Department Information The Central Plant building is the heart of the campus heating and air conditioning system. Within the building our equipment produces steam and chilled water which is then circulated across the campus through a network of below and above ground piping. Once the steam and chilled water enters the buildings, a series of pumps, valves, and fans are operated by an automated, computerized control system. The system works to maintain a balance between building occupant comfort and energy efficiency. However, not all of the campus is served by the Central Plant. Description The City of Kennewick is looking for two detail-oriented journeyman-level candidates who take pride in their work by maintaining City Facilities and Parks Infrastructure throughout our community. The ideal candidate must enjoy working both indoors and outdoors, have excellent communication skills and the ability to work independently. The two vacancies may be filled in either Irrigation or Facilities Services. CLASSIFICATION SUMMARY Under general supervision, a General Craftsworker - Parks and Facilities performs a variety of work, including equipment operation, maintenance, repair, and construction in the Parks & Facilities Department. Performs related work as required. Work hours are varied and include evenings and weekends. DISTINGUISHING FEATURES OF THE CLASS A General Craftsworker - Parks & Facilities performs a variety of skilled, semi-skilled, and general work in one of the divisions of the Parks, Recreation & Facilities Department and may be temporarily assigned to other Departments within the City as required. Must possess the skills, knowledge, and physical capabilities to perform the duties of the position and must comply with City and Department policies, procedures, and work methods at all times. A General Craftsworker - Parks & Facilities must demonstrate the ability to perform journeyman-level work in facilities maintenance, carpentry, plumbing, electrical, or HVAC. Must demonstrate an ability to work independently with minimal direct supervision. Must plan the details necessary to carry out assignments, to use considerable initiative in identifying and resolving problems. Performs related work and weekend and/or overtime work as required. A General Craftsworker is distinguished from a lower-level Maintenance and Construction Craftsworker by acting in a lead capacity, possessing greater technical skills and knowledge, and performing more difficult and/or complex tasks. A General Craftsworker serves in a lead capacity and is expected to guide the work of Maintenance and Construction Craftsworkers, and may train, supervise, and direct the work of part-time or seasonal workers. A General Craftsworker may be required to perform any work ordinarily performed by Maintenance and Construction Craftsworkers. Examples of Work Performed (Illustrative Only) ESSENTIAL DUTIES PER DIVISION Irrigation & Pesticide Specialist : Works from pencil sketches, oral instruction and blueprints. Installs and maintains water supply lines, valves, low voltage wiring, and controllers on all irrigation systems used by the City in conformance with applicable building code requirements. Selects and applies any pesticides and fertilizer used by the City. Installs and maintains irrigation pumps and main lines as needed. Reads working drawings to estimate materials, determine work aids and equipment needed, and to determine proper sequence of installations. Performs preventive maintenance checks to determine necessary repairs. Trains and supervises assigned personnel in standard repair and maintenance procedures. Operates equipment including backhoe, loader and trencher, and other tools necessary to accomplish assignments. Prepares and submits various reports. Performs related work as required. Facility Services : Inspects conditional and operational functions and performs routine maintenance and repair tasks in one or more fields including carpentry, electrical, plumbing, and HVAC for facility improvements and systems for the Parks & Facilities division. Performs qualified electrical maintenance to include but not be limited to replacement or repair of fixtures (including incandescent and fluorescent bulbs and tubes, ballasts, fuses, etc.) using appropriate hand, power, and specialty tools. Performs qualified plumbing maintenance repairs. Performs qualified painting, carpentry, and masonry work. Maintains the City's keying and lock systems. Reconfigures, installs, positions, and remounts modular offices to accommodate user needs and to maximize work space using various hand, power, and specialty tools, dollies and hand trucks. Orders parts and maintains required documents. Trains and provides oversight for assigned personnel in standard repair, maintenance, and safety procedures. Performs related work as required. Examples of Essential Duties (for illustrative purposes only): Carpentry Skills - Builds cabinets, shelves, counters, room partitions, and enclosures; constructs, inspects, and maintains playground equipment, wooden signs, and other similar installations; works from pencil sketches, working drawings, and blueprints to estimate material requirements for new and remodel construction of City facilities and structures; frames walls; places, tapes, and textures sheetrock; installs and repairs doors and hardware; repairs leaking roofs and replaces defective roofing; replaces or repairs paper towel racks, paper dispensers, and restroom partitions; repairs furniture; replaces broken windows; digs footings; constructs and sets concrete forms; pours and finishes