The Position Under the direction of senior management, this journey-level classification exercises considerable independent judgment in the inspection of a wide variety of complex electric and water construction projects and improvements. Essential functions of the job include, but are not limited to, the following: Ensures Department services are provided with exceptional customer service and the highest level of ethical standards. Conducts routine and complex inspections of private and public utility construction projects, including capital improvement program projects to ensure that the projects are built according to approved plans and specifications; clearly and accurately documenting the construction process. Checks to determine if barricades, lights, and flag-person are properly utilized at construction sites. Checks if the temporary traffic control at a work site is in accordance with the Work Area Traffic Control Handbook (WATCH) or the approved worksite traffic control plan. Notifies contractors when traffic control is deficient and requests corrections be made. Coordinates inspections with other City departments and private utilities. Determines quantity of work performed for contractor's payment and reviews contract change order requests for merit and accuracy. Assist with the "engineering counter" when needed to provide customer/developer planning support. Inspects the construction of water system facilities, both potable and recycled, including pipeline installations and abandonments, pipeline re-lining projects, valve and hydrant installations, domestic and fire service installations, pump replacements, tanks recoating projects, and other water facility construction work. Plans and coordinates shutdowns with the operations staff in advance of the work. Assists with customer notifications regarding outages. Coordinates sampling with the Water Quality Section. Reviews contract and material submittals for compliance with the contract specifications. Reviews and monitors contractor's disinfection, pressure testing and discharge procedures to ensure compliance with all applicable local, State and Federal regulations. Reads water infrastructure maps to locate laterals, water lines, fire hydrants and other water facilities and to prepare shutdown plans to isolate portions of the water system. Perform field inspections on welds and test on structural concrete. Inspects painting, electrical and plumbing installations. Inspects substructures for electrical conduit installation, power distribution transformer, enclosures and metering devices. Prepares field sketches and maintains a current set of as-built drawings reflecting all changes to the plans; maintains documentation for changes to plans. Drives on City business. Assumes responsibility for ensuring the duties of the position are performed in a safe and efficient manner. Performs other related duties as assigned or as the situation requires. Minimum Requirements Experience Three years of specialized water utility construction/inspection experience. Education/Training Graduation from high school or attainment of GED or CHSPE certificate. Plan Checker/Inspector is a one-position class found in the Building and Safety Division of the Development Services Department and in the Engineering Division of the Public Works Department. Examples of Duties Assumes responsibility for planning, budgeting, overseeing, and implementing the most complex and large-scale electrical engineering projects for the District; may serve as the resident engineer on assigned electrical engineering projects. Plans, prioritizes, assigns, and may supervise and review the work of staff responsible for the design and construction of electrical systems and equipment including power, corrosion protection, lighting, air conditioning, ventilation and fire protection. Establishes schedules and methods for providing electrical engineering project services; ensures adherence to specifications; identifies resource needs; monitors the progress of large scale electrical design projects; reviews needs with appropriate management staff; allocates resources accordingly. Administers consultant contracts; reviews work to ensure compliance with specifications; recommends change orders; maintains records and processes expenditures. Provides project management oversight to ensure compliance with project schedule and budget; oversees the work of outside contractors and contracted engineering staff. Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures. Recommends and assists in the implementation of goals and objectives; implements approved policies and procedures. Oversees, reviews, and approves the preparation of engineering designs, drawings, and specifications; coordinates work with other divisions and department; signs and stamps design drawings; monitors the activities of engineering design staff. Coordinates work with other divisions, departments and outside agencies; administers control of required documentation for contracts; identifies technical engineering issues and ensures compliance with District and industry engineering standards. Participates in the review of consultant proposals and designs and recommends awards; conducts or participates in the pre-bid conferences prior to construction contract awards. Initiates and evaluates design and field engineering changes during construction; recommends approval of and submits contractor's progress payments; recommends retention levels as appropriate; participates in intermediate and final inspections. Prepares or reviews a variety of reports and correspondence on assigned electrical engineering projects including Inspector's Daily Reports, monthly and final completion reports, contract negotiations and modifications; and fields and designs engineering changes. Participates in the selection of District or contracted engineering staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures. Participates in the preparation and administration of the electrical engineering construction program budget, submits budget recommendations, monitors expenditures. Prepares analytical and statistical reports on assigned electrical engineering operations and activities. Represents the District in public meetings and hearings on proposed projects. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of electrical engineering. May conduct intermediate and final inspections on assigned projects. Minimum Qualifications Education : Possession of a Bachelor’s degree in electrical engineering or a closely related field from an accredited college or university. Experience : The equivalent of four (4) years of full-time professional electrical engineering project design and construction experience, which must have included at least one (1) year of lead experience. License or Certificate : Registration as a professional engineer. Other Requirements : Must possess a valid California driver’s license and have a satisfactory driving record. Must be physically able to conduct field inspections and testing as assigned. Substitution : Additional professional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred.
