ABOUT THE POSITION The Clark County Comprehensive Planning Department is seeking qualified candidates to apply for the Principal Planner position. Within the Department of Comprehensive Planning there are two divisions, Current Planning and Advanced Planning, which may utilize this position. Current Planning primarily reviews "discretionary" projects for conformance with Clark County's Comprehensive Master Plan and Unified Development Code (Title 30). Discretionary projects require decision by the Zoning Administrator, the Planning Commission or the Board of County Commissioners and generally include zone changes, special use permits, waivers of development standards, major subdivisions, and design reviews. The Placer County multidisciplinary housing team seeks a full-time Housing Development Project Planner in its Economic Development Division of the County Executive Office. This is a senior-level planning position that supports a housing team that spans several departments and performs a variety of housing functions. Over the past 20 years, the County and the former Redevelopment Agency have sponsored housing efforts to provide assistance to over 600 affordable housing units, involving both new construction and renovation projects. Current housing activities include managing a housing loan and investment portfolio of more than $33 million dollars. The position includes project management of high-profile housing developments, developing funding plans for county-led projects, developing various agreements to partner with for-profit and non-profit housing developers to build new affordable units, coordinating with regional housing partners and stakeholders, supporting innovative housing programs to advance the development of new multi-family housing products. Importantly, this position serves on a team that provides critical advocacy to create affordable housing opportunities throughout Placer County. The team member must have strong collaboration skills and provide cross-cutting services with countywide departments. This unique position will fulfill the following duties: Project Management and Coordination: Manage, organize, and facilitate affordable housing projects and programs in a complex environment. This includes project planning, financial management, stakeholder engagement, regulatory compliance, working closely with subject matter experts throughout an entitlement process, public relations, reporting and documentation, and navigating the dynamics of public-private partnerships with various developer groups, and proven experience bringing forward housing developments. Development Finance: The candidate will have a strong understanding of development finance, including the ability to review and analyze financial proformas to determine the financial feasibility of a proposed housing project, including a diversity of affordable housing financing tools (e.g., LIHTC, HOME, AHSC). The candidate must analyze detailed and complex information, draft, review, and edit complex reports and documents, including Board actions and correspondence. Policy Analysis: Must have experience and knowledge in research, data collection, policy development, and analysis to determine how to match the best housing solutions for the greatest housing need.
