POSITION OVERVIEW Applications accepted from: All Persons Interested Division/Section: HPW Engineering / Traffic Engineering Reporting Location: 611 Walker St, 14th Floor Workdays & Hours: *Monday - Friday, 8:00am - 5:00pm *Subject to change DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The Managing Engineer will lead and manage a team of traffic professionals to oversee various aspects of traffic safety and mobility within the City of Houston jurisdiction. The successful applicant will have a good understanding of traffic engineering principles and the increasing multimodal needs. The Managing Engineer will deal extensively and work closely with representatives internal and external to the Department and City to address existing traffic issues as well as to provide input into intersection and roadway improvement projects. The successful applicant should possess the qualities of an intuitive thinker and proactive problem solver, and the ability to see the broader picture and effectively communicate ideas as well as professionally challenge others’ ideas for the benefit of the City. More specifically, the duties of the Managing Engineer will include but are not limited to:
- Review and approve the traffic elements of all CIP plans.
- Establish or update policies, procedures, guidelines, and standard traffic details and specifications.
- Coordinate the preparation, implementation and monitoring of budget and expenditures.
- Act as liaison to the other departments, government agencies and the private sector.
- Develop and interprets codes, ordinances, and specifications.
- Collaborate with others in the development of innovative solutions to help improve traffic safety, mobility, integration with transit programs, and promotion of traffic safety educational programs.
- Respond to sensitive inquiries and complaints from both external and internal stakeholders regarding traffic safety and congestion.
- Provide critical input to proposed modifications or improvements that would impact traffic operations and assets.
- Provide traffic support for special events, and rescue and recovery operations during emergencies as needed.
- Lead traffic studies, safety audits, plan and TIA reviews, and public outreach efforts as needed.
- Work with staff on strategic goals, defining objectives and meeting those goals through defined metrics.
- Develop, review and approve traffic control/detour plans for construction projects and special events.
WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing, etc. May require walking on rough surfaces during on-site inspections and investigations. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.
This is a Houston Public Works Emergency Management position at the Tier II Level. MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires graduation from approved curriculum in engineering that is approved by the State Board of Registration for Professional Engineers with a satisfactory standing.
OR
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
EXPERIENCE REQUIREMENTS Eight years of active practice in engineering work after graduation from an approved curriculum in engineering, with four of the years as a licensed Professional Engineer, are required.
Substitution: A Master’s degree in Engineering may be substituted for up to two years of the above experience requirement. LICENSE/CERTIFICATE REQUIREMENTS: Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
Engineers from out-of-state must
be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas;
ANDobtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.
Valid Texas Driver License and compliance with the City of Houston policy on driving (AP 2-2).
PREFERENCES **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.** GENERAL INFORMATION SELECTION/SKILLS TESTS REQUIRED: None However, the Department may administer a skill assessment evaluation.
