    Description:

    The Community Relations and Mobilization Strategist is a senior-level leadership role within Jefferson County Public Health’s Health Equity team. Reporting directly to the Health Equity Supervisor, this position leads and mentors a team of community organizers and representatives, guiding efforts to mobilize
    communities, strengthen networks, and advance health equity across Jefferson County.

    Serving as a strategic bridge between local communities and public health, the Strategist designs and implements inclusive engagement strategies, develops organizing frameworks, and drives internal systems change to ensure public health initiatives reflect the lived experiences of priority populations. This role also leads complex, multi-faceted campaigns, facilitates cross-sector collaboration, and supports policy advocacy efforts at the local, state, and federal levels. With a strong foundation in cultural competency, program development, and strategic planning, the Strategist plays a pivotal role in shaping equitable, community-informed public health practices.

    SCHEDULE:

    This standard position allows for hybrid work to be performed, both on-site and remote as determined by business needs. This position also requires the need for regular travel. This position typically works Monday-Thursday, but flexibility is needed for occasional evening and/or weekend events.

    COMPENSATION:

    Target Hiring Range: $78,000.00 - $78, 234.13 USD Annual

    Compensation will be determined based on education, experience, and skills.

    ESSENTIAL DUTIES:

    Leadership and Management:
    • Supervision responsibilities may begin up to six months after employment to allow time for foundational training and immersion in organizational priorities.
    • Lead, mentor, and evaluate a team of community organizers and representatives as assigned.
    • Provide guidance, feedback, and performance evaluations to ensure the success of the team.
    • Facilitate weekly team meetings to align goals and monitor progress.
    • Manage internal Teams or SharePoint sites for effective communication.
    • Oversee the expansion of the internal SharePoint or website to the community and external stakeholders.
    • Provide project management support for grants or other initiatives as needed to assist the team in meeting its goals.
    • Manage budgets and resources effectively.
    • Represent the organization at community events and meetings.
    • Co-facilitate strategy development for current organizers.
    • Develop and implement strategies for community engagement and mobilization.
    • Create an external website/dashboard and an internal Teams or SharePoint site for effective communication and collaboration.
    • Ensure a feedback loop within the Office of Assurance (staff, managers, executive office etc...) and share information via newsletters, reports, and/or lunch and learns.
    • Design and leading complex, multi-faceted organizing campaigns in collaboration with other teams across the agency.
    • Champion equity-centered practices across departments and contribute to shifts in internal culture.
    • Facilitate internal trainings to increase staff fluency in community-centered strategies and equity frameworks.


    Program Development:
    • Develop and implement comprehensive community outreach and mobilization strategies.
    • Design and execute programs that support and promote cultural awareness, representation, and resident relations.
    • Coordinate workshops, events, and campaigns that align with community needs.
    • Provide guidance and consultation to the Health Equity Team, assisting in the launch of partner organizations for priority populations.
    • Implement evidence-based community mobilization strategies.
    • Develop and manage budgets, timelines, and project plans.


    Data Collection and Analysis:
    • Conduct research on cultural trends, demographics, and best practices in cultural advocacy.
    • Conduct community analysis to identify needs and opportunities.
    • Analyze data and feedback to assess the impact of cultural initiatives and recommend improvements.
    • Understand the lived experience of priority populations in the county.
    • Define and track key performance indicators (KPIs) for community engagement and mobilization efforts.
    • Use data to inform continuous improvement and share impact stories with stakeholders.


    Cultural Competency:
    • Provide cultural expertise and guidance through trainings to staff and providers that ensure culturally sensitive information to better serve our communities.
    • Promote cultural representation and community connections through outreach programs and initiatives.
    • Collaborate with community leaders and organizations to promote cultural understanding and respect.
    • Employ cultural and linguistic responsive practices.
    • Play a critical role in promoting health equity and improving healthcare access for all communities.
    • Work to improve health outcomes and ensure equitable healthcare access for communities.


