THE DEPARTMENT The Public Works department consists of approximately 72 full time employees and is responsible for maintaining and improving the city’s streets, parks, water and stormwater systems, traffic signals, trees, fleet and public buildings. THE POSITION The Assistant Public Works Director - Engineering is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director. OAKLAND PUBLIC WORKS DEPARTMENT Oakland Public Works (OPW) strives to maintain, improve, and preserve Oakland's infrastructure and environment for the residents, businesses, visitors, and future generations of every neighborhood in our diverse city. Watershed and Stormwater Management Division Oakland has a large and complex watershed and storm drainage network that includes over 40 miles of open creek channel, approximately 400 miles of storm drain pipes and culverts, 18,000 structures, 11 pump stations, and a growing number of green stormwater infrastructure (GSI) features and full trash capture devices. Many of the storm drainage assets are over 80 years old and are reaching the end of their serviceable life. The Watershed and Stormwater Management Division (WSMD) manages projects and programs involving, but not limited to, storm drainage rehabilitation and replacement, hydrology, hydraulics, erosion and sediment control, stream restoration, stormwater best management practices (BMPs), green stormwater infrastructure (GSI), trash capture, and NPDES stormwater permit requirements. This position will work with professional staff, engineers, storm drainage maintenance staff, and construction inspectors to deliver capital projects. The WSMD civil engineer also assists other divisions and departments in the review and implementation of large projects with drainage and/or stormwater components. Additionally, this position will manage the development of an updated citywide Storm Drainage Management Plan and will provide technical support to both City maintenance staff and the City Attorney's office related to various stormwater and drainage issues . Construction Management Construction Management in Public Works provides construction management and inspections services for capital improvement projects (CIP) for both OPW and OakDOT. The current approved CIP for the Budget Cycle FY 21-23 is approximately $200M. These projects include street improvements, sanitary sewer and storm drain improvements; renovation and new construction of city-owned buildings, including earthquake-damaged buildings, fire stations, libraries, parking facilities and park and recreation facilities; new traffic signals and street lights. The Civil Engineer will serve as the Resident Engineer during construction of these capital improvement projects and will perform construction management duties which include, but are not limited to, monitoring construction budget and schedule; conducting daily field inspection to monitor work activities in progress and to ensure compliance with contractual obligations; negotiating and executing contract changes; reviewing and approving contract payment for completed work; and serving as the project liaison with the Contractor, other City divisions, and outside agencies . Other additional duties include managing on-call consultants performing construction management work. Wastewater Engineering Management Oakland Public Works owns and operates over 934 miles of sewer mains, ranging from 6 inches to over 66 inches in diameter, 28,500 sewer structures, and 10 pump stations. Most of the system is more than 50 years old, and some parts are as old as 100 years. The Wastewater Engineering Management Division includes engineering planning and design of the City's public sanitary sewer system through its Capital Improvement Program, implementation and oversight of the 2014 EPA Consent Decree for sanitary sewer overflows, and management of the Private Sewer Lateral Permit Program . This position will work with engineers, sewer maintenance staff, and construction inspectors to ensure regulatory compliance and permit code compliance are met. OAKLAND DEPARTMENT OF TRANSPORTATION The Oakland Department of Transportation's (OakDOT) mission is to envision, plan, build, operate and maintain a transportation system for the City of Oakland and assure safe, equitable, and sustainable access and mobility for residents, businesses and visitors. Major Projects Engineering Major Projects Engineering is responsible for the delivery of complex transportation engineering projects in Oakland. Working alongside Major Projects Planning to secure funding and coordinate with stakeholders, the section leads the design of engineering elements including complete streets and major roadways; bridges and rail overcrossings; pedestrian, bicycle, and transit safety and access improvements; sewer and storm facilities; landscape architecture ; and traffic signals and intelligent transportation systems. The position will coordinate and collaborate with professional staff and other City departments, consultants and contractors, outside agencies, and developers in the delivery of these complex projects . Our goal is to support the implementation of transformative infrastructure identified in longstanding transportation plans and projects to connect neighborhoods in Oakland. Complete Streets Design Complete Streets Design manages and designs major capital improvement projects with complete streets design elements. Improvements include bicycle facilities, sidewalk widening, transit islands , pavement improvement, grading, drainage, landscaping, street lighting, traffic signals, traffic control devices, signing , striping and street amenities . Most projects require close coordination with other city departments, consultants, contractors, stakeholders, funding agencies, and utility companies. Typical duties include leading design teams, managing project timeline and budget, performing detail design, managing consultants, adhering to grant commitments, preparing construction documents, and providing design support during construction. Structures & Emergency Response The Structures & Emergency Response team oversees three separate programs: 1) Bridge Inventory Management: this program performs preventive maintenance, repairs, and retrofits for