    DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

    The mission of Houston Public Works (HPW) is to provide water and treat wastewater, provide streets and drain storm water, enforce the City's building and development codes; all in an effective, efficient and responsible manner to serve our customers.

    Under the leadership of the Assistant Director of the Capital Projects and Grants Management Branch, the Financial Analyst will oversee and perform the capital budget transactions required to support delivery of the $10 billion 5-year Capital Improvement Program. Responsible for coordinating with HPW Service Lines, Finance Department and City Controller’s Office to create, modify and release capital project budgets, implement necessary work breakdown structures, and submit purchase requisitions. Must adhere to and ensure compliance with applicable accounting standards and City/Department policies. Performs the development and implementation of new or redesigned systems. Supports the Department in monitoring, assessing and providing input for CIP resource issues and day to day operations of the business unit related to budgets, performance and special reports. Performs other duties as assigned by the Assistant Director and Senior Assistant Director for Financial Management Services.

    Thebestcandidatewillbeacollaborativeindividualwithstrongcommunicationand management skills. A strong candidate will possess experience in capital project budgeting, financial and accounting management.

    WORKING CONDITIONS
    This position is physically comfortable; the individual has discretion about walking, standing, etc.

    MINIMUM REQUIREMENTS

    EDUCATION REQUIREMENTS
    Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.

    EXPERIENCE REQUIREMENTS
    Six years of professional experience in finance, economics, budget analysis or a closely related field are required.

    SUBSTITUTIONS : Experience cannot be substituted for the Bachelor’s degree requirement.
    A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.

    PREFERENCES

    Preferences will be given to candidates with:

    Preference will be given to candidates who hold a Certified Public Accountant (CPA) credential. Good organizational, verbal and written communication skills and the ability to work effectively with all levels of management.

    A valid driver's license and compliance with the City of Houston policy on driving are also required is also preferred.

    **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

    Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
