GENERAL DESCRIPTION OF POSITION Responsible for the overall operation, staffing and scheduling of programs and activities of both City aquatic facilities, as well as maintaining current status with all the latest certifications and training information. The Aquatics Manager works in cooperation with the Assistant Aquatics Managers in the operation of municipal swimming pools and associated aquatics programs during the aquatics season. Incumbents assist in determining staff necessary for the supervision of pool activities, including preparing work schedules and assigning personnel to duty stations, observing pool attendance, and adding or shifting Lifeguards and other aquatics staff to ensure proper coverage. Maintains current Lifeguard, First Aid, CPR certification status (prefer also current certification as Water Safety Instructor) with good understanding of all the latest certifications and training information. SUPERVISION RECEIVED Works under general supervision of the Recreation Coordinator and/or Recreation Superintendent. SUPERVISION EXERCISED Exercises supervision over aquatics staff, volunteers and recreation instructors. Minimum Qualifications/Special Requirements EDUCATION AND EXPERIENCE Graduation from High School or GED equivalent Minimum of 18 years of age or older At least two (2) years of combined experience working with Aquatic Programs in the capacity of Assistant Aquatics Manager, Water Safety Instructor and Lifeguard and working with the public. Certification in Lifeguard Training, Swim Instructor, First Aid, CPR, AED, Bloodborne Pathogens and Lifeguard Instructor certified / Swim Lesson Instructor Trainer preferred. Convert current certification(s) to the Red Cross program within a timely manner. Some previous experience supervising and leading others in a work environment; preferably possesses effective work experience as an Assistant Aquatics Manager. SPECIAL REQUIREMENTS Valid Arizona State Driver’s License or ability to obtain one. Requires possession of a valid certification from a lifeguard organization (Ellis, Red Cross, Starguard). Also prefer certification, or ability to obtain certification, as a Swim Instructor. Requires possession of Cardio-Pulmonary Resuscitation (CPR), First Aid, Automated External Defibrillators (AED) and Bloodborne Pathogens Training certifications . Informs the Recreation Management Staff of situations and/or problems they are unable to handle, and to help resolve them. Makes daily and weekly visits to each site and monitors all operations. Maintains records and prepares reports on pool activities and operation. Directs the cleaning, general operation, and maintenance of pool facilities. Supervises the distribution, care, use and maintenance of all supplies and equipment. Develops and assists with promotion and advertising of programs including creating and/or proofing flyers, brochures, press releases and on-line content. Prepares and presents comprehensive written and oral reports, evaluations and analysis of programs, activities and the facility. May act as an instructor or provide lifeguard services. May provide water rescue and first aid/CPR procedures as necessary. Assists Recreation Coordinator / Superintendent in the overall program planning and implementation of a broad based and comprehensive Aquatics Leisure and Training Program. Assists in the development and implementation of training and orientation sessions of other Aquatics Staff. Continue development of leadership skill throughout the program. Completes all necessary reporting and recordkeeping necessary to facilitate operation and completion of individual programs. Record staff hours, lesson registrations, assignments, completion of all City of Kingman reporting forms, and recording of all types of daily, pass and lesson registrations receipts, as well as pool reservations, purchasing, accident and incident reports. Promotes interest and provides information regarding aquatic programs to schools, other recreation officials, community service groups, other departments and the general public, in addition to the planning and implementation of aquatic special events. Assists in the planning and holding of red shirt drills to test lifeguard and facility’s EAP. Leads and performs professional rescue procedures as needed, and offering assistance to aquatic patrons when required, in addition to practicing all current preventative measures. Supports the relationship between the City of Kingman and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, and complies with all City policies and procedures. Performs a variety of miscellaneous duties such as answering the phone, typing, data entry, public speaking to youth groups and classes, and general public relations and promotion of the City Aquatic and water instruction/lesson programs. Performs routine maintenance such as skimming pool, hosing deck, arranging deck chairs, etc. Makes periodic tests of water in the pool to determine chemical balance of chlorinators. Attends all necessary meetings and trainings as scheduled. Completes written materials such as: daily attendance, accident/incident forms, timesheets, evaluations and other related records and reports. Provides excellent and proficient customer service to both internal and external customers. Regular attendance is an essential function of this job to