Regulatory Compliance and Records Management: Provide strategic direction and operational management of NAGPRA/CalNAGPRA compliance timelines, reports and communications with the California Native American Heritage Commission. Research, summarize, and analyze information, compile data to prepare special and recurring reports containing specialized or sensitive information following general direction, and select relevant information from a variety of sources. Oversee NAGPRA and CalNAGPRA compliance timelines, reports, and communications with the California Native American Heritage Commission at Cal Poly Pomona. Represent Cal Poly Pomona as the lead NAGPRA and CalNAGPRA staff at regular meetings with tribal government officials, addressing compliance concerns and implementing culturally sensitive protocols as needed. Collaborate with tribal communities to appropriately identify and care for cultural items housed at the University and manage the process of tribal consultation and repatriation. Partner with Strategic Comunications to develop and maintain the Cal Poly Pomona NAGPRA/CalNAGPRA website, ensuring accurate and up-to-date information. Outreach, Recruitment and Community Building: Collaborate with various internal and external entities, including but not limited to, Admissions, Outreach and Recruitment, Division of Student Affairs, Office of the Provost and Strategic Communications. Develop and implement programs and policies focused on opportunities to connect tribal communities with Cal Poly Pomona as a pathway for opportunity through education. Facilitate opportunities and programs that would increase native student enrollment, helping to navigate those internal bureaucracies that have historically inhibited greater matriculation to the CSU. Develop and implement events, conferences, or meetings under general guidance of the Office of the President, that advance tribal cultural/educational opportunities so as to build greater relationships with Tribal Nations. Develop consistent communication tools (i.e. newsletters) that keep tribal leadership current on the events and activities of the University. Provide counsel and support to the annual hosting of the Cal Poly Pomona Pow Wow. Provide advocacy support in collaboration with Tribal Colleges and Universities at the federal level. Coordinate the consultation process with tribal leaders and representatives, including local, state, federal agencies, and Federal Register Notices, in accordance with NAGPRA and CalNAGPRA mandates. Serve as the primary point of contact for all NAGPRA and CalNAGPRA inquiries, facilitating information requests about Native American Ancestors and cultural items. Create a respectful system for tribal communities to access and visit their cultural items. Provide access to collections for displays and educational opportunities in alignment with tribal preferences. Consult with respective claimants or requestors. Manage travel costs for assisting tribes with consultations and repatriation activities, as needed. QUALIFICATIONS: Bachelor’s degree in Archaeology, Anthropology, Native American Studies, History, Museum Studies or a related field; advanced degree preferred. Two (2) to three (3) years experience supporting and engaging in tribal consultation processes and/or experience in coordinating repatriation work or in curatorial work or in collections management, or an equivalent combination of education and experience. Experience working with archaeological methods, archaeological collections, and culturally sensitive artifacts. Proven knowledge and understanding of the federal Native American Graves Protection and Repatriation Act at 25 U.S.C. §§ 3001-13 and its accompanying regulations at 43 C.F.R. §§ 10.1-.17 and the California Native American Graves Protection and Repatriation Act (“CalNAGPRA”) at California Health & Safety Code (CHSC) §§ 8010-30 and Assembly Bills 275 and 389. Description Under general supervision, the purpose of the position is to perform installation, repair and maintenance work in the construction and maintenance of the City’s wastewater treatment, collection, and reuse facilities. Employees in this classification function at the entry level, and are accountable for ensuring the efficient and effective operation of wastewater facilities and equipment and gain abilities and skill primarily through on-the-job training. Employee works and confers with the Utility Maintenance Supervisor or higher level Technician on unusual or highly complex operational repairs or construction projects. Duties Other duties may be assigned. Assists work crews in installation, repair and maintenance of distribution and/or collection lines to include the operation of various pieces of mechanical equipment. Performs inspection of facilities and equipment to identify and repair existing or potential problems; informs supervisor and Chief Wastewater System Operator of breakdown or obstruction. Performs preventive maintenance as directed by the Utilities Maintenance Supervisor. Performs routine repairs, replacement tasks and construction projects to wastewater treatment, collection, and reuse facilities and equipment. Performs trades work, e.g., masonry, carpentry, electrical, welding; threads, cuts, fits and replaces pipes and plumbing infrastructure. Performs various custodial and maintenance duties in and around wastewater facilities, e.g., litter collecting, mowing, tree trimming, fertilizing, placing sod, raking, planting and painting. Operates a variety of hand and power tools for both electrical and mechanical repairs, e.g., air wrenches, air hammer, chisel, shovel, rodder. Assists in the development and integration of Utility Division policies and procedures for operational enhancement. Cleans, inspects and maintains lift stations and wastewater facilities and equipment, e.g., removes grease; lubricates motors and equipment, replaces packing in pumps and valves, replaces wiring and bearings in motors and pumps. Develops lists of materials required, identifies suppliers, orders and receives materials under the direction of the supervisor. Employee is subject to 24-hour on-call emergency availability and complies with Departmental on-call policies and procedures. Summary of Duties Meet reclaimed