The primary function of an employee in this class is to inspect Richland County Transportation Penny road, bikeway, pedestrian, and greenway projects to ensure that they meet all federal, state, County and municipal codes, regulations, and specifications. The work is performed under the supervision and direction of a Construction, Engineering, and Inspection (CEI) Foreman, but some leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other County personnel, Contractors, Engineers, and the general public. The principal duties of this class are performed at a variety of work sites throughout the County.

Requires a High School Diploma or GED, with an Associate's degree in Construction Technology or Civil Engineering from an accredited institution preferred. Must possess a valid state driver's license, including a clean DMV record; and the following certifications:
• South Carolina Department of Transportation (SCDOT) Earthwork and Base Course Technician
• SCDOT Nuclear Gauge with HazMat
• SCDOT Asphalt Roadway Technician (ART)
• SC Department of Health and Environmental Control (SCHEC) Certified Erosion Prevention & Sediment Control Inspector

Requires five years of experience in road construction inspection and testing; or any equivalent combination of experience and training which provides the knowledge, skill and abilities necessary to perform the work.
