DEFINITION Under general supervision, receives 911 system emergency and non-emergency calls; dispatches assignments according to police and fire procedures; provides support services and maintains records; and performs other duties as assigned. DISTINGUISHING CHARACTERISTICS The Public Safety Dispatcher provides technical communications support and computer information processing for police and fire activities as well as animal control and public services functions. In addition to call taking and dispatching, incumbents perform varied record keeping, information retrieval, and similar work in support of public safety activities. Incumbents are expected to exercise independent judgment in the performance of their duties with minimum supervision. SUPERVISION RECEIVED General supervision is provided by the dispatch supervisor with direction provided by other supervisory or management staff. SUPERVISION EXERCISED As experience is gained, incumbents in this classification may provide direction and training to other Public Safety Dispatchers. The Division Manager position performs work of considerable difficulty including: Hiring and retaining staff to assist on-time delivery of projects that meet budget. Leading and managing the Training and Development team to create consistent project management practices and improvement in our contractor outreach program. Leadership, coordination, and enhancement for airport capital activities between the Airport staff, the Public Works departmental divisions, elected officials, other stakeholders, and the public, using the City's values as a guide. Leading the majority of the $650 million Measure T Program which builds projects to improve Disaster Preparedness, Public Safety, and Infrastructure. Building capital infrastructure in partnership with and creating opportunities for small and local businesses to participate in public works projects. Design/build methodology is often used while guiding contractors and the overall team. Directing special Airport strategic planning programs. Presenting reports and information to the City Council, boards, committees, and other divisions or departments as necessary. Representing the Department of Public Works in a variety of airport interdepartmental and intergovernmental matters. Maintaining compliance with all applicable regulations and to use sound airport engineering principles to achieve team effectiveness in project delivery. Education: Bachelor's degree in engineering, architecture, or a closely related field , master's degree in related field preferred. Experience: Six (6) years of progressively responsible professional experience in managing public infrastructure engineering, capital project delivery, program administration, or equivalent. Supervision: Three (3) years of supervisory experience. Management experience in an equivalent major division within a public agency preferred. Certifications: This p osition requires being a registered professional engineer or architect and being capable of securing a valid CA driver's license . Form 700 requirement : This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an "Assuming Office Form 700" with the City Clerk's Office within the first 30 days of employment with the office. Job Expertise : Demonstrates knowledge of, and experience with, applicable professional/technical principles and practices, citywide and departmental procedures/policies, and federal and state rules and regulations including knowledge or experience related to: Experience in large capital project budget preparation and administration. California Environmental Quality Act (CEQA) or comparable requirements. Experience in human resource management, including employee recruitment, retention, and organizational development. Design/Build capital project delivery. Design, review, and construction of public infrastructure, such as airport/airfield and/or public roads and facilities. Understanding the use of engineering or architecture technology. Supervision : Sets effective long and short-term goals based on a good understanding of management practices; establishes realistic priorities within available resources; provides motivational support; empowers others; assigns decision-making and work functions to others in an appropriate manner to maximize organizational and individual effectiveness. Communication Skills : Communicates and listens effectively and responds in a timely , effective, positive, and respectful manner; written reports and correspondence are accurate , complete, current; well-organized, legible, concise, neat, and in proper grammatical form. Ability to effectively present ideas orally and in writing. Management : Evaluates priorities to ensure that the "true" top priorities are handled satisfactorily; sets clear goals for the employees and the work unit.
