This position is located at 200 Madison Street, Jefferson City, MO 65102 The Missouri Public Service Commission regulates investor-owned electric, natural gas, steam, water and sewer utilities in Missouri. We ensure that Missourians receive safe and reliable utility services at just, reasonable and affordable rates. The Financial Analysis Department conducts or assists with investigations concerning financial issues of utility companies that operate in Missouri. These investigations include: providing rate of return (cost of capital) testimony in rate cases and certificate cases; coordinating Staff’s review of financial applications for the reasonableness of the terms and conditions of proposed issuances of common stock, preferred stock, long-term debt or other capital instruments; coordinating Staff’s review of merger and acquisition cases; and coordinating Staff’s review of nuclear decommissioning trust fund cases. In addition, the staff of the Financial Analysis Department continually monitors the financial earnings results of Missouri jurisdictional and other national utility companies, as well as researching and analyzing issues which may financially impact the earnings of Missouri jurisdictional utility companies. Effectively analyze financial information. Accurately prepare and present financial recommendations or testimony in utility rate cases before the Commission. Communicate analysis in an effective manner with little supervision and a degree of independent judgment. Coordinate future securitization cases. Audit collections of securitized utility tariff charges to ensure the proper amount is being collected from ratepayers. Occasional in and out-of-state travel may be required. About the Position Under the supervision of the Director of Business Operations and Development, the Budget Analyst is responsible for technical and analytical budget analyses and related work required to administer the Facilities Development & Operations (FD&O) budget of over $11 million and the utility budget of $7 million. Responsibilities include but are not limited to: the development of annual and mid-year budgets and reporting, processing budget transfer requests, tracking purchase orders, and processing invoices and check requests. This position provides financial oversight and recommendations to the Director of Business Operations and FD&O Management regarding FD&O operational budgets and expenditures. Work collaboratively with Financial Services departments on reconciling budget and expense transfers. Participate in the monthly FD&O update meeting to review and provide an overview of budget and expenditures. Meet monthly with individual managers to review expenditure trends and budget updates. Reconcile budget at year-end to ensure all entries are appropriate, accurate, and posted in the correct accounts. Work with managers to coordinate, prepare, and update their respective service unit budgets for semi-annual and annual submissions. Provide recommendations on budget and forecasting to support management decisions and department needs. Coordinate the submissions of quarterly budget reports and presentations to Financial Services. Assist the Business Operations Director with budget analysis and forecasting reports. Assist Business Operations in coordinating quarterly budget review meetings with Financial Services. Work with general accounting during the fiscal year-end close process to ensure that actual expenditures and encumbered amounts are reflected appropriately. Regularly review and analyze open purchase orders and request fund transfers as necessary. Anticipate pending invoices and change requests, keeping funds on budget. Recommend necessary budget augmentation requests to ensure there is adequate project funding. Invoice and Overtime Processing: Process the department’s accounting transactions and payments to ensure transactions are posted accurately to account numbers, properly recorded, documented, and monitored throughout the fiscal budget year. Ensure labor and overtime hours from services, calls, and projects are accurately recorded and funds transferred accordingly. Process approved invoice payments to ensure the department complies with payment terms. Process budget and expense transfers and ensure transactions are completed within the fiscal budget year. Collaborate with Planning Design and Construction (PDC) and the WorkFlow to capture all labor overtime and ensure accurate expense transfer of charges. Process check requests as needed. Procurement Coordination: Work with FD&O managers to compile and create requisitions for FD&O annual service contracts and coordinate with Procurement to ensure that purchase orders are in place before the start of the fiscal year. Collect all required scope of work, vendor data records, and certificate of insurance from assigned managers and submit requisitions. Work with vendors to ensure that all quotes, scopes, rate sheets, and certificates