Plans, directs, coordinates, and reviews the work plan for assigned staff involved in investigating code violations and initiating procedures to abate violations; assigns work activities, projects, and programs to implement Council Action Plan; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems. Participates in field activities and investigations; reviews reports prepared by Code Compliance Officers; may issue citations and prepare requests for criminal complaints as appropriate; prepares cases for prosecution; prepares materials for Council hearings; may testify in court regarding compliance action. Reviews and analyzes statistical information from reports; track case information and review data entry for consistency. Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures. Oversees and participates in the development and administration of the Code Compliance Division’s annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments. Position/Program Information DEPARTMENT OF ANIMAL CARE AND CONTROL E XAM NUMBER: O3004I TYPE OF RECRUITMENT: OPEN COMPETITIVE JOB OPPORTUNITY FILING TYPE: OPEN CONTINUOUS Filing begins on June 15, 2022 at 8:00 am PT and will remain open until the needs of the service are met and is subject to closure without prior notice. DEFINITION: Has immediate responsibility for the operations of an animal care center including field animal care and control services in an assigned geographical area, or provides management and administrative coordination services for a comprehensive Countywide animal care and control program that has significant impact to the Department. CLASSIFICATION STANDARDS: Positions allocable to this class receive administrative direction from a Deputy Director and are responsible for the operations of an animal care center in an assigned geographical area or for providing management services and administrative coordination for a comprehensive Countywide animal care and control program that has significant impact to the Department such as Revenue Services; Major Case Unit animal cruelty investigations; Critical Case Unit dangerous and vicious dog investigations; animal behavior and enrichment; or community outreach and education. Positions in this class have responsibility for animal shelter operations or a comprehensive Countywide program on a 24-hour, seven days-a-week basis and provide administrative and technical supervision to staff engaged in field patrol services, enforcement of animal license and vaccination services, animal care operations, animal behavior assessment and management, community outreach, humane education, customer service, animal cruelty investigations, dangerous/vicious dog investigations, and care center office work. These positions also perform budgetary, operational, and personnel management functions in order to effectively utilize the financial, material, and human resources allocated to assigned animal care center or a comprehensive Countywide program. Positions in this class must work effectively with members of the public, animal welfare groups, volunteers, community groups, board offices and city officials, and exercise knowledge specific to their assignment, such as State laws and County ordinances; courtroom and hearing practices; Departmental procedures pertinent to the impoundment, treatment and care of domestic and wild animals, and placement of stray or abandoned animals; animal behavior and enrichment theories and training strategies; and humane education practices. Essential Job Functions Plans, organizes, and directs the operations and services of an animal care center and all field animal care and control services in an assigned geographical area, or a comprehensive Countywide animal care and control program. Supervises the enforcement of the County's Animal Control Ordinance and related State and local laws pertaining to animal licenses, vaccinations, and humane treatment of animals; supervises the collection of delinquent animal license fees and penalties. Develops animal behavior enrichment and training programs to help rehabilitate behaviorally challenged animals, in order to make them more adoptable. Establishes protocols and evaluation methods to prevent aggressive and vicious animals from being made available for adoption. Trains staff and volunteers regarding animal behavior using positive reinforcement and industry accepted animal training methodologies. Supervises all personnel assigned to the animal care center or a comprehensive Countywide program by evaluating performance, handling grievances at the first level, resolving disciplinary problems or recommending their resolution to higher levels. Establishes patrol areas or programs within the jurisdiction by analyzing such variables as workload statistics, population concentrations, available staff and traffic patterns. Assigns staff to shifts and patrol areas in order to maximize coverage on a seven-day, 24-hour basis; continually revises schedules on the basis of such factors as absences, citizen complaints, health hazards, needs of the animal population, community response and other emergencies. Maintains liaison and meets and confers with officials of contract cities, public law enforcement and wildlife agencies such as the State Department of Fish and Wildlife and other counties and cities, and community groups for the purpose of resolving problems concerning citizen complaints, level of service, response time and interpretation of code sections; assists local agencies in impounding and sheltering animals used as evidence in legal proceedings; disseminates educational information regarding the delivery of animal care and control services. Collaborates with non-profit organizations to serve the needs