This recruitment will establish an employment list to fill current and any future vacancies within the Assessor/Clerk Recorder’s Office. The anticipated life of the employment list is six months. Current vacancy is with the Assessor/Clerk Recorder’s Office located at the Courthouse in Visalia. This position is responsible to examine and process legal documents relating to such areas as real and personal property, marriage licenses, fictitious business name statements and notary public licenses; and to enter pertinent information from these documents in the computer. Typical Duties Examine documents for accuracy in order to determine their acceptability for recordation; read complex technical documents and enter required information into the computer to create official records and vital statistics indices; cite State and County laws, rules, regulations and policies which provide the basis for the acceptance or rejection of documents presented for public recordation; determine prescribed fees to be charged for the recording of documents; examine and certify maps for recordation; examine documents submitted for recordation to determine the applicability of the Documentary Stamp Act; calculate amount of tax due; answer questions of individuals, lending institutions, representatives of title insurance companies, attorneys, and real estate agents pertaining to public recordation of legal documents; assist in the use of records, index books and microfilm/scanned images; determine prescribed fees to be charged for the recording of documents. Level II: Provide lead worker supervision of Level I Technicians; assist with training; assist with coordinating daily workload to meet deadlines; amend and update databased as required; evaluate official record index accuracy; run system audits; may assign and handle duties in the absence of the supervisor. Employment Standards MINIMUM QUALIFICATIONS Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following. Education: Equivalent to completion of the twelfth (12th) grade. Experience: Level I: One (1) year of clerical experience including preparing, processing, accepting or reviewing documents. Level II: Requires two (2) years of clerical experience, one (1) year of which should be equivalent to a Title and Administration Technician I with the County of Tulare. Knowledge of: Basic math, personal computers, U.S. monetary system; operation of automated office equipment; alphabetical and numerical filing systems. Level II: In addition will need knowledge of legal terminology and documents sufficient to review, record and file; reference material for determining acceptability of recordation such as State and County laws, rules and regulations, and policies; recording procedures for real and personal property; legal terminology. Be able to process complex documents with limited supervision. Skill/Ability to: Operate a computer; type 40 wpm; use patience, tact and courtesy in dealing with the public and co-workers; write legibly; proofread for accuracy; assist customers; define and solve problems and select the appropriate course of action; organize work in proper step-by-step order; remain flexible and tolerant under changing workloads; perform routine, repetitive work to completion; use business telephone etiquette. Level II: In addition will provide lead worker supervision to Level I Technicians; read and interpret State, Federal and County laws, rules, regulations, and policies; establish priorities, remain flexible and tolerant under changes in workloads and assignments; perform exacting work under pressure and be able to work overtime as required; communicate with a variety of people of various socioeconomic backgrounds using patience, tact, courtesy and restraint. License or Certificate: Possession of, or ability to obtain an appropriate, valid California driver. Desirable Employment Standards Knowledge of: Level I: Recording procedures for real and personal property; recordable documents. Level II: Principles of supervision and training; MS Office Suite or other similar software programs. Additional Information Conditions of Employment: Possession of, or ability to obtain, an appropriate, valid California driver's license. Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave. Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company . Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee. Deferred Compensation: A voluntary deferred compensation plan is available.
