mechanical Code, National Electrical Code, Texas Accessibility Code, SECO Requirements; Knowledge of electrical, mechanical, plumbing, and water/wastewater systems; Skill in handling multiple projects in a fast-paced atmosphere; Skill in staying familiar and up to date with different editions of the International Building Codes, and all other applicable codes and standards along with current construction procedures/technology; Skill in computer programs including Microsoft Office, Blue Beam Revue; Skill in verbal and written communication; Skill in time management, organization, and attention to detail; Ability to positively interact with other staff members, contractors, governmental agencies and other clientele; Ability to prepare written plan review correspondence and update information into company software programs; Ability to read and interpret construction plans and specifications; Ability to provide guidance and technical consultation to less tenured plan reviewers, and staff; Ability to anticipate potential problem areas in order to minimize the impact to construction schedules and/or to minimize additional cost to the department; Ability to train less tenured Plan Reviewers; Ability to apply engineering concepts to assigned projects Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.; Ability to conduct work activities in accordance with TPWD safety program. WORKING CONDITIONS : Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday, with some flexibility in schedule; This position is suitable to telework two days per week and the candidate may be allowed to telework with supervisor approval; Required to work overtime as necessary; Required to occasionally work weekends to complete special assignments; Required to travel 5% of the time with possible overnight stays; Must conform to agency work rules, safety program, and dress and grooming standards; Non-smoking environment in State buildings and vehicles.
