Job Summary California Polytechnic State University (Cal Poly), one of the nation's top public universities, seeks an experienced and entrepreneurial Vice President for University Development & Alumni Engagement / CEO Cal Poly Foundation to provide strategic planning, management, and execution of all business operations toward achieving an integrated university development program. In addition, the VP will provide management and oversight for core strategy development, large scale implementations, business transformation (lean process improvement/six sigma), change management, and new technology introductions. The VP will carry a personal portfolio of donors and be an active and visible member in the local and University community. The VP will be responsible for developing a corporate giving strategy and implementation plan. Development officers have a dual report to the Dean/Academic Leader and the VP. They work in partnership to accomplish annual development goals, performance metrics, and conduct joint annual performance reviews. The VP will launch systematic initiatives to identify and cultivate the next generation of donors to Cal Poly while maintaining and strengthening ties to existing donors, promote and augment alumni engagement through creative and relevant programming, seek out new philanthropic opportunities for cash gifts, endowments, bequests, grants, and gifts in kind. City Government
The City of San Angelo has a Mayor-Council form of government made up of a Mayor and six Councilmembers. The Mayor and Council serve a term of four (4) years, but no more than eight consecutive years, excluding service for any partial term. The City Council addresses issues such as public safety, infrastructure, taxation, economic development, parks and recreation, housing, and urban planning. Additionally, they are responsible for setting San Angelo’s annual budget.

Water Utilities Department
The Water Utilities Department exists to produce and supply safe, palatable water for drinking and domestic use and uninterrupted, cost-effective wastewater collection/treatment services that satisfies the needs of all residential and commercial customers.
The team of 137 authorized FTEs, working with a budget of just over $52.5 million annually, accomplishes these goals by providing continuous improvement in operations and customer service; maintaining infrastructure and facilities to maximize cost-effective service life and supply; developing and implementing plans to satisfy future water demands; providing a well-maintained wastewater collection system; practicing environmental responsibility and quality treatment services; and developing and implementing strategies to meet future wastewater demands. The team is divided into seven divisions:
Water Treatment — treats and supplies safe drinking water to the community by managing multiple surface water sources, the Hickory groundwater supply, water towers and pump stations within the distribution system, and the water supplies impounded in the Twin Buttes and Lake Nasworthy reservoirs.
Water Reclamation — responsible for treating the City’s wastewater and operating the Kickapoo sludge composting facility that treats bio-solids from the plant.
Water Quality — provides laboratory services in sampling, analyzing, evaluating, reporting and consulting on City water/wastewater quality and plant operational issues. The division also prepares the annual Consumer Confidence Report and administers the backflow prevention and industrial waste programs.
Customer Service — responsible for setting up new accounts, handling customer requests and complaints, and managing connects and disconnects.
Water Conservation — promotes efficient use of SanAngelo’s public water supply to conserve and preserve the community’s most precious natural resource through public education campaigns, public speaking events, facility tours, and more.
Water Distribution and Wastewater Collection — responsible for installing and maintaining approximately1,400 miles of water and sewer mains and appurtenances in the city, as well as installing new services.

The Position
The Director of Water Utilities directs the Water Utilities Department through effective planning, staff management, and resource allocation; ensures the Water Utilities Department services are provided in alignment with the City's strategic objectives, and in compliance with state and Federal regulations.

Plans, organizes, directs and evaluates Water Utilities Department programs, staff and operations, including customer service, water treatment, production, maintenance, laboratory, distribution, conservation, collection, reclamation and special projects; monitors Department operations to identify and resolve problems.