of insurance are accurate and up to date. Work with the Procurement Office to ensure requisitions, change order requests, contract change orders, and contract adjustments are properly prepared, approved, and processed with appropriate supporting documents. Financial Reporting: Provide direction and support to managers on financial reporting and data, control and manage their budgets and expenses, and fulfill budgetary requirements. Work cooperatively with managers, accounting staff, procurement personnel, and other university staff to provide information and to create reports for state agencies. Prepare monthly financial tracking reports for purchase orders and overtime expenditures. Provide a monthly review of operations and maintenance expenditures to ensure expenses are properly reported and charged to the correct account numbers and tracked. Manage and Analyze Financial Data: Provide budget coordination support to Planning Design and Construction for capital and deferred maintenance projects. Traffic Capital Projects The Traffic Capital Projects (TCP) section prepares complete design documents which include the preparation of plans, specifications and cost estimates for project bids and award for construction. Our main tools for production are comprised of design manual compliance and standards (City & Caltrans); software that includes AutoCAD Civil3D, AGI32 for lighting analysis, and Synchro for traffic timing. TCP also provides design services for other sections that include the Planning section and the Neighborhood Traffic Safety section for roadway safety projects. Complete Streets Paving & Sidewalks Complete Streets Paving & Sidewalks produces PS&E for pavement rehabilitation and pavement maintenance projects, including design of curb ramps, signage and striping, and pavement treatment. The team’s workplan follows the adopted 2022 5-Year Paving Plan which promotes an equitable prioritization of paving in underserved neighborhoods, along with curb ramps and sidewalks prioritization plans. Additional goals of the program are to advance safety improvements on high injury corridors; incorporate new design standards for transit, pedestrian, and bicycle facilities; and implement neighborhood safety and Safe Routes to School improvements. Traffic Engineering The Traffic Engineering section operates programs that improve roadway safety for schools and residential/commercial neighborhoods and supports inter-departmental and jurisdictional projects. Typical work involves helping residents slow down traffic in their neighborhood, working with principals to improve pedestrian safety around schools, setting speed limits for the police to enforce, restricting parking on narrow streets for the fire department to access, and reviewing neighboring jurisdictions' projects that impact Oakland streets. The team also delivers small-scale capital improvement projects funded by in -house budget and outside grants for which the team applies and competes. Bicycle & Pedestrian Program The Bicycle & Pedestrian Program facilitates, coordinates, and oversees the implementation of the City’s Bicycle and Pedestrian Plans and supports OakDOT in creating, managing, and analyzing transportation data. The Program designs and delivers low-cost/high-impact projects and provides staff support to the City’s Bicyclist and Pedestrian Advisory Commission. Multimodal Corridor Operations The Multimodal Corridor Operations section maintains, operates, and improves Oakland's Advanced Traffic Management System (ATMS). The section operates more than 700 traffic signals, High-intensity Activated crossWalK (HAWK) signals, and Rectangular Rapid Flashing Beacon (RRFB) and works closely with the City's Maintenance Section to maintain and upgrade these existing devices. Traffic Capital Projects The Traffic Capital Projects (TCP) section prepares complete design documents which include the preparation of plans, specifications and cost estimates for project bids and award for construction. Our main tools for production are comprised of design manual compliance and standards (City & Caltrans); software that includes AutoCAD Civil3D, AGI32 for lighting analysis, and Synchro for traffic timing. TCP also provides design services for other sections that include the Planning section and the Neighborhood Traffic Safety section for roadway safety projects. Projects are typically roadway safety, access, and circulation improvements that are mostly federally and locally funded. In our team, we do Civil/Transportation design comprising of Roadway Geometry, Traffic Signal, Pedestrian and Bicycle safety devices, and the City’s Intelligent Transportation System (ITS) design. Complete Streets Paving & Sidewalks Complete Streets Paving & Sidewalks produces PS&E for pavement rehabilitation and pavement maintenance projects, including design of curb ramps, signage and striping, and pavement treatment. The team’s workplan follows the adopted 2022 5-Year