Operate mechanisms for loading, dumping, and compressing waste and other refuse. Move truck while servicing route. Inform new customers of service charges and regulations. Check refuse collection equipment to insure good operating condition. Report houses on route to supervisor that do not require ongoing service. Drive truck to and from location of work assignment. Keep records and prepare reports of operations and activities. Operate equipment and/or vehicles including 1/2 ton pick-up and dump trucks, articulating drive front-end loaders, water truck, refuse packers, and other related equipment. Perform minor maintenance and servicing of assigned vehicle. Transport personnel, materials, and equipment. Hand sweep or shovel debris and rubbish. Perform pre- and post-trip vehicle inspections as required by Department of Transportation (DOT) regulations. Perform other related duties as assigned. QUALIFICATIONS Knowledge of: Typical operation requirements of equipment and trucks. Traffic laws, ordinances, and rules involved in truck and equipment operation. Methods and materials used in inspecting, servicing, and maintaining equipment. Safe use, operation, and maintenance of truck and equipment operation. EDUCATION AND EXPERIENCE: Experience: One (1) year of experience comparable to an Integrated Waste Equipment Operator with the City of Sacramento. OR One (1) year of experience in the operation of a two or three-axle vehicle with a Gross Vehicle Weight Rating (GVWR) of 30,000 pounds or more. SPECIAL QUALIFICATIONS: Driver License: Possession of a valid California Class B Driver License without the Air Brake restriction is required at the time of appointment, and is a condition of continued employment. The Water Systems Operator performs installation, maintenance and repair on water distribution and wastewater collection facilities and operates a variety of heavy equipment, specialized equipment and other department-related equipment. The hiring range for an Entry level Water Systems Operator is $23.80 - $ 26.68, with a salary range of $23.80 to $27.30. ESSENTIAL DUTIES AND RESPONSIBILITIES Depending upon assignment, duties may include, but are not limited to, the following: - Assign, schedule, direct, and review, through lead operators, the work of drinking water treatment or wastewater facility operations in accordance with Federal, state and local laws and regulations. - Troubleshoot and resolve problems in plant and well performance and take appropriate corrective action. - Provide technical assistance and advice on plant operations and related processes. - Supervise the operation and maintenance and operate a wide variety of equipment, such as large capacity pumps, heavy duty motors and engines, compressors, generators, chemical feeders, large valves; specialized equipment such as residual chlorine analyzers, fluoride analyzers, auto-samplers, computer-based telemetry recorders and indicators, computer control systems, electrical equipment and various kinds of hydraulic, pneumatic, mechanical and electrical systems. - Inspect assigned facilities and make evaluations of work performed by subordinates and performance of equipment. - Maintain surveillance of the operating efficiency and performance of all plant mechanical and electrical systems and the Supervisory Control and Data Acquisition (SCADA) system. - Maintain inventory and written and/or computer-generated data including historic equipment records, facility condition, pumping rate, chemical usage and inventory, water quality reports, and equipment lubrication requirements. - Assist in the design of and serve as system administrator of SCADA or computerized maintenance management systems. - Interpret and make required adjustments to specialized instruments such as recorders, gauges, meters, charts, and dials. - Survey facilities on a regular basis to insure that plants or stations and equipment are clean and in good operating condition. - Perform water quality tests and direct necessary chemical dosage and related adjustments. - Participate in the development and review of plans and specifications for water, wastewater, well, reservoir, pump and distribution/collection systems; suggest methods for improving plant efficiency. - Order supplies and materials; prepare cost estimates, assist in development of equipment specifications and assist in the preparation and administration of operations and maintenance budgets. - Maintain work time, equipment, and material records; make reports of work performed. - Select, train, supervise, and evaluate subordinate personnel. - Respond to emergencies on an on-call basis 24 hours per day, seven days per week. - Work in confined spaces on temporary scaffolding and on high structures; using breathing apparatus and/or Level I Hazmat suits - Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification. QUALIFICATIONS Knowledge of: - Methods, principles, practices, construction techniques and standards of operation and maintenance of drinking water treatment or wastewater treatment and pumping facilities, or potable and non-potable water wells and pumping facilities. - Equipment, supplies, and materials used in the combined wastewater control system, drinking water treatment plants, wells and outlying pumping stations and reservoirs. - Control and measuring devices, gauges, meters and instruments necessary to properly evaluate and determine the status of the control systems. - Principles of mathematics, algebra, chemistry and hydraulics as they apply to plant operations. - Mechanical principles and practices relating to plant equipment and machinery. - Occupational hazards and standard safety practices necessary in water and wastewater facilities. - Hazardous materials related to plant operations and appropriate response and mitigation measures. - Principles and practices of supervision, training, and performance evaluation. - Principles, theories and operation of process control SCADA and computerized maintenance management systems. - Federal, state and local laws