City Government
The City of San Angelo has a Mayor-Council form of government made up of a Mayor and six Councilmembers. The Mayor and Council serve a term of four (4) years, but no more than eight consecutive years, excluding service for any partial term. The City Council addresses issues such as public safety, infrastructure, taxation, economic development, parks and recreation, housing, and urban planning. Additionally, they are responsible for setting San Angelo’s annual budget.
The City Manager serves as the chief executive officer for San Angelo's municipal government and is the staff liaison to the City Council.
Water Utilities Department
The Water Utilities Department exists to produce and supply safe, palatable water for drinking and domestic use and uninterrupted, cost-effective wastewater collection/treatment services that satisfies the needs of all residential and commercial customers.
The team of 137 authorized FTEs, working with a budget of just over $52.5 million annually, accomplishes these goals by providing continuous improvement in operations and customer service; maintaining infrastructure and facilities to maximize cost-effective service life and supply; developing and implementing plans to satisfy future water demands; providing a well-maintained wastewater collection system; practicing environmental responsibility and quality treatment services; and developing and implementing strategies to meet future wastewater demands. The team is divided into seven divisions:
Water Treatment — treats and supplies safe drinking water to the community by managing multiple surface water sources, the Hickory groundwater supply, water towers and pump stations within the distribution system, and the water supplies impounded in the Twin Buttes and Lake Nasworthy reservoirs.
Water Reclamation — responsible for treating the City’s wastewater and operating the Kickapoo sludge composting facility that treats bio-solids from the plant.
Water Quality — provides laboratory services in sampling, analyzing, evaluating, reporting and consulting on City water/wastewater quality and plant operational issues. The division also prepares the annual Consumer Confidence Report and administers the backflow prevention and industrial waste programs.
Customer Service — responsible for setting up new accounts, handling customer requests and complaints, and managing connects and disconnects.
Water Conservation — promotes efficient use of SanAngelo’s public water supply to conserve and preserve the community’s most precious natural resource through public education campaigns, public speaking events, facility tours, and more.

The Position

Applies CSU, CSUMB, Student Life, SELD, and AS operating policies and procedures in helping to develop, organize, prioritize, and monitor programmatic operations for the AS; provides daily work supervision to assigned student staff, evaluates their performance, establishes work agendas in accordance with deadlines and monitors work to completion, making appropriate recommendations as needed; ability to problem solve during planning and events; and manage complex programming and events. Briefs the Director of SELD and the AS Senior Coordinator for G&O regarding progress of routine work and special projects. Provides analyses, training, guidance, and oversight of the fiscal and budgetary practices of the AS committees, Otter Media, Farmers Market, and other special projects in collaboration with the Director of SELD, the AS Senior Coordinator for G&O and the SELD Analyst. Evaluates and reviews all expenditures of those committees to ensure that the AS is following sound fiscal practices and is in compliance with applicable CSU and AS policies. Provides direct supervision and programming advising to the Otter Media Station Managers and volunteers. Supports the management of the space, tracking of inventory, provides oversight and guidance regarding events and booking requests, and oversees the scheduling of volunteers and service learners. Has oversight for the hiring, training, and evaluation of OM Station Managers. Conducts regular assessments of AS programming, the co-curricular learning outcomes adopted by the University, and the development of various competencies that support the career readiness of assigned student staff. Employs data obtained through these assessments to make programmatic, personnel, and operational adjustments and enhancements that support greater AS effectiveness and efficiency of the programs and communications provided to the CSUMB student body. Attends seminars and conferences to maintain program and professional development. Other Functions : Performs other job-related duties and special projects as assigned. Ability to interpret and apply program rules and regulations; use initiative and resourcefulness in planning work assignments and in implementing long-range program improvements; obtain factual and interpretative information through interviews; reason logically; collect, compile, analyze and evaluate data and make verbal or written presentations based on these data; advise students individually and in groups on routine matters where required; recognize multicultural, multisexed and multi-aged value systems and work accordingly; establish and maintain cooperative working relationships with faculty, CSU administrators, student organizations, private and public agencies and others in committee work, and student advising and community contacts; and, rapidly acquire a general knowledge of the overall operation, functions and programs of the campus to which assigned. MINIMUM QUALIFICATIONS: Experience: Possession of these knowledge and abilities is typically demonstrated through the equivalent of three years of progressively responsible professional student services work experience. A master’s degree in Counseling, Clinical Psychology, Social Work, or a directly related field may be substituted for one year of experience. A doctorate degree and the appropriate internship or clinical training in counseling or guidance may be substituted for the three years of experience for positions with a major responsibility for professional career or personal counseling. Education: Equivalent to graduation from a four-year college or university in a related field, including or supplemented by upper division or graduate coursework in counseling techniques, interviewing, and conflict resolution where such are job-related. PREFERRED QUALIFICATIONS : Three years of demonstrated experience related to the field of student activities, associated student government, even management and coordination, administrative management, university auxiliaries/incorporated boards, etc. including experience supervising students; with software such as Microsoft Suite, Oracle/PeopleSoft, ClickUp, Adobe Suite; and working knowledge of social media and marketing across various platforms. Knowledge of California State University policies, Title 5, Chancellor’s Office executive orders, Gloria Romero Open Meetings Act, Parliamentary Procedure. Technical fluency with Banner, Microsoft Office Professional Suite, Oracle-People Soft CSU Common Management System or equivalent information system, Hyperion, or similar report generation software; and Google mail and calendaring.