of animals and community members. Identifies training needs for personnel, and supervises the conduct of training sessions for all personnel on such subjects as animal behavior, animal care, law enforcement, customer service, loading livestock, and animal capture. Department University Police Department The University Police Department (UPD) is comprised of the Operations Division and Support Services Division that collectively provide twenty-four hours per day, year-round, professional police and security services to the campus community, ensuring for a safe and professional environment. Anticipated Hiring Range $8,616.00 - $9,017.00 Per Month ($103,392.00 - $108,204.00 Annually) Salary is commensurate with experience. Position Summary The University Police Department (UPD) is responsible for enforcement of all laws, apprehension of violators, maintenance of order, preservation of human life, protection, and safety services to the SF State community. It is our goal to provide a safe environment for our campus community through proactive, progressive and professional law enforcement services. Under the direction of a Police Sergeant, the incumbent is expected to perform law enforcement duties including: foot, bicycle and/or vehicle patrol of SF State campus, residential properties and surrounding community; investigate and prepare preliminary investigation reports; issue citations; make arrests; assist in the prosecution of violators of law; provide crime prevention information; and serve as a proactive resource to a uniquely diverse community. The incumbent may also work as part of a security detail with civilian and other law enforcement agencies at university and special events. The incumbent has the opportunity to participate in a number of special assignments such as bicycle patrol, various training instructor positions, detective work, background investigations, crime prevention, field training officer, motors and various lead officer positions. Position Information Protection of Life, Property and Facilities Patrol campus and surrounding area(s) on foot, bicycle or by vehicle. Answer calls for service. Protect persons, property and facilities. Provide security for large gatherings, assemblies or other activities such as registration, athletic events, or social events. Participate in emergency preparedness, crime prevention and safety programs. Investigative Support Conduct investigations related to assigned cases or incidents that occur on or near campus during the assigned shift, and take necessary action within the limits of existing laws, policies and procedures. Administrative and Report Support Participate in crime prevention activities, enforce laws, traffic regulations, apprehend and arrest criminal violators on or off campus. Provide general information and assistance to faculty, staff and students and the general public. Train new officers and civilian employees as assigned. Prepare reports covering observed irregularities, violations of the law, or campus regulations. Tasks/Duties: Perform additional duties as assigned to enhance the safety of the campus and surrounding community. Minimum Qualifications Knowledge and Abilities: Valid California driver’s license. Working knowledge of current law enforcement methods and procedures. Working knowledge of current criminal codes and laws. Effective interpersonal skills to resolve a wide variety of sensitive situations. Effective oral and written communication skills, including writing clear and comprehensive reports. Demonstrated ability to think and act effectively in emergency and sensitive situations. Education and Experience: High school diploma or equivalent. Successful completion of a P.O.S.T. certified training program, including obtaining a Basic Course Certificate or currently attending a P.O.S.T. Police Academy. Preferred Qualifications Minimum Standards for Police Officer Candidates (California Government Code Section 1031): Must have no felony convictions. Must have no misdemeanor convictions containing elements of domestic violence. Must successfully complete fingerprint and records check including local, state and federal criminal records. Must satisfy citizenship requirements detailed in Government code 1031 (a) and 1031.5. Be a U.S. citizen, or a permanent resident alien who has applied for citizenship and obtains citizenship within three years of application date. Must be a minimum of 21 years of age by the time of sworn appointment. Must have good moral character as determined by a thorough background investigation which will be conducted as prescribed in the POST Administrative Manual, and must be completed prior to appointment date. Must be free from any physical, emotional, and mental condition, which might adversely affect the exercise of powers of a police officer. Must be able to read and write at the levels necessary to perform the job of a police officer as determined by the use of the POST Entry-Level Law Enforcement Test Battery or other job-related tests of reading and writing ability. Possession of a valid Certificate of Completion of the Basic Police Academy is required at the time of the appointment. Working knowledge of public safety, including law enforcement methods, traffic control, arrest and safety procedures in a campus environment, existing criminal codes, law, etc. General knowledge of crime prevention, first aid and CPR. Ability to quickly learn and apply campus rules and regulations, asses law enforcement or other hazardous situations, determine an appropriate course of action, prepare clear and concise procedural reports, maintain cooperative and working relationships with the campus community general public, and local and state police agencies.