and regulations related to drinking water quality and treatment, wastewater treatment, plant operations and safety. Senior Water Distribution Technicians are responsible for leading, overseeing, and participating in the more complex and difficult work of staff responsible for providing installation and maintenance services of water distribution systems. The Environmental Compliance Inspector I/Trainee performs sampling and inspection work for pretreatment and stormwater activities of local businesses and industries. Protects the public, environment, and the Publicly Owned Treatment Works (POTW). The Environmental Compliance Inspector II performs sampling and inspection work related to the administration of the City's Industrial Waste Ordinance and to ensure compliance with the National Pollutant Discharge Elimination System (NPDES) Permit for the Municipal Separate Storm Sewer System (M4) and the Water Quality Management Plant (WQMP) for the Santa Ana region. Inspect industrial sites to ensure compliance with the Industrial General Permit governing stormwater; review and determine issues or evidence of illicit non rainwater discharges; advise sites, issue enforcement action reports, and notify the Regional Water Quality Board of non-compliant sites. Maintain records of inspections and findings, document violations, recommend solutions, and follow-up on violators; receive calls from dispatch reporting emergent spills or other environmental concerns; monitor clean up and assist senior inspectors. Receive and review plans for new buildings or tenant improvements; update plan check log sheet, review plumbing plans for compliance, suggest modifications, conduct inspections, and ensure appropriate completion. Review and evaluate site plans, maps, waste management plans, slug control plans, spill containment plans, and other projects involving the use or elimination of wastewater; assist with permitting and analyzing industrial flow and samples. Provide education and interaction with public, site contacts, and business owners to explain requirements of various ordinances; deliver hand outs and educational material as appropriate. Assist in performing office duties and coordinating general operational tasks related to enforcement, monitoring, inspection, and permits or plan check; maintain, updated, and modify IPACS database and other software systems and management databases. Evaluate industrial waste discharges for compliance with waste discharge regulations; sample industrial process wastewater, transport to lab, perform investigative work, and document discoveries for enforcement measures. Assist in developing and coordinating training programs; provide leadership and training for other subordinate staff when necessary. Assist in performing office duties and coordinating general operational tasks related to enforcement, monitoring, inspection, and permits or plan check. Evaluate industrial waste discharges for compliance with waste discharge regulations; Perform a variety of specialized chemical and biological laboratory tests to sample industrial process wastewater, preservation and transport of samples to lab, perform investigative work, and document discoveries for enforcement measures. Evaluate storm water run-off from industrial and commercial facilities or mobile operations to determine compliance with best management practices. Respond to industrial waste spills and treatment plant upsets and participate, facilitate, and coordinate clean up and containment operations; meet, engage, and communicate with industrial dischargers regarding industrial wastewater problems. Qualifications Environmental Compliance Inspector I Trainee Education: Equivalent to an Associates Degree from an accredited college or university with at least two semesters of chemistry, supplemented by additional courses in biology or related sciences. Additional qualifying experience may substitute for the required education on a year-for-year basis. Experience: Six (6) weeks of experience in industrial waste inspection or related field. Environmental Compliance Inspector I Education: Equivalent to an Associates Degree from an accredited college or university with at least two semesters of chemistry, supplemented by additional courses in biology or related sciences. Additional qualifying experience may substitute for the required education on a year-for-year basis. Experience: One (1) year of experience in industrial waste inspection or related field or six (6) months of experience with a Bachelor's Degree in a closely related field Environmental Compliance Inspector II Education: Equivalent to anAssociate's Degree from an accredited college or university with at least two semesters of chemistry, supplemented by additional courses in biology or related sciences. Additional qualifying experience may substitute for the required education on a year-for-year basis. Experience : Three (3) years of experience in industrial waste inspection comparable to that of an Environmental Compliance Inspector I in the City of Riverside OR two (2) years of experience with a Bachelor's Degree in a closely related field. Licenses and Certifications: Possession of, or ability to obtain, a valid appropriate class "C" California Motor Vehicle Operator's License. Possession of a Grade II Environmental Compliance Inspector Certificate issued by the California Water Environment Association is required at the Environmental Compliance Inspector II level. Possession of a Grade I Environmental Compliance Inspector Certificate issued by the California Water Environment Association must be obtained within 18 months from date of appointment. Ability to obtain proof of completion of Pretreatment Facility Inspection course work from California State University Sacramento, with 90% grade average within 12 months from date of appointment. Physical Demands and Working Conditions : Work is done inside and outside in the field with exposure to inclement weather, hazards, chemicals, equipment, construction materials, and fumes.
