Watershed and Stormwater Management Division Oakland has a large and complex watershed and storm drainage network that includes over 40 miles of open creek channel, approximately 400 miles of storm drain pipes and culverts, 18,000 structures, 11 pump stations, and a growing number of green stormwater infrastructure (GSI) features and full trash capture devices. Many of the storm drainage assets are over 80 years old and are reaching the end of their serviceable life. The Watershed and Stormwater Management Division (WSMD) manages projects and programs involving, but not limited to, storm drainage rehabilitation and replacement, hydrology, hydraulics, erosion and sediment control, stream restoration, stormwater best management practices (BMPs), green stormwater infrastructure (GSI), trash capture, and NPDES stormwater permit requirements. This position will work with professional staff, engineers, storm drainage maintenance staff, and construction inspectors to deliver capital projects. The WSMD civil engineer also assists other divisions and departments in the review and implementation of large projects with drainage and/or stormwater components. Construction Management Construction Management in Public Works provides construction management and inspections services for capital improvement projects (CIP) for both OPW and OakDOT. The current approved CIP for the Budget Cycle FY 21-23 is approximately $200M. These projects include street improvements, sanitary sewer and storm drain improvements; renovation and new construction of city-owned buildings, including earthquake-damaged buildings, fire stations, libraries, parking facilities and park and recreation facilities; new traffic signals and street lights. The Civil Engineer will serve as the Resident Engineer during construction of these capital improvement projects and will perform construction management duties which include, but are not limited to, monitoring construction budget and schedule; conducting daily field inspection to monitor work activities in progress and to ensure compliance with contractual obligations; negotiating and executing contract changes; reviewing and approving contract payment for completed work; and serving as the project liaison with the Contractor, other City divisions, and outside agencies . The City receives grant funding to make ADA, lighting, and other safety improvements to these pedestrian routes; 3) Emergency Roadway Response: this program provides engineering response for emergency or hazardous situations within the City's right-of-way that require engineering assessment. Our main tools for production are comprised of design manual compliance and standards (City & Caltrans); Software that include AutoCAD -Civil3D, AGl32 for lighting analysis, Synchro for traffic timing. TCP also provides design services for other sections that include the Planning section and the Neighborhood Traffic Safety section for roadway safety projects. Projects are typically roadway safety, access and circulation improvements that are mostly federally and locally funded. In our team, we do Civil/Transportation design comprised of Roadway Geometry, Traffic Signal, Pedestrian and Bicycle safety devices, and the City's Intelligent Transportation System (ITS) design. Complete Streets Paving & Sidewalks Complete Streets Paving & Sidewalks produces plans, specifications and estimates (PS&E)for pavement rehabilitation and pavement maintenance projects, including design of curb ramps, signage and striping, and pavement treatment. The team's workplan follows the adopted 2022 5-Year Paving Plan which prioritizes an equitable prioritization of paving in underserved neighborhoods, along with curb ramps and sidewalks prioritization plans. Additional goals of the program are to advance safety improvements on high injury corridors; incorporate new design standards for transit, pedestrian, and bicycle facilities; and implement neighborhood safety and Safe Routes to School improvements. Traffic Engineering The Traffic Engineering Section operates programs that improve roadway safety for schools and residential/commercial neighborhoods and supports inter-departmental and jurisdictional projects. Typical work involves helping residents slow down traffic in their neighborhood, working with principals to improve pedestrian safety around schools, setting speed limits for the police to enforce, restricting parking on narrow streets for the fire department to access, and reviewing neighboring jurisdictions' projects that impact Oakland streets. The team also delivers small-scale capital improvement projects funded by in-house budget and outside grants for which the team competes and applies. Watershed and Stormwater Management Division Oakland has a large and complex watershed and storm drainage network that includes over 40 miles of open creek channel, approximately 400 miles of storm drain pipes and culverts, 18,000 structures, 11 pump stations, and a growing number of green stormwater infrastructure (GSI) features and full trash capture devices. Many of the storm drainage assets are over 80 years old and are reaching the end of their serviceable life. The Watershed and Stormwater Management Division (WSMD) manages projects and programs involving, but not limited to, storm drainage rehabilitation and replacement, hydrology, hydraulics, erosion and sediment control, stream restoration, stormwater best management practices (BMPs), green stormwater infrastructure (GSI), trash capture, and NPDES stormwater permit requirements. The WSMD civil engineer also assists other divisions and departments in the review and implementation of large projects with drainage and/or stormwater components. Construction Management Construction Management in Public Works provides construction management and inspections services for capital improvement projects (CIP) for both OPW and OakDOT. The current approved CIP for the Budget Cycle FY 21-23 is approximately $200M. These projects include street improvements, sanitary sewer and storm drain improvements; renovation and new construction of city-owned buildings, including earthquake-damaged buildings, fire stations, libraries, parking facilities and park and recreation facilities; new traffic signals and street lights. Our main tools for production are comprised of design manual compliance and standards (City & Caltrans); Software that include AutoCAD -Civil3D, AGl32 for lighting analysis, Synchro