ensure continuity; Maintains regular, reliable and punctual attendance and adherence to scheduled hours of work. Salary is negotiable based on experience: Lifeguard/Swim Instructor I: $17.22 - $18.09/hour, with no experience Lifeguard/Swim Instructor II: $18.54 - $19.48/hour, with a minimum of 2 seasons experience Senior Lifeguard/Swim Instructor: $19.97 - $20.98/hour, with a minimum of 3 seasons experience The Aquatics Program: The Concord Community Pool at 3501 Cowell Rd is one of the City’s most popular facilities, serving approximately 124,000 swimmers per year in our award winning learn to swim classes, our lap swim, recreational swim and water exercises programs, as well as serving as a place for many swim teams to practice. The pool is open year round, heated to a comfortable 80 degrees, and is 50 meters in length. The pool also boasts heated changing rooms and showers. What you will be doing: Under supervision, Lifeguard/Swim Instructors perform a variety of duties for the purpose of providing for water safety at Concord Community Pool. This includes organizing, coordinating, conducting, and instructing courses in water safety as well as supervision of the Concord Community Pool. The Lifeguard/Swim Instructor I is distinguished from the Lifeguard/Swim Instructor II in that the II performs duties independently. Senior Lifeguard/Swim Instructors perform additional leadership duties, including scheduling and training of other lifeguards. All positions are part time, limited service, and m ust be able to work a minimum of 20 hours a week, early morning, evening and weekend shifts when required, and attend weekly in-service trainings. They must also be able to successfully complete Lifeguard Training provided by the City of Concord. What you will be doing: Under supervision, Lifeguard/Swim Instructors perform a variety of duties for the purpose of providing for water safety at Concord Community Pool. This includes organizing, coordinating, conducting, and instructing courses in water safety as well as supervision of the Concord Community Pool. The Lifeguard/Swim Instructor I is distinguished from the Lifeguard/Swim Instructor II in that the II performs duties independently. Senior Lifeguard/Swim Instructors perform additional leadership duties, including scheduling and training of other lifeguards. All positions are part time, limited service, and m ust be able to work a minimum of 20 hours a week, early morning, evening and weekend shifts when required, and attend weekly in-service trainings. We are looking for individuals to add to our team that are strong swimmers, that can assist in maintaining a safe environment. We offer aquatic facilities and classes to patrons of all ages. Essential Job Functions Under close supervision, participates in a training academy. Through training, learns proper lifesaving techniques and procedures for swimming pool surveillance, victim recognition, pool rescues, and pool safety regulations. Receives instruction and participates in field training to learn proper procedures and acquire proficiency in rescue techniques and in the provision of emergency medical care. Receives instruction and learns the proper care and safe operation of pool filtration systems and basic pool maintenance. Receives instruction and prepares for authorized lifesaving, first aid, and cardiopulmonary certifications. Engages in physical fitness training drills established by the Department. Requirements Minimum Requirements: No experience required. Age: Sixteen at time of swim test. Valid photo ID with date of birth will be required. Ability: Candidates must have the ability to swim 300 yards in 6:30 minutes or less. License: A valid California Class C Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. Vision : At least 20/30 in each eye with correction, and at least 20/200 with both eyes open without correction. Hearing : There may be no greater than a 25 dB loss in the better ear as averaged over the test frequencies of 500, 1000, 2000, and 3000 Hz. There may not be a peak loss at any of the test frequencies greater than: 30 dB at 500 Hz 30 dB at 1000 Hz 40 dB at 2000 Hz 40 dB at 3000 Hz There may be no greater than a 35 dB loss in the worse ear as averaged over the test frequencies, and no peak loss greater than 45 dB at any of the test frequencies. In the case of a questionable, unusual, or borderline hearing loss, the applicant's record will be reviewed by the Occupational Health Service consultant in otolaryngology who will make a recommendation as to the applicant's employability and forward it to the Medical Director for final disposition. Physical Class: 4 - Arduous. This class involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working above ground on irregular surfaces. It includes those positions that occasionally demand extraordinary physical activity such as those in Safety positions. Additional Information Examination content : T his examination will consist of a performance test weighted 100%, a swim test of 300 yards which must be completed in 6:30 minutes or less. All candidates finishing within the time limit will receive a score of 100%; candidates who do not complete within the 6:30 minute time limit will receive a failing score. Only candidates who pass the swim test will be placed on the eligible register. Recruitment is held year-round .
