    CLASSIFICATION TITLE: Analyst/Programmer - Career

    TEMPORARY END DATE: This position is temporary and ends on or before December 31, 2025. Any continuation beyond December 31, 2025, is contingent upon satisfactory performance and available funding.

    FT/PT: Full-time

    PAY PLAN: 12-month

    WORKPLACE TYPE: On-site (work in-person at business location)

    ANTICIPATED HIRING RANGE: $5,900 - $7,800
    • However, offer amount will be commensurate with candidate’s experience, education, skills, and training.

    CSU CLASSIFICATION SALARY RANGE: $5,158 - $ 12,730

    POSITION PURPOSE: Under the general supervision of the Director of Enrollment Management Systems, the Enrollment Systems Analyst coordinates, implements, and manages functional systems and reporting to support the Division of Strategic Enrollment Management and Student Support. This role involves working closely with departments including Admissions, Registrar, Outreach, Advising, and Financial Aid to optimize business processes, improve system functionality, and enhance student services. The analyst will streamline application processing, improve registration workflows, and support advising and outreach efforts by leveraging technology and data-driven insights. Additionally, the position ensures accurate reporting and compliance with regulatory bodies such as the U.S. Department of Education, the California Student Aid Commission, and the CSU Chancellor's Office.

    The Enrollment Systems Analyst is responsible for providing technical and functional support across these departments, ensuring that systems are integrated, efficient, and aligned with institutional goals. By assessing business processes and recommending improvements, the analyst will enhance operational efficiency, reduce errors, and improve service delivery for students and staff. This role also involves providing training and guidance on system use, ensuring data integrity, and managing the technical infrastructure for Financial Aid and Scholarships.

    DUTIES & RESPONSIBILITIES:

    Financial Aid Systems & Functional Operations Lead
    • Serve as a primary point of contact for the Financial Aid department regarding the Student Information System (PeopleSoft), ensuring seamless functionality and alignment with operational needs.
    • Lead the development, implementation, and enhancement of various components of the student information system’s functionality, identifying opportunities for process optimization and automation.
    • Serve as a subject matter expert, providing troubleshooting and resolution related to assigned systems and process, collaborating with Information Technology Services (ITS) and external vendors as needed.
    • Prepare and maintain comprehensive system/operational documentation for technical aspects of enrollment-related processes, including system workflows, operational procedures, and troubleshooting guides.
    • Keep abreast of emerging technologies, industry trends, and regulatory updates that impact financial aid systems and operations.
    • Manages and maintains the PeopleSoft Financial Aid module, ensuring seamless functionality and timely updates, including overseeing all aspects of the new aid year setup, monitoring Ellucian for upgrades and patches to the PeopleSoft financial aid module and coordinating with ITS to schedule and implement necessary releases or updates.
    • Review release notes, develop testing plans, and collaborate with ITS and end-users to execute and validate upgrades and patches effectively.
    • Oversee the processing of all Common Origination and Disbursement transactions as well as federal and state financial aid files, ensuring data integrity and compliance with regulatory requirements.

    Business Process & Analysis
    • In coordination with the Director, lead the development and implementation of streamlined business processes, ensuring efficiency, accuracy, and compliance with institutional and regulatory requirements.
    • Design and refine workflow structures, control procedures, and system configurations to optimize financial aid, admissions, registrar, outreach, and advising operations.
    • Monitor and support system administration functions, ensuring proper security roles, system access, and data integrity across enrollment management related processes.
    • Provide guidance on business process redesign initiatives, working closely with stakeholders to enhance system utilization and improve operational outcomes.
    • Support campus stakeholders, in consultation with Information Technology staff, on systems infrastructure, integration and core system programming issues.
    • Establish robust monitoring controls and validation processes to maintain system and data integrity, proactively identifying and mitigating risks.

    System Administration
    • Evaluate and enhance business processes by identifying needs, gathering requirements, and leading the implementation, testing, and deployment of solutions.
    • Support new and existing programs, applications, system integrations, business intelligence, and overall system maintenance and troubleshooting.

    Technology Support for SEMSS Division
    • Provide support for process mapping and other quality initiatives in collaboration with other areas of the division of Strategic Enrollment Management and Student Support.
    • Collaborate with other departments to address business issues and develop/refine processes that improve workflow and maximize the use of available technologies.
    • Serve as a technology liaison between the offices of Admissions, Registrar, Outreach, Financial Aid, and Advising.

    REQUIRED QUALIFICATIONS:

    EDUCATION & EXPERIENCE - Bachelor’s degree in computer science, business, or related field with relevant training. Additional qualifying experience may be substituted for the required education on a year-for-year basis. Minimum of two (2) years (within 3 years) of full-time equivalent experience in systems analysis, application programming, database administration, or other technology related environment, preferably within an academic setting.

    SKILLS, KNOWLEDGE & ABILITIES (SKA’s) -
    • Regular and reliable attendance is required.
    • Working knowledge of general practices, program, and/or administrative specialty.
    • Working knowledge of financial aid (preferably with PeopleSoft/Oracle, OnBase and the CSU) and development and maintenance of systems solutions.
    • Knowledge of system/equipment capability, design restrictions, and security requirements.
    • Ability to apply consultative skills to assess user needs and communicate technology systems and solutions.
    • Ability to perform systems and applications needs analysis, prepare requests for proposals, and conduct feasibility studies.
    • Understanding of federal and state financial aid processes, including Common Origination and Disbursement (COD) transactions.
    • Ability to ensure system configurations align with compliance requirements.
    • Knowledge of data validation techniques, system security best practices, and access control procedures.
    • Ability to lead projects, coordinate testing plans, and manage system upgrades.
    • Ability to develop and maintain system documentation, process workflows, and troubleshooting guides.
    • Demonstrated customer service experience requiring a very high level of diplomacy and professionalism.
    • Ability to use tact and diplomacy to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems.
    • Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.
    • Excellent communication skills; ability to effectively communicate information in a clear and understandable manner.
    • Thorough knowledge of English grammar, spelling, and punctuation.
    • Ability to interpret, communicate and apply policies and procedures.
    • Ability to maintain a high degree of confidentiality.
    • Excellent organizational and time management skills with the ability to set own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines.
    • Excellent computer skills and competence with a variety of computer applications including word-processing, spreadsheets, databases, on-line systems, Internet as well as online calendaring and email.
    • Working knowledge of or ability to quickly learn University infrastructure.

    PREFERRED QUALIFICATIONS:
    • Demonstrated experience building and maintaining highly effective partnerships (e.g., with Information Technology Services, Institutional Research, Enrollment Management departments, Academic Affairs departments, etc.).
    • Demonstrated experience with business process analysis.
    • Advanced problem-solving skills and experience working with teams to address issues that cross departments and/or divisions of an organization.
    • Five (5) years of experience with Peoplesoft database in a college or university setting.
    • Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude.

    PHYSICAL DEMANDS: LIGHT WORK - involves mainly sitting, up to 25% standing or walking; lifting medium weight objects limited to 25 pounds.