Paving Plan which promotes an equitable prioritization of paving in underserved neighborhoods, along with curb ramps and sidewalks prioritization plans. Additional goals of the program are to advance safety improvements on high injury corridors; incorporate new design standards for transit, pedestrian, and bicycle facilities; and implement neighborhood safety and Safe Routes to School improvements. Traffic Engineering The Traffic Engineering section operates programs that improve roadway safety for schools and residential/commercial neighborhoods and supports inter-departmental and jurisdictional projects. Typical work involves helping residents slow down traffic in their neighborhood, working with principals to improve pedestrian safety around schools, setting speed limits for the police to enforce, restricting parking on narrow streets for the fire department to access, and reviewing neighboring jurisdictions' projects that impact Oakland streets. The team also delivers small-scale capital improvement projects funded by in -house budget and outside grants for which the team applies and competes. The selected candidate will be the lead Engineer in either inter-departmental or small capital projects, both of which are supported by Assistant Engineers. Bicycle & Pedestrian Program The Bicycle & Pedestrian Program facilitates, coordinates, and oversees the implementation of the City’s Bicycle and Pedestrian Plans and supports OakDOT in creating, managing, and analyzing transportation data. The Program designs and delivers low-cost/high-impact projects and provides staff support to the City’s Bicyclist and Pedestrian Advisory Commission. Multimodal Corridor Operations The Multimodal Corridor Operations section maintains, operates, and improves Oakland's Advanced Traffic Management System (ATMS). The section operates more than 700 traffic signals, High-intensity Activated crossWalK (HAWK) signals, and Rectangular Rapid Flashing Beacon (RRFB) and works closely with the City's Maintenance Section to maintain and upgrade these existing devices. The section collaborates with AC Transit, Caltrans, Metropolitan Transportation Commission (MTC), and Port of Oakland to improve regional traffic safety. The section also works systematically to improve pedestrian and bicyclist safety through traffic signal timing and traffic signal upgrades. Right of Way (ROW) Management and Engineering Services The Right-of-Way Management Engineering Services section administers Oakland's public space regulations. Our Engineers and Permit Technicians facilitate third-party improvements in the right-of-way, including privately constructed public infrastructure, parklet, curb gutter sidewalk, sewer lateral, excavation, obstruction, and encroachment permits. Engineering Services also reviews and approves parcel maps, final maps, right-of-way vacations, street renaming, easements and dedications. Required License or Certificate: Possession of STC’s Correctional Officer Basic Course certificate, and within one year of promotion to sergeant successfully complete STC/POST Supervisory Course. Pertinent local, State and Federal laws, ordinances, and rules. Organize, coordinate, direct and supervise the staff and activities of assigned area or program; train, coach, and provide guidance to assigned staff. Analyze and take appropriate actions in emergency and stressful situations; investigate suspicious occurrences; crimes, complaints, infractions, violations of County or departmental jail policy and procedures. Assist in the development of staff; develop and maintain effective interpersonal working relationships; motivate, inspire, and build teamwork through positive communication and personal example. Apply first aid and cardiopulmonary resuscitation; testify in court. Supervise, train, and evaluate assigned staff; evaluate and approve staff reports and records. Work effectively in stressful situations; act quickly and calmly in emergencies; use defensive tactics when necessary. Develop and recommend policies and procedures. Deal courteously with general public, subordinates, employee organizations, other County departments and agencies. Work with various cultural and ethnic groups in a tactful and effective manner. Work in uniform on assigned work shift. Work evening, night, weekend, and holiday shifts. SELECTION PROCEDURE Written Examination (40%) The written examination may include multiple choice, true/false, fill-in, matching, and/or essay type questions directly related to the required knowledge and abilities for this classification. Oral Examination (60%) The oral examination will be conducted by a panel of raters who will assess and rate the degree to which each applicant demonstrates the knowledge and abilities required for this classification. Applicants’ responses to a series of job related questions, as well as their education and experience, will be rated in relation to the requirements for this classification.
