THE POSITION IDEAL CANDIDATE STATEMENT The ideal candidate for this position would have prior experience inspecting public infrastructure projects, be familiar with industry standard transportation and underground utility construction practices and materials used. It is highly desirable they be familiar with the requirements of Caltrans Local Assistance as they relate to construction management and administration. The ideal candidate should be solutions-oriented, comfortable working collaboratively in a team environment, and communicate effectively. To inspect work product and materials used in the construction work of a variety of public and private projects to insure conformance with applicable laws, ordinances, standards, plans, specifications, and departmental regulations. DISTINGUISHING CHARACTERISTICS This is the journey level. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Construction Inspector I, or, when filled from the outside, require prior construction inspection experience. Appointment to the higher class requires that the employee be performing substantially the full range for duties for the class and meet the qualification standards for the class. A Construction Inspector II works under general supervision and is expected to perform the entire range of field inspection work requiring a complete knowledge of construction inspection principles and practices. Work in this class is distinguished from that of Construction Inspector I by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. ESSENTIAL DUTIES AND RESPONSIBILITIES Depending upon assignment, duties may include, but are not limited to, the following: - Inspect materials and construction work product for City capital improvement and private projects to insure compliance with the contract documents. Observe work during progress and upon completion. Inspection shall include checking lines, grade, size and location of facilities for conformance with city standards and egulations. - Be familiar with City Standard Specifications, project plans and specifications, and Operation and Maintenance requirements to insure project is properly constructed in accordance with all City requirements. - Prepare documentation and reports in accordance with City standard construction management and inspection procedures. - Take samples of materials for examination or analysis by laboratories. - Oversee the performance and be knowledgeable of field tests. - Inspect adjacent properties for damage from construction activity. - Confer with property owners regarding project schedule, hazards, and inconvenience. - Coordinate work with other City departments and utilities. - Prepare necessary correspondence to the contractor regarding contract requirements. - Prepare as-built plans for completed projects. - Review and monitor construction schedule to insure construction is progressing in accordance with contract requirements. - Perform estimates and documentation of work complete for progress payments. - Perform related duties as assigned. QUALIFICATIONS Knowledge of: - Defects and faults in construction. - Basic mathematics including algebra, geometry, and trigonometry. - Materials, methods, regulations and requirements relative to the construction and installation of streets, gutters, storm drains, culverts, and other related facilities associated with city projects. - Tools, surveying instruments, and equipment used in construction of city projects. - Materials sampling and estimate procedures. - Applicable laws, regulations, codes, and departmental policies governing the construction of assigned projects. - Paving methods and materials. - Soil conditions, types, and formations. Ability to: - Understand and interpret engineering plans and specifications and to prepare accurate engineering records. - Deal firmly and tactfully with contractors, engineers, and property owners. - Communicate clearly and concisely, orally and in writing. - Ability to use computer programs applicable to the work. - Detect and locate faulty materials and work product and to determine the stage of construction during which defects are most easily found and remedied. - Perform the entire range of construction Inspection activities with a minimum of supervision. Experience and Education: Two-year degree or completion of a certificate program in Construction Management or Construction Supervision and Inspection plus one year of sub professional engineering experience or journey level public works/utility construction experience preferably including some construction inspection experience. OR Two years experience comparable to that of a Construction Inspector I in the City of Sacramento. Public services provided by the Alameda County Public Works Agency include flood and storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections. The goals of the Agency are to keep roads safe and well maintained, provide the highest level of flood protection, provide service levels that optimize infrastructure life cycles, minimize deferred maintenance, ensure that development and construction adhere to applicable State and County rules, optimize disaster preparedness, response and recover, ensure that the Agency’s operations and services minimize negative impacts on the environment, and sustain and advance County and Agency programs through a vital business and administrative support system. THE POSITION This series specification describes three levels of Public Works Inspector, Facilities. Incumbents receive close supervision at the lower level and work under general direction at the upper levels. The Public Works Inspectors, Facilities, inspect and evaluate existing flood control facilities including channels, pipes and culverts, tide gates, levees, etc.; prepares reports and recommendations for any necessary corrections; responds to 24-hour hazardous material spills in Alameda County; utilizes the equipment necessary to work safely underground; and may be responsible for inspecting maintenance contract work such as tree trimming/removals, installation of various pipe, earth-work grading, minor concrete work and fence repairs and installations. At the III level only, incumbents also inspect roadways and related facilities and improvements. The Public Works Inspector, Facilities, are primarily responsible for inspecting existing flood control facilities, pavements and drainage of County maintained roads for functional adequacy