City-owned bridges and structures as well as the construction of new bridges. City staff work closely with grant funding agency administrators, environmental and regulatory permitting agencies, engineering design consultants, and other local utilities and government entities, to deliver complex civil engineering projects to improve the resiliency and access to critical City transportation infrastructure; 2) Stair and Pathway Improvement Program: this program provides repairs and renovations to the approximately 220 existing pedestrian stairs and paths Citywide. The majority of these stairs and paths were constructed between 1915 and 1940 when the "Key Route" system was expanding and streetcars were a primary mode of transportation for many neighborhoods. The City receives grant funding to make ADA, lighting, and other safety improvements to these pedestrian routes; 3) Emergency Roadway Response: this program provides engineering response for emergency or hazardous situations within the City's right-of-way that require engineering assessment. This may include evaluation of City infrastructure impacted by natural disasters or other emergency situations . The section also oversees the permanent restoration of damaged infrastructure, developing development of plans, specifications, and estimates for landslide restoration, retaining walls, sinkhole repair, pavement restoration and other repairs necessitated by storm damage. Traffic Capital Projects The Traffic Capital Projects (TCP) prepares complete design documents which include the preparation of plans, specifications and cost estimates for project bids and award for construction. Watershed and Stormwater Management Division Oakland has a large and complex watershed and storm drainage network that includes over 40 miles of open creek channel, approximately 400 miles of storm drain pipes and culverts, 18,000 structures, 11 pump stations, and a growing number of green stormwater infrastructure (GSI) features and full trash capture devices. Many of the storm drainage assets are over 80 years old and are reaching the end of their serviceable life. The Watershed and Stormwater Management Division (WSMD) manages projects and programs involving, but not limited to, storm drainage rehabilitation and replacement, hydrology, hydraulics, erosion and sediment control, stream restoration, stormwater best management practices (BMPs), green stormwater infrastructure (GSI), trash capture, and NPDES stormwater permit requirements. This position will work with professional staff, engineers, storm drainage maintenance staff, and construction inspectors to deliver capital projects. The WSMD civil engineer also assists other divisions and departments in the review and implementation of large projects with drainage and/or stormwater components. Additionally, this position will manage the development of an updated citywide Storm Drainage Management Plan and will provide technical support to both City maintenance staff and the City Attorney's office related to various stormwater and drainage issues . Construction Management Construction Management in Public Works provides construction management and inspections services for capital improvement projects (CIP) for both OPW and OakDOT. The current approved CIP for the Budget Cycle FY 21-23 is approximately $200M. These projects include street improvements, sanitary sewer and storm drain improvements; renovation and new construction of city-owned buildings, including earthquake-damaged buildings, fire stations, libraries, parking facilities and park and recreation facilities; new traffic signals and street lights. This position will regularly monitor development engineering permit review times compared to Department goals and statutory requirements for Title 21 and Title 14 permit review. Solicit, negotiate and process contracts that support development engineering services and programs. This position will establish training programs for staff reviewers, inspectors, monitor workload and management analytics to identify key areas for process improvements, resource needs, etc. and proposed recommendations to Department leadership for action. Provide direct general public and customer service interface pertaining to development engineering applications, site inspections, development code requirements. Provide professional expertise on civil engineering development proposals. Attend meetings, including night meetings when needed with applicants, elected officials, etc. as it pertains to civil engineering requirements for public and private projects associated with Department permitting requirements. Coordinate with other Department divisions on code compliance of development engineering requirements and permit conditions. Works with the staff for legal action to resolve troublesome or non-complying cases. Prepares necessary documentation, presents evidence, provides testimony, and recommends dispositions as required. Attend, present and prepare materials for public meetings and formal public hearings on development engineering aspects of a code amendment proposal, as well as proposed amendments to code development regulations related to civil engineering requirements. Prepare and make public presentations of verbal and visual reports to committees, community groups, special interest groups, elected officials, or the Board of County Commissioners to explain assigned projects and to present progress reports. Coordinate with outside agencies, the Public Works Department roads and utility services on proposed applications, NPDES Phase II permit requirements and Road Standards requirements, proposed Public Works capital projects and associated SDAP permit needs through 30%, 60% and 90% designs. Identify process improvements to coordination where needed. Participate as a liaison in selection and prioritization of 6-Year capital facility programs by providing information on development growth trends and needs identified through trends in application submittals. Landscape Architect/Landscape Designer II: • In addition to the duties listed above, incumbents prepare preliminary and final working drawings of landscape and irrigation designs. • Assists the public with questions involving landscape problems. • Assists in the