water distribution requirements and consistently achieve 100% compliance with all applicable local, state, and federal environmental permit requirements. Perform all assigned operational duties required to operate the plant efficiently and for responding to emergencies and changing conditions within the plant, including: daily plant process and equipment inspections; review of process performance; process efficiency testing; solids handling and disposal; maintenance of daily log of operations; order and receive bulk chemical deliveries; Dissolved Oxygen profile testing; 30-minute settling Sludge Volume Index (SVI) testing; chlorine residual testing; turbidity testing; H2S testing; micro-organism examination; calibration and maintenance of monitoring equipment. GENERAL DESCRIPTION OF POSITION This position plans, develops and supervises the activities of the Wastewater Divisions, which includes the functional areas of Production, Treatment, Project Management, and Environmental Quality. The Wastewater Treatment Operations Supervisor is responsible for the administration and supervision of operational programs, budget, capital programs, discipline, direction of staff, development of strategic objectives, activities and other functions relating to the safety job hazard, analyze standard operation procedures, operation, and maintenance of departmental processes and facilities established by Assistant Public Works Director and Director. Supervises Division staff, either directly or through subordinates. SUPERVISION RECEIVED Work is performed independently under the general supervision of the Assistant Public Works Director and Director. SUPERVISION EXERCISED Supervision is exercised directly over a staff of collection system maintenance workers, waste water treatment plant operations, lab analyst, pre-treatment inspector, or others assigned to division. May also supervise temporary employees. Minimum Qualifications/Special Requirements EDUCATION AND EXPERIENCE At least (3) years of project management experience directly involved with water/wastewater infrastructure. At least three (3) years of experience in support of operation of water or wastewater plant operations. Lead or supervisory experience preferred. Any equivalent combination of education, experience, and training which provides the knowledge, skills and abilities necessary to perform the work. SPECIAL REQUIREMENTS Valid State driver’s license or have the ability to obtain one prior to employment. Possession of current Arizona Certification as a Wastewater Treatment Plant Operator I or higher , or ability to obtain within one year of hire/promotion, and ultimately possess a Grade IV Wastewater Treatment Plant Operator Certificate within five years of hire/promotion. Based on assignment, may be required to participate and obtain NIMS (National Incident Management System) training certifications. Trains, supervises and develops assigned staff by writing and reviewing performance appraisals, preparing work schedules, providing training, technical assistance, and leadership, conducting meetings, and participating in the employee hiring process. Complies with, train’s staff, and promotes safe working practices and standard operating procedures in the division. Inspects the infrastructure for safety violations, ensures that safety procedures are followed and that safety equipment is worn, and makes periodic safety presentations to staff. Continuously monitors and supervises operations and maintenance of wastewater facilities to insure systems are maintained and operating in a cost-efficient and safe manner in accordance with manufacturers’ recommendations and the applicable regulatory agencies. Ensures appropriate, accurate testing and sampling occurs and provides appropriate, timely reporting to governmental agencies (ADHS, ADEQ, EPA, ADEQ, etc.). Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed. Continuously monitors operations and maintenance of wastewater facilities to insure systems are maintained and operating in a cost-efficient and safe manner in accordance with manufactures recommendations and the applicable regulatory agencies. Supervises the control and use of, and assumes responsibility for all materials, supplies and equipment used in the maintenance, construction and repair of wastewater facilities and equipment. Maintains a variety of records relating to personnel, equipment, supplies, and operations by maintain such reports and records in accordance with required retention schedules. Advises Assistant Director, Director, Attorney, Engineer and other city officials in matters relating to department activities; provides information to various civic, school and public groups and individuals regarding wastewater problems and services. Insure that all necessary materials, supplies and equipment are available by maintaining an inventory of parts and materials and obtaining necessary parts, tools and supplies from the store room. Supervises the location of gas, telephone, power, television, water and sewer lines from the appropriate sources prior to excavation and informs crew of such locations. Responds to complaints regarding wastewater issues and determines if liability lies with the city or the property owner; explains findings to property owners and notifies appropriate staff and agencies if necessary. Develops department operating and capital improvement budget and controls expenditures, continuously monitors and adjusts budgets and operations to comply with regulatory requirements while staying within established budgets. Monitors changes in laws, regulations, and technology that may affect division operations; and implements changes to policies and procedures after approval and submittal. Provides basic support and maintenance for wastewater treatment facilities, collections and conveyance infrastructure. Works with management staff, consultants, and regulatory agencies, in the preparation of bid processes, writing and presenting projects to City Council, and conducting project inspections until completion. May be required to work early mornings, evenings, nights, holidays, or weekends as needed and attend City Council and other related community and work groups meetings during and after regular work hours.