and public safety. Occasionally, incumbents at the III level only will also inspect new construction of capital projects, repairs and improvements to flood control facilities, roads, highways and water supply systems, overseeing the work of outside contractors. Further, the option of Public Works Inspector, Facilities, at all levels, is distinguished from the Public Works Inspector, Construction in that incumbents of this option are required to respond to hazardous material spills and possess a Hazardous Waste Operations and Emergency Response First Responder Awareness or Operations Certificate from the State of California. Public Works Inspectors III, Facilities, are considered the advanced journey level and lead inspectors for the facilities inspections having full responsibility for their assigned facility inspections. Additionally, incumbents of Public Works Inspector III, Facilities, have lead responsibility during underground inspections, and are regularly assigned inspection and hazardous material spill projects that require a higher level of expertise than those assigned to the lower levels in the series. OR II The equivalent of four years full time experience in increasingly responsible and varied sub-professional civil engineering experience at least two years of which included flood control or water distribution facilities inspection. Special Certificate: Within six months of employment, Public Works Inspectors must meet Operations Level or higher training requirements and/or competencies sufficient to respond, recognize and manage hazardous materials cleanup. These requirements are typically met by possession Hazardous Water Operations and Emergency Response (HAZWOPER) First Responder Operations (FRO) level certification. HAZWOPER FRO training requirements and competencies are defined in the California Codes of Regulations Title 8, Section 5192 (q) (6) (B) or 29CCR 1910.120 (q) (6) (i). License (required for all levels): Possess and maintain a valid California Motor Vehicle Class C Driver’s License. EXAMINATION COMPONENTS THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS: A review of applicants' application to verify possession of minimum requirements. Facility Services : Inspects conditional and operational functions and performs routine maintenance and repair tasks in one or more fields including carpentry, electrical, plumbing, and HVAC for facility improvements and systems for the Parks & Facilities division. Performs qualified electrical maintenance to include but not be limited to replacement or repair of fixtures (including incandescent and fluorescent bulbs and tubes, ballasts, fuses, etc.) using appropriate hand, power, and specialty tools. Performs qualified plumbing maintenance repairs. Performs qualified painting, carpentry, and masonry work. Maintains the City's keying and lock systems. Reconfigures, installs, positions, and remounts modular offices to accommodate user needs and to maximize work space using various hand, power, and specialty tools, dollies and hand trucks. Orders parts and maintains required documents. Trains and provides oversight for assigned personnel in standard repair, maintenance, and safety procedures. Performs related work as required. Plumbing Skills - Works from pencil sketches, oral instruction, and blueprints; installs and maintains water supply lines, sewer lines, air vents, valves, faucets, plumbing hardware, and fixtures used by the City in compliance with current building and plumbing codes; perform skilled arc, wire feed, and gas welding as required to construct, maintain, and repair City equipment and facilities; installs and maintains City pool-related pumps, circulation lines, and valves, and chemical feed systems, including gaseous chlorine, caustic soda, and sodium bicarbonate as needed to insure public safety and use of the City pool system; determines work aids and equipment needed; maintains thorough knowledge of the operation and use of related equipment and tools typically required to accomplish assigned plumbing tasks of various degrees of difficulties in location and construction type. Electrical Skills - Works from pencil sketches, oral instruction, and blueprints; installs and maintains facilities improvements and equipment used by the City in compliance with current building and electrical codes; determines work aids and equipment needed; maintains thorough knowledge of the operation and use of related equipment and tools typically required to accomplish assigned electrical tasks of various degrees of difficulties in location and construction type. Employment Standards A General Craftsworker must meet the following minimum qualifications : possess a high school diploma or G.E.D. and at least two (2) to five (5) years of experience performing maintenance work, repairs, equipment operation, motor vehicle operation, or an equivalent combination of education and experience; possess and maintain a valid, unrestricted Washington State Driver's License; possess or obtain the following within six (6) months: first aid/CPR and any other appropriate certifications as required by law, ordinance, or department requirements; possess or obtain a commercial driver's license (CDL) within twelve (12) months of employment based division standards (see below). A General Craftsworker must also demonstrate the following knowledge, skills, and abilities: proficiency in construction, facility maintenance, and grounds maintenance; proficiency using maps and plans; proficiency in safely using required tools and operating required equipment; ability to work independently, identifying problems and exercising considerable initiative in making needed repairs; ability to establish and maintain good working relationships with the general public and fellow employees; ability to lead and supervise personnel in lower classifications. Additional Requirements per Division : Irrigation: Commercial Driver's License, CDL Class B, Back-Flow Assembly Tester, and Washington State Pesticide License (PCL), Public Operator, with one of the following endorsements: Pest Control Operator (PCO) and either Turf & Ornamental (OW) or Turf & Ornamental Insect & Disease (OC); (all certifications must be obtained within 12 months of hire). Facilities Services: Journeyman card in a related field OR at least four (4) years of verified journeyman-level experience OR completion of a City vocational training program.
