    POSITION OVERVIEW

    Workdays & Hours: MONDAY - FRIDAY 8:00 AM - 5:00 PM *Subject to change*
    DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS .
    Direct, manage, supervise, and coordinate the activities of teams of procurement and Senior Procurement Specialists in the City’s central Strategic Procurement Division (SPD).

    The Division Manager duties include but are not limited to:
    • Fosters close, positive working relationships with assigned client departments, ensuring that all procurement needs are being met.
    • Accountable for team workload, striving to meet all target goals on assigned projects.
    • Ensure compliance with all federal, state, and local procurement rules relating to all formal procurement methods, including requests for proposals, requests for qualifications, invitations to bid, and cooperative purchasing.
    • Manages procurement personnel in the review, processing and monitoring of contracts, bids, purchase orders through the City’s procurement process.
    • Develops, reviews, and approves new or improved administrative and purchasing procedures to ensure economy and efficiency of operation.
    • Reviews and approves complex bid proposals and specifications. Presents recommendations on purchases requiring upper management and/or Council approval.
    • Interprets and directs the development of contract provisions and reviews contracts for accuracy.
    • Evaluates and approves changes prior to bid and renewal.
    • Manages and participates in the preparation of financial and administrative reports for upper management.
    • Drafts and review proposed contracts, correspondence, letters of agreements and amendments.
    • Manages and negotiates procurement terms and conditions with potential vendors.
    • Interfaces with vendors to achieve conflict resolution. Investigates claims where vendors fail to provide services or materials as specified and recommends action (i.e., penalty).
    WORKING CONDITIONS
    This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

    MINIMUM REQUIREMENTS

    EDUCATION REQUIREMENTS
    Requires a Bachelor's degree in Business or Public Administration, Accounting, Supply Chain or Materials Management or a field closely related to activities of the division.

    EXPERIENCE REQUIREMENTS
    Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.

    A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

    Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

    PREFERENCES

    Preference will be given to applicants with strong analytical, business, written and verbal communications skills. Strong background in public speaking, organization of work, time management and building inter-City working relationships. Knowledge of governmental procurement concepts and practices. Superior knowledge of all aspects of the City's purchasing systems and SAP applications.

    **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

    SALARY INFORMATION Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification.

    PAY GRADE: 29