for traffic timing. TCP also provides design services for other sections that include the Planning section and the Neighborhood Traffic Safety section for roadway safety projects. Projects are typically roadway safety, access and circulation improvements that are mostly federally and locally funded. Complete Streets Paving & Sidewalks Complete Streets Paving & Sidewalks produces plans, specifications and estimates (PS&E)for pavement rehabilitation and pavement maintenance projects, including design of curb ramps, signage and striping, and pavement treatment. The team's workplan follows the adopted 2022 5-Year Paving Plan which prioritizes an equitable prioritization of paving in underserved neighborhoods, along with curb ramps and sidewalks prioritization plans. Additional goals of the program are to advance safety improvements on high injury corridors; incorporate new design standards for transit, pedestrian, and bicycle facilities; and implement neighborhood safety and Safe Routes to School improvements. Traffic Engineering The Traffic Engineering Section operates programs that improve roadway safety for schools and residential/commercial neighborhoods and supports inter-departmental and jurisdictional projects. Description Under supervision, performs fire suppression duties and provides emergency medical treatment on assigned shift. Job Summary The Lead Carpenter, assigned to the Carpenter Shop within the Maintenance & Operations unit of Facilities Development & Operations, works under general supervision and provides lead direction for journey-level crafts workers and semi-skilled assistants, laying out and coordinating the work flow for the shop, preparing materials lists, and ordering supplies in addition to performing work as a skilled carpenter. Staff within the Carpenter Shop are responsible for a full range of journey-level skilled work in rough and finished skilled carpentry, to ensure a clean, safe, attractive, and well maintained learning environment. The Maintenance & Operations unit of Facilities Development & Operations provides services to a University campus spread across five sites comprised of +170 acres, 52 buildings, and more than six million gross square feet. The Carpenter Shop is one of seven skilled trades shops within Maintenance & Operations and is comprised of a lead carpenter plus three journey-level carpenters and may be assisted by staff in the Facility Worker Shop. The Shop reports up to a Facilities Project Supervisor who provides supervision and guidance. Key Responsibilities Performs as a journey-level carpenter in association with basic and advanced maintenance and repair work Builds, remodels, and maintains various types of facilities, buildings, offices, classrooms, restrooms, sheds, fences and other structures Installs, builds and repaired internal and external structures Installs and repairing drywall, ceiling and floor tiles, and roofs Makes, installs, and repairs cabinets, counters, shelves, benches, partitions, floors, and door and window frames Hangs doors and installation window frames Erecting scaffolding, forms, frames, molds, and/or use electronic lifts or personnel ladders in the performance of duties Installs and repairs modular furniture Reads, interprets, and works from plans, drawings, and specifications Ensures work performed is completed in a manner conforming with plans, specifications, and building code and safety requirements Cleans and maintains materials, tools, and equipment used in the performance of duties Performs all work in accordance with established safety procedures Maintains a clean and safe work environment Work may involve exposure to hazardous materials such as lead and asbestos. Performs abatement, where certified Consults and works with other trades workers Operates power tools, shop and construction equipment typical to the carpentry trade Provides lead work direction to skilled trades staff and semi-skilled and unskilled assistants through the performance of the duties noted below understanding that operational needs vary daily and are based on priorities set by the appropriate administrator Reviews work order system to understand and plan for preventative, deferred, and reactive maintenance work efforts in a manner aligned with the priorities communicated by the appropriate administrator Ensures preventative maintenance and other work orders designated as high priority are completed on schedule Prepares for and plans work including development of material/supply needs lists and ordering supplies through the warehouse and business office so as to pursue the work according to schedule. Ensures adequate and appropriate warehouse stock supplies are on hand Develops rough sketches/diagrams and corresponding cost estimates and projected schedules for communication with the business office and customer Develops labor resource schedules and communicates assignments to assigned workers, making adjustments and coordinating with other shops, where necessary Lays out, directs, assists and coordinates the work flow for assigned work including project planning and coordinating with other shops where necessary Instructs shop members in industry best practices and safety rules through regular shop and safety meetings. Provides instruction and lead direction to unskilled and semi-skilled assistants Inspects completed work for conformance with specifications, requirements, compliance with applicable building and safety codes and regulations Ensures computerized record keeping systems are maintained with all work efforts documented accurately Communicates with customers in a professional manner to keep them informed of work efforts Provides feedback to the appropriate administrator concerning staff work performance including productivity, quality, teamwork, and communication Advises on set-up and layout of the shop as well as the selection, ordering and storage of equipment and supplies. Responsibilities of this Program Manager II include developing positive, productive, and collaborative relationships with Sheriff, Police, Fire, COC Members, Office of Homeless Services, MCP’s, Housing Authority, and between DBH staff and their assigned co-locations duties; navigation of politics related to working with law enforcement and the community and other partners; developing and managing MOUs with current and new collaborative partners for service agreements, roles, and responsibilities and housing.
