THE CITY OF HENDERSON ANNOUNCES AN EXAMINATION TO CREATE AN ELIGIBILITY LIST AND TO FILL ONE (1) VACANCY FOR THE CLASSIFICATION OF UTILITY WORKFORCE DEVELOPMENT SPECIALIST IN THE UTILITY SERVICES DEPARTMENT. THE ELIGIBILITY LIST MAY BE UTILIZED TO FILL VACANCIES FOR THIS CLASSIFICATION FOR UP TO ONE (1) YEAR.

Under general direction, develop, implement and administer a comprehensive employee development program to enhance operational effectiveness and ensure continuity of services provided by the Department of Utility Services; performs related duties as assigned.

Job Description

ESSENTIAL FUNCTIONS:

  • Develops, coordinates, and implements a comprehensive employee development program to ensure compliance with federal, state, and local permit requirements and accreditation measures; including but not limited to Nevada Division of Environmental Protection, Bureau of Safe Drinking Water and Safe Drinking Water Act and industry best practices; develops and updates training policies and procedures, and maintains policy manuals.
  • Develops and administers organizational assessments, interprets results, identifies development requirements, conducts gap analysis and develops recommendations aligned with strategic objectives to support knowledge transfer and succession planning.
  • Develops and administers the department annual training plan; develops and implements training program schedules, monitors program effectiveness, maintains training records and prepares special and recurring reports; manages training equipment and supplies.
  • Develops, implements, and administers a specialized water sector apprentice program that leverages existing federal, state and industry organization programs designed to promote employment opportunities in the water sector. 
  • Develops innovative intern programs designed to educate local high school and college students about career opportunities in the water sector.
  • Researches, analyzes, evaluates and creates training curriculum including documentation such as workbooks, job aids, and online help text and reference material using instructional design principles. Analyzes industry trends and changes in laws, regulations and policies; coordinates development of revised training content to meet new objectives; updates training content and schedules.
  • Provides training in various formats utilizing appropriate training techniques, adult learning concepts and facilitation skills.
  • Develops partnerships with Las Vegas valley educational institutions, federal, state and local agencies, and other organizations that will further employee development; works cooperatively with other City departments.



 

Job Requirements

MINIMUM REQUIREMENTS

  • Bachelor's degree from an accredited college or university with a major in Public or Business Administration, Organizational Development, Human Resource Management, or a closely related field.
  • Five (5) years of professional experience in the development of training programs in a large maintenance organization or water/wastewater utility.
  • Note: An equivalent combination of education, training, and work experience may be considered.
  • Incumbents may be required to obtain specific technical or professional certifications.
  • Must possess and maintain a valid Nevada or "border state" driver's license, as defined by NRS 483.
  • Desired:  Service in any branch of the United States Armed Forces.
