DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The successful candidate will work on operations related to grants managed by or assigned to the Finance Department disaster cost recovery group.
RESPONSIBILITIES: - Assist manager with implementation of FEMA Public Assistance Program operations such as the project development process, post-disaster site inspections, reviewing a project’s Damage, Description, and Dimensions, and coordinating with personnel and management in other departments to respond to Federal and State requests (project eligibility, procurement, contract work, etc.).
- Assists with coordination and fulfillment of compliance and audit requests.
- Perform reviews of Citywide disaster cost recovery processes, provide recommendations for improvement, and assist with implementation.
- Remains up to date with Federal and State disaster cost recovery processes, standards, rules, and regulations.
- Prepare disaster cost recovery reports and files to track all projects and related costs. Information will be obtained from various sources such as SAP, FEMA EMMIE, FEMA Grants Portal, and other tools and software.
- Coordinate with external agencies and City staff to ensure compliance with funding agreement conditions and audit and reporting requirements.
- Act as a liaison to assigned City departments to provide assistance in handling inquiries and problems.
- Assist manager by reviewing work and deliverables assigned to junior staff.
- Provide training to City personnel on the program and operations of grants managed by the group.
- Perform other duties as assigned by management.
- Perform complex accounting functions related to the management of hundreds of millions in grant funds, including journal entry transactions, account reconciliations, analysis of the trial balance, and financial figures
- Perform research and prepare accounting recommendations through memos and white papers
WORKING CONDITIONS: This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.
MINIMUM REQUIREMENTS EDUCATION REQUIREMENTS: Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS: Three years of professional administrative, financial, or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCESPREFERENCES: - Advanced level knowledge of accounting demonstrated through work as an accountant, including knowledge of accounting practices, policies, and frameworks, such as the Government Accounting Standards Board pronouncements, and policies.
- Demonstrated ability to work independently under strict time deadlines; able to organize heavy workloads and prioritize multiple responsibilities; good organizational, verbal, and written communication skills.
- Experience implementing the FEMA Public Assistance program in a municipal government setting.
- Knowledge, experience, and understanding of City-owned assets and large-scale infrastructure.
- Professional certification such as CPA is a plus but not required.
- Knowledge of Microsoft Excel.
- Knowledge of SAP.
