Description of Duties/Essential Functions of the Position The Landside Agent assists in the daily operational activities to ensure a safe and seamless movement of customers using roadways, terminal(s), and ground transportation. The Landside Agent maintains efficient operations of roadways and ground transportation activities by identifying impediments, collaborating with peers to delegate tasks based on operational peaks and needs, keeping the Landside Operations Supervisor informed, and staying abreast of changes to Code of Federal Regulations Title 49, Parts 1542, 1540, and other state, local regulations related to the operations of the airport. The Landside Agent provides a safe airport environment by conducting vehicle and road inspections, monitors weather, coordinating the elimination of safety hazards, controlling emergency responses until relieved, and participating in emergency preparedness events and activities. This position ensures a secure airport environment through compliance enforcement from persons using airport facilities and services. The Landside Agent achieves compliance through enforcement of airport operation procedures, government regulations, and challenging airport badge holders attempting to bypass security procedures. Further, the Landside Agent builds working relationships with ground transportation providers based on commitment and trust and proactively anticipate incidents by identifying resolutions to the benefit of all parties involved. Essential job duties and responsibilities for the Landside Agent include but not limited to: Oversees curb zones for safe and efficient traffic flow of both pedestrians and vehicles. Enforces tow and parking regulations by notifying the primary Agent and/or Supervisor of a potential citation. Monitors passenger access to the airport terminal(s). Assists with traffic accidents and disabled vehicles by notifying emergency personnel and maintenance teams as needed. Addresses and deescalates situations as appropriate and takes necessary corrective actions to remedy issues that arise. May conduct inspections of all landside roads. Notifies the Landside Operations Supervisor of any unsafe conditions, violations, and discrepancies. Complete daily reports/logs of all activities conducted during a shift. Contributes to the team by performing other duties as assigned. Must possess a valid Texas driver's license. Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances while working at the airport. SUMMARY OF POSITION Under general supervision of the Airport Operations Manager, this position is responsible for overseeing the airport credentialing/badging program to include record keeping, reviewing and verify all badge and fingerprint applications and related documents as well as issuing and collecting all identification media. Responsible for monitoring of the airport access control system, as well as assisting with a variety of activities including escorting, airfield and facilities inspections, Individual must be focused on the safety, security, and efficiency of airport operations and be willing to complete other operational duties as assigned. Additional responsibilities may include tasks related to airport operational security, safety, and environmental protection programs. Essential Functions/Knowledge, Skills, & Abilities ESSENTIAL DUTIES AND RESPONSIBILITIES Oversees the airports badging/credentialing program. Issues and records all airport credentials and maintains all badging and access records. Conducts regular audits and inspections of all airport access badges. Conducts airfield drivers training, security training, emergency training, airport familiarization training and other training as required by local, State, and federal regulations; including but not limited to training programs necessary to comply with FAR Part 139. Conducts a variety of training sessions for airport personnel including driver and security procedures training; verifies access requirements and issue identification media in accordance with approved procedures. Trains all individuals in accordance with FAA and TSA regulations to obtain a TKI airport identification badge. Conducts screening of applicants for security credentials in accordance with the airport’s approved Airport Security Plan. Assists in the distribution, control, accountability, and verification of airport access systems. Provides escorts for contractors and vendors needing access to airport facilities. Acts as liaison between the airport and other private and governmental entities as necessary. Monitors the airport grounds for hazards and security related issues with regards to FAA and TSA regulations. Ensures compliance with all federal regulations pertaining to airport operations, safety, and security including monitoring and evaluating daily activities of airside and landside operations. Communicates with the Air Traffic Control Tower (ATC) when duties require access to the movement area (taxiways & runway) and operates vehicles and equipment in a safe manner. Responds to questions and inquiries from the public, airport tenants and users, airlines, and governmental agencies. Refers complaints and other matters as appropriate to other airport personnel. Monitors and issues Notice to Airman (NOTAMS) as needed. May assist with airport/aircraft emergencies and other incidents on a 24-hour basis in accordance with the airport’s approved Airport Emergency Plan. May assist with daily and periodic airfield inspections; assesses airfield conditions for safe aircraft operations, records discrepancies, to ensure compliance with FAA regulations. May assist with wildlife management in accordance with the airport’s approved Wildlife Hazard Management Plan if needed. Remains current in all required training to include but not limited to; AAAE Airport Operations, WHMP, SWPPP, SPCC, AEP and SICP. OTHER JOB FUNCTIONS: Perform other duties as assigned or directed. Requires the ability to use a vehicle and/or portable air band radio and communicate with the air traffic control tower when duties must be performed on taxiways and runways. Requires ability to operate a vehicle on aircraft parking aprons, taxiways, and runways in a safe manner. Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; ability to utilize principles of fractions; ability to interpret graphs. Required Qualifications MINIMUM QUALIFICATIONS Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute for the below specified education and experience requirements. High school diploma or GED; supplemented by two (2) years previous in airport operations or aviation industry an equivalent combination of education, training, and experience. Must possess computer skills in MS Word, MS Excel, and MS PowerPoint. Ability to pass a 10-year background and Criminal History Record Check required. PREFERRED QUALIFICATIONS Minimum of Associates Degree AAAE Airport Certified Employee (ACE) credential highly desirable. CONDITIONS OF EMPLOYMENT Must pass a drug screen and background check.