concrete sidewalks, driveways, steps, floors, and foundations; installs ceramic and acoustical tile; repairs or replaces carpeting, vinyl, and VCT flooring; mixes prepared paints and applies to interior and exterior surfaces; maintains familiarity with the Uniform Building Codes (UBC) and American with Disability Act (ADA), and understands how they are applied for the various types of work performed in and around City parks and facilities. Plumbing Skills - Works from pencil sketches, oral instruction, and blueprints; installs and maintains water supply lines, sewer lines, air vents, valves, faucets, plumbing hardware, and fixtures used by the City in compliance with current building and plumbing codes; perform skilled arc, wire feed, and gas welding as required to construct, maintain, and repair City equipment and facilities; installs and maintains City pool-related pumps, circulation lines, and valves, and chemical feed systems, including gaseous chlorine, caustic soda, and sodium bicarbonate as needed to insure public safety and use of the City pool system; determines work aids and equipment needed; maintains thorough knowledge of the operation and use of related equipment and tools typically required to accomplish assigned plumbing tasks of various degrees of difficulties in location and construction type. Electrical Skills - Works from pencil sketches, oral instruction, and blueprints; installs and maintains facilities improvements and equipment used by the City in compliance with current building and electrical codes; determines work aids and equipment needed; maintains thorough knowledge of the operation and use of related equipment and tools typically required to accomplish assigned electrical tasks of various degrees of difficulties in location and construction type. Employment Standards A General Craftsworker must meet the following minimum qualifications : possess a high school diploma or G.E.D. and at least two (2) to five (5) years of experience performing maintenance work, repairs, equipment operation, motor vehicle operation, or an equivalent combination of education and experience; possess and maintain a valid, unrestricted Washington State Driver's License; possess or obtain the following within six (6) months: first aid/CPR and any other appropriate certifications as required by law, ordinance, or department requirements; possess or obtain a commercial driver's license (CDL) within twelve (12) months of employment based division standards (see below). A General Craftsworker must also demonstrate the following knowledge, skills, and abilities: proficiency in construction, facility maintenance, and grounds maintenance; proficiency using maps and plans; proficiency in safely using required tools and operating required equipment; ability to work independently, identifying problems and exercising considerable initiative in making needed repairs; ability to establish and maintain good working relationships with the general public and fellow employees; ability to lead and supervise personnel in lower classifications. Additional Requirements per Division : Irrigation: Commercial Driver's License, CDL Class B, Back-Flow Assembly Tester, and Washington State Pesticide License (PCL), Public Operator, with one of the following endorsements: Pest Control Operator (PCO) and either Turf & Ornamental (OW) or Turf & Ornamental Insect & Disease (OC); (all certifications must be obtained within 12 months of hire). Facilities Services: Journeyman card in a related field OR at least four (4) years of verified journeyman-level experience OR completion of a City vocational training program. Commercial Driver's License, CDL Class B, Certified Playground Safety Inspector (CPSI) certification; Aquatic Facility Operator (AFO) certification; (all certifications must be obtained within 12 months of hire). Supplemental Requirements To perform the essential functions of the job, a General Craftsworker must be able to perform the following: stooping, kneeling, crouching, reaching, standing, climbing, crawling, walking, pulling, lifting, fine motor dexterity, grasping, and seeing/observing; ability to walk and stand for long periods of time; must be able to work outdoors under adverse and varied weather conditions. FLSA: Non-Exempt Contract The benefits listed below are those currently enjoyed by the full-time IUOE (International Union of Operating Engineers) City of Kennewick employees. It is important to remember that over the course of time these benefits may change - they are not permanent. Benefits may change through City Council or administrative action, union contracts or changes mandated by state and federal law. Paid Holidays 12 per year (10 scheduled; 2 “floating”) New Year's Day, Martin Luther King Jr. Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day and the day after Thanksgiving, Christmas Day, and two floating holidays selected by the employee. An employee will accrue one of the two floating holidays on February 12. The second floating holiday is to be selected by the employee in cooperation with the employer. An employee will only accrue a floating holiday if actually employed. Paid Time Off (PTO) Effective January 1, 2017, the City will implement a paid time off (PTO) program to replace sick leave and vacation accruals. The purpose of PTO is to compensate employees for absences due to injury, illness, vacation and personal business. In addition, the program is designed to provide employees with personal flexibility regarding the use of leave hours. PTO hours accrue based upon the actual number of regular hours worked.