preparation and reviews of landscape plans and contract specifications. • Assists with conducting field inspections for compliance with landscape and irrigation plans and specifications. • Composes correspondence and minor reports as directed by the Senior Landscape Architect and the Associate Landscape Architect. • Performs related professional landscape work as required. • May be assigned project management duties for projects with small to medium complexity. Landscape Architect II: • In addition to the duties listed above, incumbents review and approve minor site development plans submitted for development approval for conformance with plans, specifications, and ordinances. Associate Landscape Architect/Urban Forester: • In addition to the duties listed above, incumbents perform professional landscape architectural work as project manager in the preparation of landscape design and layout of parks, recreational areas, roadway medians and pedestrian ways. • Prepares master park development plans, specifications, contracts, cost estimates and working drawings for assigned projects using manual and automated design tools. • Makes field inspections to insure compliance with drawings and specifications. • Reviews and approves site development plans submitted for development approval for conformance with plans, specifications, and ordinances. • Uses manual and automated design tools to design and/or administer contracts for the design of landscaping for City property, including parks, medians, and building grounds. • Administers the tree planting program including maintenance of the street tree master plan, botanical designation, inspection of plantings, and issuance of permits for planting, removal, and pruning. • Serves as technical adviser to customers, City staff, and officials on park, street tree, and landscape matters. • Represent the City with agencies, groups, and individuals concerned with parks and open space. • Responds to customer service requests regarding landscaping of City property. • Serves on a team of City staff involved in inspecting developments to resolve problems and effect compliance with City requirements. • Maintains records and prepares reports. Minimum Qualifications Knowledge, Skills and Abilities All levels: Knowledge of: Principles and practices of landscape architecture and urban design; native and exotic plant materials best adapted to the Fremont area; using landscape and site improvements to enhance, beautify, and provide identity in the design of places; basic principles of irrigation design; basic engineering principles in grading, drainage, erosion control and paving design. Skill in: Using computer-aided design to draft plans and details; prepare graphics for presentation using a variety of media. Landscape Architect/Landscape Designer II: In addition to the above, knowledge of: City ordinances and regulations relating to landscape development in Fremont; principles of park and recreational development planning; landscape architectural problems encountered in municipal landscape architectural work and their solutions. Skill in: Preparing cost estimates of landscape and related site improvement projects; making effective public presentations. Ability to: Select proper plant materials to achieve desired effects and prevent soil erosion; prepare sketches and plans for beautification projects; inspect projects under construction. Associate Landscape Architect/Urban Forester: In addition to the above, knowledge of: Botanical identification characteristics, valuation, and selection criteria; landscape irrigation and drainage systems; preparation of construction specifications; design and civil engineering as applied to landscape architecture; and basic supervisory principles and practices. Skill in: Operating manual and automated drawing and drafting tools and equipment. Ability to: Design and prepare landscape plans with minimum maintenance requirements and low water use; use plant materials under a variety of conditions; develop and maintain collaborative, problem solving relationships with customers, stakeholders and team members; prepare technical reports and memos; prepare and make oral presentations. Education/Experience Education All levels: A combination of education and experience equivalent to graduation from an accredited four-year college or university with major course work in Landscape Architecture, Park Planning, Horticulture or a closely related field. Experience Landscape Architect/Landscape Designer I: No experience is required; however one year of technical-level experience and/or experience as an intern is highly desirable. Landscape Architect/Landscape Designer II: Two years of professional experience in landscape architecture or park planning. Associate Landscape Architect/Urban Forester: Five years of progressively responsible experience in professional landscape architecture and park planning. Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position. Licenses/Certificates/Special Requirements Possession of a valid Landscape Architect license issued by the State of California is required for the Landscape Architect I, Landscape Architect II, and Associate Landscape Architect classifications. At the I and II level, incumbents who do not possess a valid Landscape Architect license will use the classification title of Landscape Designer I or II and work under the direct supervision of the City and /or Senior Landscape Architect. Incumbents assigned as the City Urban Forester must satisfy the following requirements within 12 months of hire date: Certified Arborist (from the Western Chapter of the International Society of Arboriculture) or Membership in the American Society of Consulting Arborists. The City Urban Forester is not required to be a licensed Landscape Architect. This class series requires the ability to travel independently within and outside of the City limits to perform the assigned duties and responsibilities. Therefore, this classification series requires the possession of a valid Class C California Driver's License at time of appointment and a satisfactory driving record. Failure to possess or maintain the valid required licenses shall result in discipline up to and including termination of employment.