    Community Engagement and Mobilization:
    • Deliver health education and resources to the community.
    • Monitor and respond to cultural policies and regulations impacting the organization or community.
    • Efficiently manage resources to support cultural programs and initiatives.
    • Review and strengthen partnerships with providers, community organizations, and policymakers.
    • Lead and coordinate advocacy campaigns on social and environmental issues in collaboration with q other teams across the agency.
    • Utilize digital platforms including: dashboards, websites, SMS, and social media, to expand reach and improve community interaction.
    • Pilot and assess emerging outreach technologies to support engagement with underserved populations.
    • Coordinate culturally responsive engagement strategies during public health emergencies or crisis response scenarios.


    Collaboration and Partnership Building:
    • Build and maintain strong relationships with community members, leaders, and partner organizations.
    • Conduct outreach, canvassing, and one-on-one meetings to build support for campaigns.
    • Collaborate with internal teams to integrate community initiatives into the organization's overall strategy.
    • Provide comprehensive synopses of important meetings and initiatives to the Health Equity Team with actionable recommendations.
    • Support and engage in public and partner coalitions, particularly those focusing on rural communities.
    • Organize and lead meetings, events, and workshops to foster dialogue and collaboration.
    • Travel locally and regionally as needed for meetings or events, including occasional evening or weekend work.
    • Develop training materials and resources to educate stakeholders and internal staff.
    • Conduct workshops and seminars focused on cultural awareness and advocacy.
    • Recruit and train volunteers and leaders.


    Policy and Resource Management:
    • Monitor cultural policies and regulations affecting the organization or community.
    • Manage resources effectively to support cultural programs and initiatives.
    • Coordinate the distribution of resources for residents through community partners and identify resource needs and associated budgets.
    • Provide situational awareness reports and updated information to the Health Equity Manager and Team to support policy decisions and program implementation.
    • Advocate for policy changes at the local, state, and federal levels.
    • Work with policy experts and campaign strategists to develop effective advocacy strategies.
    • Organize and coordinate community events.


    Evaluation and Reporting:
    • Evaluate the effectiveness of cultural programs and initiatives through metrics and feedback.
    • Prepare reports and presentations for stakeholders on cultural advocacy efforts and outcomes.
    • Work with communications staff to share stories and build public support.


    *In addition, Community Relations and Mobilization Strategist will engage in specific and specialized projects based on the evolving needs of JCPH. These projects will be assigned on an ongoing basis by the Health Equity Manager.

    Minimum Qualifications:
    • Bachelor’s degree in public health or a related field, such as business, healthcare administration, community health, or similar discipline.
    • A minimum of three years of experience in healthcare, public health, community health outreach or similar work-related experience.
    • Note an equivalent combination of education and experience is acceptable.


    Preferred Knowledge, Skills and Abilities :
    • Minimum of 5 years’ experience in healthcare, public health, or community health outreach.
    • At least 3 years of supervisory experience, leading and mentoring teams.
    • Proven field experience in community organizing or a related field.
    • Proven experience in community organizing, advocacy, or related fields.
    • Strong leadership, communication, and interpersonal skills.
    • Ability to work independently and as part of a team.
    • Knowledge of community organizing principles and strategies.
    • Experience with data management and reporting.
    • Commitment to social justice and community empowerment.
    • Proven ability to build rapport, uncover needs, identify opportunities, overcome obstacles, and gain commitment.
    • Extensive experience in tracking and analyzing large amounts of programmatic data to monitor trends and changes.
    • Successful tracking of project progress and deliverables, including developing and managing budgets, timelines, and project plans.
    • Strong problem-solving skills: Ability to address and resolve issues promptly.
    • Proficiency with Excel, Outlook, calendars, and other Microsoft Office tools.
    • High degree of organization, effective time and resource management, and a self-starter mentality.
    • Experience in developing and implementing comprehensive community outreach and engagement strategies.
    • Proficiency in coordinating workshops, events, and campaigns that align with community needs.
    • Experience in identifying and cultivating relationships with community leaders and stakeholders, as well as reviewing and strengthening partnerships.
    • Ability to monitor cultural policies and regulations, provide cultural expertise through training, and assess the impact of cultural initiatives.
    • Experience in providing cultural expertise and guidance through training to staff and providers to ensure culturally sensitive information.
    • Ability to analyze data and feedback to assess the impact of cultural initiatives and recommend improvements.
    • Experience with frameworks such as results-based analysis and rapid community assessment.

    Physical Requirements
