Job Summary The Senior Director works collaboratively with others in the department to lead, direct, and oversee activities associated with physical planning including master plans, land use plans, space management and program plans, and environmental compliance, capital planning including development of capital outlay plans and ensuring compliance with CSU and other regulatory processes during project planning and execution, and real estate management including entitlements, property management, and assigned development activities. Key Responsibilities Manages the University’s facilities information platform (MetaBim) ensuring consistency of structure and accuracy of information. To include development and organization of an online plan room containing University records as related to its property and physical space Conducts meetings necessary to manage all aspects of the physical planning portfolio including with University representatives and stakeholders, architects, engineers, special consultants, California State University officials, and local, state and federal agencies having jurisdiction Reviews proposed construction projects and participates in design review efforts as well as provides advice and guidance to project teams to ensure compliance with University master plans, land use plans, and standards Ensures requirements as related to CEQA/EIR and other land use regulatory authorities are met for all projects, including those which may be pursued independently by campus auxiliaries. Position Description The Finance Administrator - CPED position will coordinate financial management and operations and provide financial analysis in the department of Community Planning and Economic Development (CPED). This position is within CPED’s Operations and Innovation division. This position currently has a hybrid work schedule, which will require 2 days to be worked on-site and 3 days to be worked remotely per week. Additional on-site days may be required for meetings, trainings, or for any other reasons that may be deemed necessary. Supervisors will provide as much advance notice as practicable. Job Duties and Responsibilities Develop department’s annual budget of $124.5 million both at detail and summary level for 5 divisions using a combination of General Fund, grants, special revenue funds and Tax Increment Funds. Also, provide oversight to the implementation of the adopted budget. Manage $16 million American Rescue Plan Act (APRA) allocations that department has received for recovery and rebuild efforts. The implementation of federal APRA funds is expected till 2026. Coordinate with Development Finance division of Finance and Property Services for appropriate allocation and fund management of Debt Service and Transfer services. Lead the annual capital rollover process for the department. Propose allocation solutions to ensure divisions are funded for business needs while remaining in compliance with regulatory and funding mandates. Coordinate the development of the financial strategic plan. Assess changing financial conditions to include in financial projections so that department leadership may be advised in their decision making. Coordinate special grants and funding allocations to the department as directed by the City Council. Analyze enterprise and department specific strategies related to cost recovery, including an annual development fee analysis. Responsible for financial analysis and tracking of department general fund, grants and special revenue; monitor details, meeting monthly with managers and finance staff, and participating in the resolution of related issues. Track status of permit revenues and citation revenues to determine revenue implications throughout year. Administer department’s procurement plan, including contracts and travel. Administer department reimbursement, donations, and gift policy in accordance with City policy. Develop department purchasing policies and plans and approve purchases in COMET and resolve any procurement/purchasing issues. Review internal service requests, such as space, fleet and technology for financial issues. Monitor internal service annual rates and analyze changes to rates for applicability. Coordinate with Department Head and Leadership Team to determine creative, innovative, and cost- effective ways to implement policy directives from Elected Officials and the Department Head. Oversight of equipment management, including billing, for department’s mobile devices and - fleet of approximately 50 vehicles. Assist in preparation of responses including financial analysis and data to elected official directives, complaints, suggestions, and requests. Position Description The Finance Administrator - CPED position will coordinate financial management and operations and provide financial analysis in the department of Community Planning and Economic Development (CPED). ABOUT THE POSITION The Clark County Comprehensive Planning Department is seeking qualified candidates to apply for the Principal Planner position. Within the Department of Comprehensive Planning there are two divisions, Current Planning and Advanced Planning, which may utilize this position. Current Planning primarily reviews "discretionary" projects for conformance with Clark County's Comprehensive Master Plan and Unified Development Code (Title 30). Discretionary projects require decision by the Zoning Administrator, the Planning Commission or the Board of County Commissioners and generally include zone changes, special use permits, waivers of development standards, major subdivisions, and design reviews. The division is also responsible for providing guidance to industry professionals, property owners and the general public regarding the land use application process and matters related to the zoning code. This position primarily reviews and prepares staff reports for the Board of County Commissioners’ and the Planning Commission’s zoning agendas and attends Planning Commission meetings to present staff reports. Advanced Planning is primarily responsible for long range planning projects. This includes comprehensive master plan updates and amendments, zone changes, parks and trails planning, demographic and housing information, transportation plans, and other special projects. Certain projects involve consultants and project workgroups, which are managed by the Division and includes preparation and review of professional contracts and reports. This position works in close coordination with consultants and a variety of departments, and coordinates outreach with the general public, stakeholder groups, advisory boards, and citizen advisory councils. ABOUT THE POSITION The Clark County Comprehensive Planning Department is seeking qualified candidates to apply for the Principal Planner position. Within the Department of Comprehensive Planning there are two divisions, Current Planning and Advanced Planning, which may utilize this position. Current Planning primarily reviews "discretionary" projects for conformance with Clark County's Comprehensive Master Plan and Unified Development Code (Title 30). With a strategic focus on students facing economic or basic needs challenges, as well as students with historical graduation equity gaps the Basic Needs Coordinator is responsible for the planning, coordination, daily operations, and evaluation of a range of one on one, group, consultation, and advocacy services to support students seeking basic needs support, specific though not exclusively to housing stability support. This position also coordinated the support for all student participating in SFSU’s emergency housing program “Gator Crisis Housing”. The incumbent is also responsible for conducting educational workshops that help students navigate the bay area housing market and understand common scams or challenges to housing stability. The Basic Needs Coordinator works collaboratively with on- and off-campus partners to further develop sustainable student programs that promotes dignity, minimizes marginalization, advances Graduation Initiative 2025, and focuses on closing the educational equity gap for an ethnically and culturally diverse student population. The incumbent is responsible for marketing and outreach to increase visibility of student challenges and resources in a manner that promotes health equity, social justice, cultural humility, and diversity concepts. The Basic Needs Coordinator also supervises student peer navigators, and/or advises student volunteers. Position Information Housing Navigation Support Facilitate assessments and problem-solving services with students experiencing a current or potential housing crisis to determine appropriate action and referrals. Provide short-term case management to support students with off-campus housing stabilization. Work collaboratively with on campus case managers to create a plan of action to address the current crisis and find longer term housing stability. Assist students in applying for on-campus emergency grant aid programs. When appropriate, provide referrals and warm hand-offs to established community-based organizations who facilitate rapid rehousing, coordinated entry, and emergency shelter entry services. Provided workshop’s and one on one (non-legal) consultation to supports with on and off campus housing matters such as: Advice about transitioning from on to off campus housing (or off to on campus housing) Housing search and identifying appropriate housing options Finding housemates Mediation resources and tenant/landlord relationships Budgeting for and finding resources to support affording housing Support the Gator Crisis Housing Program Coordinate the intake process for all new Gator Crisis Housing Students. Work with campus partners, such as Housing, Residential Life, the Dean of Students, Financial Aid, Capital Planning, Design & Construction, University Cooperation, Associated Students, the Office of the President, and others to create and develop partnerships that develop and support affordable off-campus housing options for students. Identify and establish relationships with off-campus affordable housing or housing justice organizations in support of expanded options for off-campus housing and housing stability.
