The successful candidate may be required to consult with developers, project representatives, and the public on project requirements and processes, develop and recommend policies, operational procedures, and guidelines. The incumbent is responsible for performing or supervising all phases of safety and food safety training and crop production activities, maintaining department adherence to safety, food safety, and pesticide regulations, and maintaining records and inventory (pesticides, tools, safety equipment, etc.). Department Summary The Plant Sciences (PLSC) Department is a major academic unit within the College of Agriculture, Food and Environmental Sciences (CAFES). The department is comprised of a department head, full-time faculty and part-time lecturers, support staff, 275 undergraduate majors, and a varying number of student-assistants. The facilities associated with PLSC include the Department’s Crops Unit, with 70 acres of evergreen and deciduous fruit trees and berry production, 35 acres of forage crop and annual row crop production, of which 11 acres are certified organic, and 10,000 sq. feet of greenhouse space; a 16-acre Horticulture Unit consisting of 40,000 sq. ft. of greenhouse space, extensive outside production and display areas, and 7,500 square feet of shade houses; and the Leaning Pine Arboretum. The Department offers the Plant Sciences major leading to the Bachelor of Science degree. Within this major are three concentrations: Environmental Horticultural Science, Fruit and Crop Science, and Plant Protection Science. Key Qualifications Ability to independently plan, prioritize and coordinate day-to-day tasks and long-term projects and complete work assignments in a timely manner. Knowledge of State and Federal laws and regulations related to crop and horticultural pest management and control and ability to interpret and communicate as needed to ensure that all legal aspect of pesticide application, clean-up, and storage are adhered to. Demonstrated ability to successfully complete technical calibrations for a variety of pesticide and fertilizer application equipment. Thorough knowledge of the operation and maintenance of agricultural machinery and other equipment employed in the production of crops. Demonstrated ability to monitor for crop pests; build a database and analyze results for effective pest management. The ideal Water Treatment Plant Operator will be able to perform a variety of skilled technical duties and semi-skilled labor, as regulated by Federal and State potable water treatment guidelines, in the operation and maintenance of the City's drinking water treatment plants, transmission, distribution systems, and appurtenances. While not required, possession of an Associate's Degree in Water Treatment, Water Distribution or related field and industry approved specialized training are highly desired. THE DEPARTMENT The Vallejo Water Department is a dynamic organization engaged in growth and positive change for the benefit of our customers and community. The Department provides potable water to121,000 customers through a highly complex system including multiple raw water sources, three treatment plants, a Sludge Dewatering Facility, 600 miles of distribution pipes, 8 pressure zones,27 pump stations, and 37,000 service connections. Vallejo Water is a Treatment-5/Distribution-5system. In 2017, Vallejo water services transitioned from a division of Public Works, to a standalone Water Department reporting directly to the City Manager. This change gives drinking water-related operations and issues greater visibility and strategic direction for the benefit of rate-payers. The Water Department's strategic goals include: infrastructure reliability, public trust, sustainability, organizational performance, and financial viability. The Water Department has six Divisions: Water Treatment, Engineering, Distribution, Watershed and Facilities Management, and Administration/Conservation. Employees in this classification have completed the thirty-six (36) month trainee portion of this progressive classification series (or equivalent experience from an outside agency), successfully obtained their Grade T3, and successfully demonstrated their ability to perform the full range of responsibilities including operating and maintaining serviceable water supply through the City's transmission, distribution facilities, water treatment plants and sludge de-watering facility, often without immediate supervision. Incumbents apply independent judgement and standard job knowledge to resolve issues/problems of diverse scope where analysis of data requires evaluation of identifiable factors, initiative, and action within established operational parameters. This classification is distinguished from the Senior Water Treatment Plant Operator class, in that the latter is the advanced journey level responsible for the most complex tasks, and requiring frequent analysis of unique issues/problems without precedent and/or structure. Notify property owners of deficiencies and safety hazards resulting from inspection; issue final notices of non-compliance; set forth time limitations; and write follow-up letters. Initiate code enforcement actions and recommend abatement or condemnation where public health, safety and welfare may be in jeopardy; direct contractors on abatement and clean up procedures and actions and determine final abatement compliance. Assists technicians with difficult assignments. Resolves conflicts with applicants, contractors, building owners or operators, business owners and coordinates activities with other enforcement agencies. May contribute to performance appraisals to evaluate subordinates; assist and/or give input regarding employee selection and discipline. Participate in or lead process improvement efforts applicable to the mission, goals, and objectives of the department. Participate in staff consultations on site or as needed to support applications or other actions. Respond to public inquiries in person, in writing, and on the phone, regarding fire safety or inspection related matters and permit process procedures, translating technical and building code information and available alternatives, and resolve issues. Deliver targeted education programs. Assist with fire investigation as needed. Perform site evaluations as required to determine adequacy of submittals. Use the department's record-keeping and permit management system to evaluate work assignments and process improvements, track permit activities, building inspection results, permit files, permit status, and related records. Keep current on changing codes and building practices through continuing education (seminars, classes, meetings) and reading of applicable journals. Maintain required certifications.
